MMP Consultancy have been approached by one of our Housing Association clients to assist them with their search of their new M&E Manager.

Title: M&E Manager
Location: Essex
Rate: £400 Per Day (Inside IR35)

Role Overview:

To provide expertise and lead in the operational management of compliance control, information maintenance and monitoring with regard to the servicing, inspection and follow up regimes of remedial works across all statutory and non-statutory compliance work- streams within remit, liaising with the Performance team to ensure up to date adherence is understood at all times.

To work effectively and collaboratively across all external stakeholders to ensure statutory and non-statutory obligations, planned works contract delivery and associated consequential remedial works, inclusive of building and engineering disciplines, are being met and ensure safe running of associated asset related life safety systems and equipment.

To manage the M&E Engineer and maintain working relationships with the senior management team and operational delivery teams to promote confidence in the agreed assurance mechanisms and raise the level of awareness and understanding of statutory compliance within our clients homes.

Key Deliverables

1.Ensure that all relevant compliance service, testing and inspection processes within remit are carried out correctly, remedial/follow on works are undertaken on a risk basis; that the service, testing and inspection process remains current and fit for purpose, and all records and certification are appropriately recorded. Keep up to date with changing legislation, standards and technology. Assist in the updating of specifications and documents.
2.Implement and operate robust processes and procedures in order to ensure the legal obligations in regard to property compliance are managed and met; and to ensure all identified risks are mitigated in the most efficient manner, making best use of available resources to keep all residents safe.
3.Work in collaboration with H&S Manager and the Building Safety Manager to ensure risks around health, safety and compliance are identified and risk mitigation strategies are developed and implemented to maintain property compliance and our regulatory obligations are met.

Project Manager Lead (FRA)

Are you a FRA Project Manager with experience of working in the social housing sector on projects up to £5m with a core focus on Fire Safety related projects? Can you undertake comprehensive programming from overall project planning to detailed task scheduling, from inception to operation? What we are looking for:

We are currently looking for a Lead Project Manager with knowledge of Part B building regulations to join our Planned Works team on a fixed term contract.

The primary objective of this role is to deliver a fire improvement scheme across 3 residential blocks situated in the London borough of Barking and Dagenham, complying with part B building regulations with an estimated contract value of £3.2m.

You'll be responsible for achieving target contributions by managing contracts in accordance with contract documents and programme, ensuring that projects are delivered on time, within budget, and to the agreed quality standards.

You'll oversee the delivery of planned and demand-generated adaptation works, ensuring the achievement of client KPIs, including service delivery levels, customer satisfaction, quality, and compliance measures. This includes supervising of sub-contractors to meet and exceed business objectives, ensuring consistent achievement of operational KPIs, and remaining within budget targets.

This a new role for us in a growing team, we're looking for someone who can exceed our client expectations, whilst maximising value for money and adhering to company policies and strategies.

Working Arrangements:

  • Working pattern: 36 hours per week, Monday to Friday.
  • Location: East London/ Essex.
  • Other: A DBS check, and clean driving licence will be required for this role.

Key Responsibilities:

  • Dotted line responsibility to team to oversee works.
  • Achieve or exceed repair service targets including financial, time, and customer satisfaction goals.
  • Undertake comprehensive programming from overall project planning to detailed task scheduling, from inception to operation.
  • Implement and oversee risk assessments for all activities, ensuring effective risk control and audit measures.
  • Develop and manage structured project planning, including health and safety, execution methods, and quality control.
  • Implement variation order procedures to maximise added value and minimise project disruption.
  • Identify and address underperforming service areas with action plans to meet performance and financial targets.
  • Produce and present high-quality communications and reports to senior management, Councillors, service heads, contractors, and other departments.
  • Demonstrate strong commercial understanding, identify key project commercial indicators, and monitor delivery to meet targets and KPIs.
  • Set and review organisational and productivity objectives aligned with contracts.
  • Ensure application for all necessary licenses, permits, and compliance with planning supervisor requirements.
  • Understand and communicate commercial aims of the project and business plan objectives.

Qualifications and Experience:

  • Membership in a professional organisation (RICS, CIOB, or equivalent preferred).
  • Evidence of Construction management qualifications
  • Site Management Safety Training Scheme (SMSTS).
  • PRINCE2 Practitioner certification (desirable).
  • IOSH Certificate in Managing Safety (desirable).
  • NEBOSH Certificate in Fire Safety and Risk Management NVQ level 3 or equivalent (desirable)

Experience:

  • Proven track record with Part B building regulations on projects valued between £500k and £5m.
  • Solid background in project management.
  • Up-to-date knowledge of building and health & safety legislation.
  • Experience with managing subcontractors.
  • Demonstrated success in managing planned works in public services or social housing.
  • Proven ability to manage high-value programmes of work using various income recovery approaches (schedules of rates, target prices, open book cost-based partnering) while meeting deadlines and budget constraints.
  • Familiarity with Right to Repair legislation and construction health and safety laws.
  • Valid driving licence and access to a vehicle as required.
  • Experience in Section 20 processes.

To manage all mechanical and electrical contractors and contracts ensuring best practice in contract management and a clear procurement strategy in place going forward.

To provide advice and assistance to the Head of Property and or Property Managers on mechanical and electrical matters as may arise from cyclical or responsive maintenance works.

To work as part of the Property and Places Team to ensure the service provides a high-quality property management service that meets all statutory and regulatory obligations and achieves high levels of resident satisfaction.

To prepare reports, programme and cash-flow forecasts for internal meetings, and work with the Planned and Cyclical Manager to support the preparation of reports for Board Committees and Board commensurate with the duties and responsibilities of the role.

To be an ambassador for The Group and demonstrate the values of the organisation both internally and to external stakeholders.

Maintenance Surveyor

£35 - £40 per hour

MMP Consultancy is seeking a Maintenance Surveyor on behalf of a Housing Association based across Surrey and Kent on a 3-month rolling contract paying £35ph umbrella on 7.2 hours per day. This role offers a hybrid model of working.

Reporting to the Regional Maintenance Manager or Regional Surveyor, the successful candidate will be responsible for pre- and post-inspections, technical reporting, and managing responsive repairs, void works, and cyclical maintenance.

Key Responsibilities:

  • Deliver an effective and professional regional repairs and maintenance surveying service.
  • Conduct detailed inspections and surveys, diagnosing issues and producing thorough technical reports.
  • Oversee contractor performance on-site to ensure works are completed to a high standard, within time and cost targets.
  • Manage disrepair claims and Environmental Health Orders, supporting legal processes as required.
  • Ensure compliance with health & safety regulations, including asbestos management and fire risk assessments.
  • Support the handover of new developments, ensuring quality control and managing defects.

Head of Health and Safety

£360 - £550 per day

MMP Consultancy is seeking a Head of Health and Safety on behalf of a Local Authority based in Wiltshire. This is a senior leadership role with wide-reaching impact across schools, council services, commissioned providers, and the wider public.

The contract will initially be a 3-month contract subject to possible extension on a day rate between £360 - £500pd inside of IR35, depending on experience. This role offers a hybrid model of working with 50% in the office and 50% from home.

Key Responsibilities:

  • Provide corporate leadership for health, safety and wellbeing, ensuring legal compliance and delivering high-quality services across the council and its partners.
  • Lead a multi-disciplinary team including safety professionals, project officers and public health specialists.
  • Ensure delivery of the Workplace Wellbeing Charter and other national health standards, supporting Wiltshire to be an exemplar employer.
  • Act as the lead professional advisor on all matters relating to health, safety and LoTC, providing expert guidance to managers, schools and partners.
