Jonny Scott

Managing Consultant – Estates & Facilities

Jonny started working in recruitment in 2012 at age 16 after finishing his GCSEs in administration. The buzz of the recruitment environment encouraged Jonny to push for more, eventually moving to a Resourcer and then a 360 Recruitment Consultant position, sourcing healthcare candidates for his NHS clients.

Jonny joined MMP Consultancy in 2019 as part of the NHS/Education team. In 2021, he took responsibility as Managing Consultant of the Estates & Facilities department, where he and his team source candidates at all seniorities for MMP’s education and healthcare clients across England. Now with over 10 years of working in a recruitment environment, his passion for professionalism and drive for success is pushing Jonny to grow the Estates & Facilities team to deliver more high-quality recruitment campaigns for MMP’s public sector clients.

During his free time, Jonny enjoys making music with his friends, making delicious pasta dishes and travelling abroad (primarily just to Italy for the pizza!).

Damp and Mould Surveyor

Up to £33 per hour

MMP Consultancy is seeking a Property Surveyor on behalf of a Local Authority based in the East Midlands. This is a temporary position for 3 months subject to extension. The rate of pay is £33ph via an umbrella company over a 37.5 hour working week.

The successful candidate will be responsible for inspecting and diagnosing building defects, managing complex repairs, and ensuring excellent service delivery in line with our standards and statutory obligations. This is a field-based role covering the East Midlands with flexibility to work from home or across other sites when needed.

Key Responsibilities

  • Ownership of case works from inspection through to completion, including follow-up correspondence.
  • Deliver accurate diagnostics and prescribe effective solutions for a wide range of property issues.
  • Liaise with residents, contractors, legal counsel, and other stakeholders to ensure the successful completion of works.
  • Conduct technical surveys, produce detailed reports, and provide building pathology expertise across the organisation.
  • Support leaseholder works, void specifications, and adaptation requests.
  • Review and assess home improvement applications to protect the client's assets.
  • Contribute to developing best practices, training colleagues, and improving our property repair standards.

What We're Looking For

  • Relevant professional qualification in surveying (or demonstrable experience with a path to qualification).
  • Experience within social housing or a similar regulatory environment is highly desirable.
  • In-depth understanding of building pathology and experience with Disrepair Protocol.
  • Excellent written and verbal communication skills - capable of producing technical reports such as Scott Schedules.
  • Confident in managing large or complex projects independently, including health & safety compliance and budget considerations.
  • Collaborative team player who is comfortable working alone and travelling across the region.
  • Strong diagnostic, investigative, and project management skills.
  • Knowledge of property legislation, health and safety, and contract management.
  • Experience with insurance claims, leaseholder queries, and risk assessments.
  • Proficient in using housing management systems and digital tools for property inspections and reporting.



M&E Contract Manager

Up to £45 per hour

MMP Consultancy is seeking a Mechanical & Electrical Contracts Manager to join a newly established Compliance service within a Local Authority in Hampshire. The rate of pay is £45ph via an umbrella company, with the role falling inside of IR35.

This is a temporary position to last until December 2025, subject to likely extension. The working hours are 9-5 Monday to Friday and will be based across Portsmouth, Havant, Gosport, Fareham and Winchester.

The successful candidate will be responsible for the strategic management of Term Service Contracts for mechanical and electrical repair, servicing, and compliance activities - including overseeing the client's Gas Servicing and Repairs contract across 17,000 dwellings and similar services for corporate assets.

This is a critical leadership role that ensures the client's housing and corporate buildings meet statutory compliance, maintain safety, and deliver value for money through high-quality service.

Key Responsibilities:

  • Manage strategic contracts related to gas servicing and mechanical & electrical repairs.
  • Ensure statutory compliance duties are met across HRA and General Fund assets.
  • Lead and develop compliance staff and oversee service budgets (c.£10m p/a).
  • Procure and manage service contracts in line with Public Procurement Regulations.
  • Maintain accurate compliance documentation and ensure its availability.
  • Drive service improvements and ensure 100% compliance is continually pursued.
  • Support wider council services by advising on M&E compliance matters.
  • Respond to out-of-hours escalations as part of the Directorate's rota.

We're looking for someone who:

  • Holds a relevant degree in a building/technical subject and preferably Chartered (or working towards) with RICS, CIBSE or CIOB.
  • Has strong technical knowledge in mechanical and electrical compliance areas.
  • Possesses experience in managing NEC4 Term Service Contracts and procurement processes.
  • Demonstrates robust budget management and performance monitoring skills.
  • Has excellent knowledge of relevant legislation and industry standards.
  • Is confident in leading teams, managing change, and communicating at senior levels.
  • Has a full UK driving licence and access to a car for site travel.

Senior Bid Writer (Construction and Maintenance)

£60000 - £75000.00 per annum

MMP Consultancy is seeking an experienced Senior Bid Writer on behalf of a Contractor based in Southampton. The successful candidate will lead the development of high-quality, persuasive bid submissions up to £1million in value that support the client's business growth across construction, social housing, and property maintenance sectors.

This is a permanent role with a salary of £60,000 - £75,000 per annum depending on experience. The client's benefits package is under review however currently they have the following:

  • Life assurance after 2 years' service has been completed
  • 22 days holiday increasing 1 day a year to a maximum of 5 after 1 year's full service is completed.

Candidates will be expected in the office 5 days per week however there is some flexibility to work from home on occasion.

As a Senior Bid Writer, you will manage the full bid lifecycle, from strategy to submission. You will work closely with operational, technical, and commercial teams to craft responses that are compliant, client-focused, and aligned with evaluation criteria. You'll also support team development and help drive continuous improvement across the bid function.

Key Responsibilities:

  • Lead bid responses from inception to submission
  • Write and edit clear, compelling content aligned with client requirements
  • Coordinate input from subject matter experts and stakeholders
  • Ensure compliance with governance and quality standards

Multi Shift Engineer

Up to £26.33 per hour

MMP Consultancy is seeking a Multi-Skilled Shift Engineer to join a private hospital in Central London. The role involves carrying out installation, maintenance, and project tasks related to reactive, planned, and corrective works.

They will be responsible for ensuring the smooth operation of building plant, systems, and equipment, maintaining high standards of customer service and safety. Candidates will ideally be multi-skilled on mechanical and electrical but with a mechanical bias.

The rate of pay is £26.33ph via an umbrella company, over a 44-hour working week, which is an estimated take home inclusive of holiday pay of £793 per week. The working hours will be 7am - 7pm and 7pm - 7am working days and nights, 4 on 4 off.

Key Responsibilities:

  • Perform planned and reactive maintenance across Mechanical, Electrical, HVAC, and other building systems.
  • Provide technical support, including Competent & Authorised Person duties.
  • Liaise with subcontractors and suppliers, obtaining quotes and ensuring compliance with site requirements.
  • Ensure all tasks are completed within SLAs, with accurate updates provided.
  • Act as a point of contact for shift handovers and communicate effectively with the Estates team.
  • Escort subcontractors on-site and manage materials procurement.
  • Adhere to safety systems, risk assessments, and method statements.

Qualifications & Skills:

  • Completed full Apprenticeship in a Mechanical or Electrical discipline.
  • C&G Level 3 qualification (Mechanical or Electrical).
  • CSCS or relevant Trade Card.
  • Strong understanding of Electrical, Mechanical, and HVAC systems.
  • Experience with CAFM systems and Microsoft Office.
  • Previous healthcare or HTM experience is desirable.
  • Strong organisational, communication, and problem-solving skills.

Head of Capital

£400 - £600 per day


MMP Consultancy is seeking a Head of Capital Projects and Planning on behalf of an NHS Trust in Surrey. This role involves overseeing the Trust's capital programme, which includes the management of construction, maintenance, and operational activities. with legislative standards and meet sustainability goals.

This is initially a 3-month contract to be whilst they find somebody on a substantive basis. The rate of pay for this role is negotiable but will be inside of IR35.

Key Responsibilities:

  • Develop, manage, and implement the Trust's capital programme (both short and long-term), ensuring projects are delivered on time, within budget, and in compliance with NHS and statutory guidelines.
  • Establish and oversee a standardised project management framework, ensuring robust risk management, KPI tracking, and progress monitoring.
  • : Lead the Capital Planning Team, fostering a culture of collaboration and inclusivity, while ensuring alignment with clinical and operational needs.
  • Ensure compliance with health and safety regulations, Health Technical Memoranda (HTMs), and CQC standards.
  • Drive initiatives aligned with sustainability goals, including carbon reduction and NHS Net Zero targets.
  • Build and maintain strong relationships with internal and external stakeholders, including contractors, NHS partners, and regulatory bodies.

Qualifications and Training:

NEC Contract Manager

Up to £536.31 per hour

MMP Consultancy is seeking an experienced Contract Manager to join the Hard FM Procurement project team in Bristol. The role will be majority home-working, with occasional on-site attendance in Bristol. The day rate is £535 per day inside of IR35.

This role is to start as soon as possible until at least November 2025.

This role will primarily focus on the implementation and management of a new NEC4 FMC facilities management contract with a new supplier. You will help confidently implement the contract and develop the necessary internal processes, tools, and capabilities to manage it effectively throughout its lifecycle.

Key Responsibilities:

  • Lead the implementation of the new NEC4 FMC facilities management contract.
  • Develop internal processes, tools, and capabilities for managing the contract in life.
  • Provide strategic oversight to ensure efficient delivery and compliance with contractual terms.
  • Manage supplier performance and ensure value for money.
  • Oversee contract changes, negotiations, and financial monitoring.
