MMP Consultancy is seeking a Head of Health and Safety on behalf of a Local Authority based in Wiltshire. This is a senior leadership role with wide-reaching impact across schools, council services, commissioned providers, and the wider public.

The contract will initially be a 3-month contract subject to possible extension on a day rate between £360 - £500pd inside of IR35, depending on experience. This role offers a hybrid model of working with 50% in the office and 50% from home.

Key Responsibilities:

  • Provide corporate leadership for health, safety and wellbeing, ensuring legal compliance and delivering high-quality services across the council and its partners.
  • Lead a multi-disciplinary team including safety professionals, project officers and public health specialists.
  • Ensure delivery of the Workplace Wellbeing Charter and other national health standards, supporting Wiltshire to be an exemplar employer.
  • Act as the lead professional advisor on all matters relating to health, safety and LoTC, providing expert guidance to managers, schools and partners.
  • Manage a significant operational budget and oversee tendering, procurement, and external contracts related to health, safety and LoTC.
  • Represent the council during inspections by the Health and Safety Executive and Fire and Rescue Service.
  • Promote cross-sector partnership working and support the development of best practices with external stakeholders including the Police and educational institutions.


To be successful in this role, you will have:

  • Chartered Membership of IOSH and a relevant degree or equivalent qualification/experience.
  • At least 10 years' experience in a senior health and safety leadership role.
  • Proven ability to influence strategic planning and drive organisational change.
  • Strong people management skills with a track record of leading high-performing multidisciplinary teams.
  • Extensive knowledge of relevant health and safety legislation and statutory duties.
  • Experience in delivering effective learning and development programmes.
  • Strong analytical, communication, project and budget management skills.
  • A valid driving licence and the ability to work flexibly, including evenings and weekends as required.

MMP Consultancy is currently looking for a new Mechanical and Electrical Manager to join their team, this would be a permanent opportunity paying £50,000 Benefits

Job purpose
This key role will help ensure the Group continues to meet its obligations for mechanical and electrical standards as part of its building safety obligations and keep residents safe.

Reporting to the Planned and Cyclical Programme Manager, develop and deliver mechanical and electrical works programmes as part of the Group 5 Year Investment Plan.

To manage procurement, contract management and delivery of all mechanical and electrical programmes as required, either through direct management of contractors or through specialist consultants

As part of delivery of works, ensure all building safety compliance, statutory and regulatory obligations are picked up and addressed.
Mechanical and Electrical Manager
Planned and Cyclical Programme Manager

To ensure the Group's asset management and compliance databases in relation to mechanical and electrical programmes are maintained and ad hoc property surveys are undertaken and recorded.

To manage all mechanical and electrical servicing and inspection programmes and follow-up works, ensuring effective contract management and administration, quality assurance of both works and certification including a sample check and post-inspection programme.

To manage all mechanical and electrical contractors and contracts ensuring best practice in contract management and a clear procurement strategy in place going forward.

To provide advice and assistance to the Head of Property and or Property Managers on mechanical and electrical matters as may arise from cyclical or responsive maintenance works.

To work as part of the Property and Places Team to ensure the service provides a high-quality property management service that meets all statutory and regulatory obligations and achieves high levels of resident satisfaction.

To prepare reports, programme and cash-flow forecasts for internal meetings, and work with the Planned and Cyclical Manager to support the preparation of reports for Board Committees and Board commensurate with the duties and responsibilities of the role.

To be an ambassador for The Group and demonstrate the values of the organisation both internally and to external stakeholders.

Work as part of the Planned and Cyclical Team to help set and manage budgets for the planned and cyclical programmes whilst at all times ensuring value for money for the Group.

Job Title: Maintenance Surveyor

Main purpose of the role Responsible for pre/post-inspection and reports for responsive repairs, void works and cyclical repairs within the relevant area of operation, consulting and engaging with customers, leaseholders and with internal and external stakeholders in the region. Ensure the highest customer standards of delivery are achieved, minimal defects, and a high level of customer satisfaction is achieved. Effectively managing the performance and on site progress of our clients Contractors ensuring that works are delivered on time, to a regional budget of £10m, to quality standards and achieve value for money in line with all relevant statutory regulations and compliance.

Key Accountabilities:
Deliver an effective & efficient Repairs & Maintenance service at an operational level to include a regionally based professional surveying service, disrepair works, Major/Complex Works, FRA, responsive repairs, voids and aids and adaptations.
Prepare and carry out diagnostic inspections, surveys & technical reports in accordance with Group practice. Providing accurate technical advice with competent & thorough surveys/post-inspections.
Identifies and manages insurance claims ensuring most economically advantageous outcome for the organisation. To include, property inspections, managing decants, liaising with loss adjusters/insurance team.
Technical lead within the Housing team during the handover of any new developments to ensure quality control through to completion and the end of defects.
Effective and efficiently control budgetary spend of approx. £2m within individual area of operation, ensuring revenue and capital spend are recorded accurately. Review invoices and requests for payment from contractors, challenge and resolve submissions where required.
Deliver and effectively manage legal disrepair claims and Environmental Health Orders in line with group process and provide detailed reports, and manage complex repairs to an agreed outcome to protect Clarion interests. Ensure effective liaison with in-house service provider, M&E contractors and external sub-contractor staff to ensure the delivery of a top quartile service in line with industry standards, schedule of Rates, operational regulatory framework, health & safety (including asbestos) 3
Management and coordination of empty properties to ensure minimal rental loss and maximum return. Carry out major void inspections, ensuring void works are completed to Clarion lettable standard against key performance indicators and providing detailed costing for the Options Appraisal's.
Ensure delivery of all works in line with all compliance requirements and promotion of the organisation's Health & Safety policy and legislation, all personal risk assessments completed/reviewed and relevant action taken to mitigate risk.

MMP Consultancy is seeking a Maintenance Surveyor on behalf of a Housing Association based across Surrey and Kent on a 3-month rolling contract paying £35ph umbrella on 7.2 hours per day. This role offers a hybrid model of working.

Reporting to the Regional Maintenance Manager or Regional Surveyor, the successful candidate will be responsible for pre- and post-inspections, technical reporting, and managing responsive repairs, void works, and cyclical maintenance.

Key Responsibilities:

  • Deliver an effective and professional regional repairs and maintenance surveying service.
  • Conduct detailed inspections and surveys, diagnosing issues and producing thorough technical reports.
  • Oversee contractor performance on-site to ensure works are completed to a high standard, within time and cost targets.
  • Manage disrepair claims and Environmental Health Orders, supporting legal processes as required.

My client is seeking a highly skilled Building and Fire Safety Project Manager to oversee projects that improve and maintain building safety and fire risk compliance across its property portfolio. This hybrid role combines remote working with regular site inspections, with responsibility for ensuring that all activities meet the latest safety regulations, best practices, and council standards.
