Jonny Scott

Managing Consultant – Estates & Facilities

Jonny started working in recruitment in 2012 at age 16 after finishing his GCSEs in administration. The buzz of the recruitment environment encouraged Jonny to push for more, eventually moving to a Resourcer and then a 360 Recruitment Consultant position, sourcing healthcare candidates for his NHS clients.

Jonny joined MMP Consultancy in 2019 as part of the NHS/Education team. In 2021, he took responsibility as Managing Consultant of the Estates & Facilities department, where he and his team source candidates at all seniorities for MMP’s education and healthcare clients across England. Now with over 10 years of working in a recruitment environment, his passion for professionalism and drive for success is pushing Jonny to grow the Estates & Facilities team to deliver more high-quality recruitment campaigns for MMP’s public sector clients.

During his free time, Jonny enjoys making music with his friends, making delicious pasta dishes and travelling abroad (primarily just to Italy for the pizza!).

Development Portfolio Client Lead

MMP Consultancy is seeking a Development Portfolio Client Lead on behalf of a Local Authority based in North London. The position is permanent with a salary range of £67,794 - £75,070 per annum.

The client is seeking a high-calibre Development Portfolio Client Lead to manage key mixed tenure housing schemes. This role involves overseeing significant housing developments, interfacing with internal departments and external partners, and ensuring alignment with strategic goals. You will report directly to senior Council groups and Boards, contributing to one of the largest development programs in England.

Key Responsibilities

* Project Management: Lead and deliver mixed tenure housing developments, valued at approximately £2 billion in total.
* Collaboration: Interface with internal departments (Education, Greenspaces, Town Centres, operational estate departments) and external consultant teams and development partners.
* Strategic Alignment: Ensure consistent alignment with the Council's strategic goals and report directly to senior Council groups and Boards.

Requirements

* Experience: Proven senior management experience in delivering projects/programmes within a Local Government environment.
* Expertise: Experience in housing and non-housing led regeneration, compulsory purchase orders, land assembly, and joint venture partnerships.
* Knowledge: Practical delivery of schemes from inception to occupation and project closure (RIBA stages 0-7).
* Skills: Strong leadership, strategic alignment skills, and the ability to work collaboratively with various stakeholders.

Class 3 Registered Building Surveyor

Up to £55.00 per hour

MMP Consultancy is seeking a Class 3 G and H Building Inspector Surveyor on behalf of a Southeast London based Local Authority on a temporary basis for 3 months initially, subject to extension.

This role requires a professional with a strong background in inspecting higher risk buildings, providing crucial support to ensure safety and compliance. The rate of pay is £55ph umbrella inside of IR35.

Key Responsibilities


* Site Inspections: Conduct inspections on high-risk buildings, including those that are 18 me-tres or taller, or have 7 stories or more, with at least 2 residential units, or function as a care home or hospital.
* Design Team Meetings: Attend design team meetings, either remotely or in person, to pro-vide expert advice and ensure compliance with regulations.
* Building Regulation Trackers: Issue and manage building regulation trackers to maintain up-to-date records of compliance.
* Regulatory Support: Support the Building Safety Regulator as part of a multidisciplinary team, ensuring all safety protocols and regulations are strictly followed.
* Office Attendance: Work from the office one day a week (Wednesdays), leveraging excel-lent transport links into London Bridge.

Requirements:


* Registration: Must be registered at Class 3 G & H or awaiting results from a competency assessment provider.
* Experience: Demonstrable experience in working with higher risk buildings, meeting the criteria mentioned above.

Building Control Services Manager

Up to £506.33 per hour

MMP Consultancy is seeking a Building Control Services Manager on behalf of a Local Authority based in South West London. This is a temporary 3 month contract subject to possible extension. The rate of pay is £505pd inside of IR35.

The Building Control Services Manager will be responsible for the operational management, ongoing development, and promotion of the Building Control Services within the Borough. Candidates must hold registration with the Building Safety Regulator (BSR) at Class 3 and Class 4.

Principal Building Surveyor

Up to £600.00 per day

MMP Consultancy is seeking a Principal Building Surveyor on behalf of a west London based Local Authority. This a temporary ongoing contract paying £600pd inside of IR35.

Candidates must have Class 3 Registered Building Inspector.

Purpose of Job:
* Lead the delivery of technical services for the Building Control Authority, ensuring compliance with building control legislation and regulations.
* Oversee public protection by enforcing building regulations, managing demolitions, and temporary structures.
* Manage the Council's response to dangerous structures, coordinating with emergency services.
* Contribute to the leadership and management of the Building Control Authority and represent Building Control in corporate initiatives.
* Act as deputy for the Assistant Director of Building Control when necessary.

Main Responsibilities:
* Provide technical advice on building safety, regulations, and structural issues.
* Support the Building Safety Regulator in regulating high-risk buildings and enforcing regulations.
* Ensure full cost recovery for Council services as per the Building Safety (Fees and Charges) Regulations 2023.
* Ensure the competency and training of building inspectors.
* Enforce building regulations using powers under the Building Safety Act 2022 and Building Act 1984.
* Investigate and resolve contraventions of building work, serving necessary notices, and prosecuting cases.
* Oversee the inspection and licensing of demolitions and temporary structures.
* Review fire safety information in planning applications and advise on compliance.
* Act as a third surveyor under the Party Wall etc Act 1996.

Qualifications:
* Class 3 Registered Building Inspector is essential
* Class 3 Building Inspector registration
* Membership of MRICS, CABE, or a similar professional body.

MMP Consultancy is seeking a Building Control Surveyor on behalf of a Local Authority in Essex. This is a permanent position with a salary range of £40,918 to £45,459.

As a Building Control Inspector/Surveyor, you will assist in delivering the Council's Building Control services by:


* Managing a diverse caseload, including complex and significant schemes.
* Ensuring compliance with Building Regulations through detailed analysis and negotiation.
* Conducting site inspections and appraising building operations.
* Providing expert advice on building control matters.
* Maintaining accurate records and contributing to the development of service delivery improvements.

Desirable:

As the Building Control Team Leader, you will assist the Building Control Manager in overseeing and delivering the Council's Building Control functions. Your key responsibilities will include:

Key Responsibilities:

MMP Consultancy is seeking a Head of Health and Safety on behalf of a university based in South London. Occasional travel to Central London is required. This is a permanent role with a salary range of £53,200 - £69,216 depending on experience.

This is a role which covers the research arm of the University which will include overseeing health and safety within laboratories and research centres, so a background in a similar environment or a pharmaceutical company would be a massive advantage.


The successful candidate will lead occupational health and safety initiatives, providing professional guidance to staff, management, volunteers, and contractors. Key responsibilities include:


* Supporting the Sustainable Discoveries Action Plan.
* Developing and implementing the Health and Safety Action Plan.
* Offering proactive health & safety advice and ensuring compliance with legislation.
* Engaging with staff to improve health & safety performance and culture.
