Stuart joined the organisation to support the Asset Management, Compliance and Maintenance team in 2019. Originally from the automotive industry, Stuart had previously worked for Aston Martin and McLaren Automotive. In a front-facing customer service capacity, this has given Stuart the ability to provide clients and candidates with the best possible service. Since joining MMP, Stuart has managed to implement several new systems to ensure swiftness for both our candidates & clients

In his spare time, Stuart still has a strong passion for the automotive industry and can often be found fixing friends’ & family’s cars when they go wrong.

Job Purpose:

Working as part of a very busy Housing & Property Operations team within Harlow Council, you will assist in providing an accurate and efficient assurance service for all built assets.
You will specifically be responsible for site surveys, quality inspections, specifications and schedules of work, report writing and provide oversight to mechanical appliances, heating and hot water systems, their maintenance, PPM and refurbishments for a number of key Clients.

* Assist in the production of position statements on relevant technical guidance
* Build and maintain positive relationships
* Develop, maintain and contribute to the improved culture of planned and preventative maintenance

* Carry out surveys of mechanical installations and heating and hot water systems

Building Surveyor

MMP Consultancy are currently seeking 6 x Building Surveyor for a North West London public sector housing organisation. £35 per Hour LTD (Inside IR35).

Flexible working with site visits and home working. (Office attendance on occasion).

About the role

* Management of Disrepair Surveying from inception to completion, creating detailed reports which are usable in court if required.
* Attend appointments as booked by the legal / case officer team.
* Undertake expert witness reports / scott schedules as required.
* Managing a high volume of work across a patch.
* Knowledge of NatFed SOR 7.1.
* Take full control of the surveying duties, ensuring the completion of works with dedicated contractors.
* Autonomy on decisions which are required to ensure quality work.
* Manage all order raising on system, utilising CRM and Northgate.
* Post inspection of works as required to ensure quality.

Essential:

* MRICS, MCIOB or Expert Witness qualified.
* Extensive experience in delivering complex/disrepair service for social housing.
* Detailed Knowledge and understanding of pre and post-inspection processes, building pathology and repairs techniques.

Principal Energy Officer

£50000 - £61000 per annum

MMP Consultancy currently has an opportunity for a Principal Energy Officer (HND OR HNC needed) to join a Local Authority in Essex. This position is paying £50,000 - £60,000 Benefits

Job Purpose:

To lead, develop and manage all aspects of the Council's energy management activities, including preparing and implementing a program of works in order to reduce the Council's energy usage; working with Building Management and premises managers to ensure that opportunities for energy consumption reduction are acted upon; maintaining accurate energy consumption records; advising departments on all aspects of energy efficiency.

Key Accountabilities:

* Work with the Service Manager-Corporate Property and Energy Board to support the development of a robust energy strategy to deliver the Council's Energy Policy, following adoption, and deliver the projects identified.
* Lead on all aspects of the Corporate Energy Board and ensure good communication and 'buy-in' across the organisation.
* Work with the Procurement Team on the procurement of energy for the Council's property portfolio. Manage existing energy framework agreements and contracts
* To implement the Council's policy approach in respect of efficient energy management including monitoring the receipt and payment of supplier invoices and the maintenance of accurate databases on supply usage and costs for all corporate premises and arrangements for gas and electricity supplies.
* Report and resolve billing queries with energy suppliers.
* Responsible for the preparation of data for inclusion on and the submission of national and local indicators regarding energy and CO2 emissions.
* Conduct site inspections and energy audits to investigate opportunities for using energy efficient technologies, energy management procedures and renewable energy to reduce the Council's energy costs.
* Establish and maintain a system for monitoring the Council's energy consumption, using relevant databases, software and energy site survey information. Use this system to analyse and evaluate data to identify trends and exceptions in order to target appropriate interventions to reduce costs and to produce performance reports for premises managers, relevant committees and working groups.
* Work with the Building Management Team to ensure that efficiency opportunities are aligned with asset management and maintenance programmes in accordance with the Council's energy policy and strategy. Ensure works are carried out to incorporate the most energy efficient standards, considering opportunities to incorporate energy efficiency and renewable energy measures on an 'invest to save' basis where appropriate.
* Assist with the development and implementation of the Corporate and relevant Service Asset Management Plans for the Council's Buildings Portfolio to incorporate measures to reduce the Council's energy use. ?

* Research and prepare applications for relevant grant funding streams.

Job Purpose:

* To oversee the collection, planning and reporting of asset data and information within our clients business
* To maintain oversight of our asset plans, capturing, analysing and visualising our asset data using our asset appraisal model to promote informed decision-making.
* To model annual investment programmes that are cost-effective and support our clients strategic objectives, as well as developing our asset appraisal model to enhance strategic thinking around investment decisions.
* To actively contribute to the delivery of our clients Asset Management Strategy by engaging with stakeholders to continually improve and innovate our clients strategic asset approach, maximising the portfolio's success and value.
* To be the principal contact for the preparation of annual investment plans and disposal strategies.
* To develop a strategic approach to asset appraisal methodology.
* To co-ordinate all activities to maintain, update and verify the asset appraisal model.

Data Management

* Update, monitor and manage our client asset management database/IT system.
* Develop and implement a long-term strategy for our client owned or managed stock, including working with stakeholders to develop a place-based approach to asset management, assessing the longer-term sustainability of our assets and identifying suitable interventions, including undertaking options appraisals.
* Ensure awareness of the condition of all owned or managed stock, to establish and maintain programmes of planned and cyclical maintenance works, in consultation with stakeholders.
* Ensure that detailed knowledge of our assets/full housing stock portfolio is collected, and that this information is fully utilised to inform any decisions on investment and options appraisal requirements.
* Ensure that stock condition data and programmes of planned and cyclical maintenance works are shared with stakeholders.
* Responsible for managing all asset management related data, so that it is accurate, up-to-date, appropriate and robust.
* Make recommendations on proposed work to improve component life cycle, produce efficiencies or savings, including recommending solutions to technical problems and implementing solutions.
* Create a clear process and carry out scheme option appraisals, making retain, remodel, regenerate, renew or disposal recommendations.
* Ensure the asset management information system/stock condition survey/environmental sustainability and other relevant databases and systems are accurate.
* Work with the Finance team to ensure data, including cost data, held on the Asset Management systems, is accurate and up to date and can be used for financial modelling.

Stock condition surveys
* Develop and deliver a rolling 5-year programme of stock condition surveys to inform our approach to asset management, ensuring that our client can evidence DHS compliance.
* Ensure that the risks found in the Housing Health & Safety Rating System (HHSRS) surveys are recorded, monitored, and implemented.
* Through the Regional Surveyors, collect regular stock condition data and update the asset management database.
* Liaise with the Asset Contracts Manager, Asset Delivery Manager and Compliance Manager to collect stock condition data from responsive repair and planned programmes of work to update the asset management database.
* To appoint and manage consultants to carry out regular audits of stock condition data.

Planned programmes of work
* Ensure that all investment requirements align with the development and implementation of the Asset Management Strategy and Business Plan.
* Create short, medium and long term planned and cyclical maintenance programmes of work and budgets.
* Liaise with the Asset Delivery Manager to programme annual planned and cyclical maintenance workstreams.
* Develop programmes of work to deliver our clients environmental and sustainability objectives.
* Ensure that peaks and troughs in investment plans/programmes are smoothed out and all planned maintenance projects are completed within budget.

Reporting
* Develop and produce regular reports on DHS and HHSRS compliance and EPC performance.
* Develop and produce regular reports on stock condition status.
* Develop and provide regular reports on short, medium and long term planned and cyclical maintenance programmes of work.

MMP Consultancy currently has an opportunity for an Investment Programme Manager to join a Local Authority in Hertfordshire.

This position is paying £450 Per Day (Umbrella)

Job Purpose:

* Excellent programme/project management skills and commercial awareness.
* Experience of procuring, managing and delivering projects, with a value in excess of £5m, including devolved budgets.

* Professional qualification e.g. CIOB, RICS or equivalent, educated to degree level in a related subject or can demonstrate equivalent relevant experience.

* Proven experience of managing programmes of multiple projects in a Local Government property environment, ideally social housing.

* To ensure effective mobilisation and delivery of contracts to achieve the identified corporate objectives, e.g. decent homes standard is achieved, legacy commitments delivered, on programme and budget.

* To lead on procurement for all aspects of a programme covering a number of service areas including, works, consultancy and legal services. Through programme governance manage contracts and effectively negotiate any changes to contract terms and deliverable.

* To manage, monitor and report of all aspects of a multi discipline range of projects within a programme including budget in excess of £7 million and performance. Analyse complex performance information, identifying trends and implementing changes to address any areas of weakness.

* Have responsibility for health & safety/compliance for the programme including construction design management, risk management, statutory compliance and all aspects associated with a large-scale construction programme. Implement new or changed legislation to ensure all works carried out are fully compliant.
