MMP is currently working with my client, a Local Authority in Essex, who is seeking a Building Control Manager (RBIs) to join their team!
Purpose of the Job:
To lead the Building Control team and ensure it operates effectively, efficiently, and in compliance with all statutory regulations and standards. The role involves delivering a high-quality, customer-focused service, driving operational improvements, ensuring financial efficiency, supporting staff development, and contributing to my client's strategic objectives and performance targets.
Principal Accountabilities:

  1. Strategic Leadership
    Provide strategic leadership for the Building Control service, ensuring compliance with statutory regulations, Building Regulations, safety standards, and my client's operational goals.
  2. Quality Management System
    Lead the implementation, maintenance, and continuous improvement of my client's Quality Management System (QMS), aligning with ISO 9001 standards and embedding a culture of continuous improvement.
  3. Operational Standards Compliance
    Ensure full compliance with Operational Standards Rules (OSR), embedding them into daily processes and addressing non-conformances through effective management and audit practices.
  4. Regulatory Liaison
    Serve as the primary liaison with the Building Safety Regulator (BSR), ensuring timely implementation of regulatory updates and full compliance with statutory obligations.
  5. Performance Monitoring
    Establish, monitor, and deliver Key Performance Indicators (KPIs) as required by the BSR, ensuring accurate, timely reporting and continuous service quality improvement.
  6. Resource Management
    Oversee the efficient use of resources including staffing, budgets, and materials, ensuring delivery of high-quality, cost-effective building control services in line with financial sustainability goals.
  7. Team Leadership & Development
    Lead and manage the Building Control team, promoting a culture of safety, accountability, and professionalism. Support staff development through coaching, training, and structured performance reviews.
  8. Risk Management
    Proactively identify and manage risks associated with Building Control operations, including compliance failures, dangerous structures, and cases of non-conformance.
  9. Technical Expertise
    Provide expert advice and oversight on complex or high-risk building control cases, offering practical solutions and advising internal and external stakeholders, including senior leadership.
  10. Customer Engagement
    Ensure excellent customer service by building strong relationships with developers, contractors, statutory bodies, and other stakeholders. Respond to enquiries and feedback in a timely, professional manner.
  11. Commercial & Service Innovation
    Drive innovation and service development by identifying areas for improvement, responding to industry changes, and building partnerships with external organisations to enhance service delivery and efficiency.
  12. Health & Safety Compliance
    Ensure all operations comply with health and safety standards. Lead responses to urgent building safety incidents and promote a proactive safety culture aligned with all statutory and organisational requirements.

To Be Shortlisted, You Must Have:

  • Registration with the Building Safety Regulator (BSR) as a Registered Building Inspector (RBI)

Purpose of the Job:
To support the Building Control service in ensuring the safety and wellbeing of individuals across all types of buildings. This role involves carrying out technical inspections and assessments in line with the latest Building Safety legislation, ensuring full compliance with the Building Regulations and associated standards. You'll play a key role in identifying risks, promoting safety, and driving a culture of quality and compliance in the built environment.
Principal Accountabilities:

  1. Plan Assessment & Compliance
    Review submissions and negotiate with applicants to ensure compliance with Building Regulations, the Building Safety Act, and relevant legislation. Attend meetings to evaluate applications and ensure projects (primarily non-high-rise) meet statutory requirements and safety standards.
  2. Site Monitoring
    Inspect and monitor active construction sites to ensure compliance with the Building Regulations and Building Safety Act. Offer guidance to applicants and stakeholders, ensuring safe, compliant progress on-site.
  3. Statutory Site Inspections
    Lead site inspections in response to statutory notifications. Monitor construction progress and quality, enforce regulations within set timeframes, and support the collection of charges where applicable.
  4. Regulatory Advice & Enforcement
    Provide expert advice on Building Regulations and related legislation, particularly for non-high-rise projects. Identify unauthorised works, initiate enforcement action when needed, and serve as an expert witness in legal proceedings.
  5. Record Keeping & Reporting
    Maintain accurate records, documentation, and completion reports for non-high-rise buildings. Prepare detailed reports to support decision-making and ensure statutory compliance.
  6. Dangerous Structures & Emergency Response
    Act as a key representative on sites with potentially dangerous structures. Assess risk, ensure corrective actions are taken, and respond to emergency call-outs in line with the Building Safety Act.
  7. Service Improvement & Innovation
    Contribute to ongoing improvements within the Building Control service. Work with the Building Control Manager to develop strategies that enhance delivery, retain existing clients, and attract new business to ensure the service remains self-financing.
  8. Pre-Submission Support & Partnerships
    Offer pre-application advice and build strong working relationships with architects, agents, and construction professionals. Promote initiatives like the LABC Partner Authority Scheme and negotiate bespoke charges where applicable.
  9. Cross-Authority Collaboration
    Work with other authorities and agencies on shared or cross-border projects, contributing to plan vetting and inspections. Ensure consistency in application of standards and procedures across regions.
  10. Health & Safety Compliance (LACE & HSE)
    Follow the Local Authority Construction Engagement (LACE) protocol and collaborate with the Health & Safety Executive (HSE) to enforce health and safety legislation across building operations.
  11. Organisational Alignment
    Contribute to the achievement of my client's strategic goals. Promote values such as safety, integrity, and transparency, and help improve the overall quality and effectiveness of the Building Control service.
  12. Data Protection & Compliance
    Ensure compliance with my client's data protection policies. Manage data and documentation in line with current data protection legislation, safeguarding personal and project-related information.

Purpose of the Job:
To support the Building Control Manager in delivering my client's Building Control responsibilities with excellence and efficiency. You will take the lead in managing daily technical operations, offering expert advice, overseeing special or major projects, and driving partnership initiatives. Your work will be pivotal in safeguarding the health, safety, welfare, and convenience of individuals in and around all types of buildings, achieved through the diligent application of the Building Regulations, associated legislation, and recognised standards.
Principal Accountabilities:

  1. Lead Daily Operations
    Oversee the day-to-day delivery of the Building Control service in support of the Building Control Manager. This includes allocating and supervising workloads, managing customer enquiries and complaints, and contributing to performance reporting. Ensure all activities align with the requirements of the Building Safety Act, the Building Safety Regulator, and my client's Quality Management System.
  2. Service Improvement

  3. Complex Case Management

  4. Technical Leadership
    Provide expert technical guidance to the team, supporting the effective operation of the service. Assist the Building Control Manager by proactively managing individual and team performance and addressing underperformance in line with the QMS.
  5. Client and Stakeholder Engagement
    Build and maintain strong professional relationships with clients, providing expert advice, conducting inspections, and ensuring decisions are compliant with legislation, standards, and best practices.
  6. Site Inspections
    Conduct statutory site inspections to ensure compliance with the Building Regulations and OSR. Review and comment on plans for new builds, alterations, and extensions.
  7. Regulatory Enforcement
    Investigate breaches of Building Regulations, prepare reports, issue legal notices, and represent my client in court proceedings as an expert witness. All enforcement actions will follow the Building Safety Act and my client's QMS.
  8. Emergency Response & Safety
    Act, alongside the Building Control Manager, as my client's lead representative on dangerous structures and demolitions. Advise emergency services, building owners, and the public. Respond to emergencies, including out-of-hours call-outs, ensuring public safety in accordance with the Building Safety Act.
  9. Expert Guidance
    Provide professional guidance on Building Control matters to service users, internal departments, and statutory bodies. Ensure advice complies with the Building Safety Act, OSR, and BSR standards. Use your professional judgement to negotiate and agree bespoke charges as needed.

Working between office, site and home.

About the role

  • Management of Disrepair cases from inception to completion, creating detailed reports which are usable in court if required.
  • Undertake expert witness reports / scott schedules as required.
  • Managing a high volume of work across a designated geographical patch.
  • Take full control of the surveying duties, ensuring the completion of works.
  • Autonomy on decisions which are required to ensure quality work.
  • Manage tenant engagement and ensure high-calibre customer service along with the Disrepair Case Officer.
  • Receives support from Solicitors within the Legal Team with the strategy on how to approach certain cases if court orders are involved.
