list Maintenance Surveyor

Up to £42000 per annum Plus Benefits

MMP Consultancy currently have an opportunity for a Maintenance Surveyor to join a housing association based out of Battle covering a patch of east Sussex.

This will be a 12 Month FTC position paying £42,000 with the option to go permanent at the end.

The Role:

The primary function of the role is to provide a responsive repair and void surveying service for My Client

To ensure that all My Clients owned and managed properties are maintained to the highest possible standards and that all statutory and regulatory requirements are met.

To ensure staff, residents, leaseholders, managing agencies and property owners are provided with a high standard of service.

Job Purpose:

  • To undertake the management of responsive repairs including taking corrective action where necessary and report regularly to the Contract Manager on progress.
  • To analyse and assess building defects, provide remedial proposals and prepare specifications for remedial repairs.
  • To ensure that specifications are up to date and meet current legislative standards.
  • To obtain where necessary quotations and estimates, in accordance with our procurement procedures.
  • To maintain communication and consultation to the highest possible standards of customer care with all stakeholders.
  • To ensure work is carried out within the budgets and value for money is achieved, by monitoring and reporting on performance.
  • To continuously identify ways of delivering the service in a more efficient and effective way.
  • To suggest improvements to procedure, processes and quality control.
  • To provide advice to other staff, both technical and non-technical, on construction and building related matters. This is to include desktop reviews of drawings and specifications for new developments to advise the Soft Landings team members of issues to be resolved.
  • Monitor the performance of contractors and consultants and provide reports to the Contract Manager or Head of Service.
  • Carry out post inspection/quality control checks on works and pursue any necessary redress to achieve satisfactory completion.
  • Carry out H&S spot checks and monitor contractors and ensure contractors are working safely and complying with all relevant Health & Safety risk assessments and method statements.
  • To manage complaints through the complaints process, receiving, taking ownership and providing written responses as required.
  • Undertake the role of lead officer for responsive repair and void works and follow my clients contract management framework.
  • To monitor and keep accurate records of progress on site, including a record of any variations, snagging and health and safety records. Accurately update Orchard and APEX on the progress of all jobs. Accurately record and acknowledge all customer contacts, complaint details, actions and learning points on CRM/CD.
  • Promote and encourage customers to verify and self-serve on our customer portal and mobile app.

MMP Consultancy currently has an opportunity for a Responsive Repairs Supervisor (Senior Surveyor) to join a local authority based in Bristol

This will be a 6-9 Month Interim contract potentially to be extended paying £350 P/Day Umbrella

The Role:

  • To supervise a team of Response Services Surveyors responsible, for responsive repairs to the City Council's stock of dwellings, buildings and land managed by Landlord Services , including monitoring the work of the trade teams and contractors, from start to completion, ensuring delivery of high quality work, getting work done "right-first-time" and achieving high customer satisfaction within budgetary targets and providing a cost effective, value for money service.

  • Maintain day-to-day supervision of Response Services Surveyors in the team.

Job Purpose:

  • Supervise and coordinate Response Services Surveyors to provide pre and post repairs inspections as directed by the Council's scheduling system.

  • With the Response Services Surveyors, monitor the delivery and quality of work carried out by Trade Teams and contractors, in order to maximise customer experience and satisfaction, taking the lead on dealing with any issues or complaints in a timely manner, ensuring any lessons learnt from these experiences are implemented as part of driving forward improvements to the Service and continuously improving customer experience.

  • Ensure that tasks are owned by staff and that they action and take responsibility from end-to-end of the process. Ensure that where work is delegated or carried out by other parties, such as contractors, that over-view is maintained and deadlines met. Ensure customers are kept informed of progress throughout the process and that the work is completed to quality, financial and time targets. Champion an excellent customer experience with Landlord Services.

  • Ensure staff performance is maintained to a high standard of delivery and customer satisfaction through the regular monitoring of individual targets, identifying and providing continuous development opportunities and the effective Supervision of any performance issues within an appropriate timescale. Escalate persistent failures or development needs to the Responsive Repairs Manager.

  • Supervise staffing resources, external contractors and suppliers to ensure the completion and co-ordination of work and provision of services in order to optimise end-to-end outputs within a timely manner, whilst maintaining a high quality service.

  • Assist the Responsive Repairs Manager to monitor and accurately report Expenditure and costs against budgets.

  • Ensure that databases, web sites, etc are maintained and up-dated by the service, for both staff and customers, in an accurate and timely manner with information concerning repairs and improvements carried out plus other property Information, as required.

  • Understand the different needs and expectations of customers. Ensure that processes are in place to meet their needs, exceed their expectations and check Information held about them is correct wherever possible. Consult with customers and monitor and check customer satisfaction. Plan and implement different and Innovative approaches to meet customer needs. Champion improvements in Customer experience with the Responsive Repairs Service.

  • Maintain an up to date knowledge of changes in repairs policy, legislation, case Law, innovation and best practice. Ensure policies are developed, continuously improved, clearly understood and consistently applied by all. This will be a 6-9 Month Interim contract potentially to be extended paying £44 P/H Umbrella

The Role:

  • The post holder will be responsible for the development of appropriate contract documentation, procurement of goods, services and works contracts across Housing Property Services. With the delivery of these contracts the post holder is responsible for the financial measurement and valuation of works, preparing interim payments and final accounts together with all necessary project related financial reports.

Job Purpose:

  • To prepare contract documents (Tenders, Bills of Quantities, Work schedules, Specifications and Schedule of Rates) and to procure goods, services and works contracts. This will include participating in the evaluation of tenders and reporting on the outcome.
  • To undertake site measurement and the valuation of works undertaken including the preparation of payment notification and all relevant associated documentation.
  • To prepare and agree costs for variations and non-standard items of work.
  • To prepare, analyse and agree claims and final accounts.
  • To produce relevant financial reports for projects and contracts.

The Role:

  • To undertake extensive building contract administration, the preparation of legal contract tender documentation, specification, supervision and monitoring of capital contracts for Council owned Housing.

  • To carry out inspections of void and tenanted properties to agree work specifications.

  • To be responsible for the delivery of a customer focussed reactive maintenance service. Proactively engaging with residents to provide support, advice and interventions to ensure that properties are effectively maintained, all repairs are undertaken promptly and to high standards, contractors are monitored and supervised ensuring performance targets are achieved and high levels of customer satisfaction is attained

Job Purpose:

  • To undertake feasibility studies and stock condition surveys, and to prepare specifications and schedule of works for possible remedial works.

  • To provide regular updates of expenditure on capital budgets and performance of the services and to maintain financial and statistical records for all capital works including any special projects.

  • Monitor and supervise contractors to ensure an effective and efficient delivery of work/contract

  • To prepare and present regular progress and performance of contracts following monthly contract meetings

  • To be responsible for dealing with any customer complaints and undertaking the necessary action

  • To assist in the identification of properties and schemes requiring future planned maintenance programmes including carrying out stock condition surveys.

  • To work in compliance with appropriate legislation including Financial Regulations, Corporate Procurement Rules, Data Protection Act and the Standing Orders of Redditch Borough Council.

  • To carry out all duties with a working knowledge of Health and Safety whilst adhering to the safe systems of work specified in the Redditch Borough Council Health & Safety policy.

This will be a 6-9 Month Interim contract potentially to be extended paying £300 P/Day Umbrella.

Job Purpose:

  • Lead a team providing fire door inspections, repairs and improvements to council owned dwellings, properties and land managed by Housing & Landlord Services.. To maintain the day to day management and development of a team primarily composed of carpenters and fire door inspectors.

Role Responsibilities:

  • Responsible for ensuring high quality work from operatives, getting work "right-first- time" and achieving high customer satisfaction whilst staying within budgetary targets and providing a cost effective, value for money service.

  • Lead on the management, monitoring and development of a portfolio to ensure sustainable development and/or best value e.: - materials and equipment, health and safety, Service Level Agreement/contract compliance, fleet management.

  • To act as the strategic link between council services occupying property and the property department by taking a lead role in advising on all aspects of property asset management in order to maximise property performance through rationalisation and cost reduction while facilitating / maintaining service delivery in the most cost effective manner.

  • Working with the Asset Strategy Manager and strategic leads in services to develop service asset management plans ensuring that requirements and solutions for property assets and services are considered in a corporate context by translating strategic objectives into property solutions.

  • Working within the Council's Property Division to review, evaluate and implement property solutions to enable the most efficient delivery of services.

MMP Consultancy currently has an opportunity for a Housing Compliance Manager to join a local authority based in Bristol.

This will be a 6-9 Month Interim contract potentially to be extended paying £350-£400 P/Day Umbrella

The Role:

  • Lead a team responsible for sponsoring, monitoring, and reporting the performance metrics to internal and external stakeholders, including the Social Housing Regulator. The reporting activities will include generating the supporting narrative relating to the 'Big Six' housing compliance areas including electrical, water, gas, fire, asbestos, and lifts. Plus, answering questions from stakeholders and undertaking audits.

Job Purpose:

  • Lead the generation of the monthly and annual compliance performance reports, plus supporting narrative and audit trail. The compliance areas include gas, electricity, water, fire, asbestos, and lifts.

  • Support the presentation of the monthly and annual compliance performance report to Councillor, Executive members, and Regulator.

  • Ensure the compliance performance reports are accurate and the scope of the testing aligns with the legal requirements.

  • Lead the response to any internal or external questions about the housing compliance performance.

  • Provide sponsorship for the compliance related policies and associated Standard Operating Procedures. You will commission 'Subject Matter Experts' to assure these documents and arrange for audits to ensure they are being followed.

  • Commission and maintain analysis and dashboard to generate the performance statistics and validate the results.

  • Project manage the delivery and assurance of the annual compliance performance reports. This includes establishing clear Roles and Responsibilities, undertaking monthly 1-2-1's and the recruitment of new staff members.

  • Maintain a network of stakeholders across the service and with partners to enable the compliance tests and reporting to be delivered. The stakeholder maintenance will include communications to ensure the importance and status of compliance is understood across the organisation.

  • Manage and lead a team of technical staff in a way that maximises their productivity and growth.

  • Establish the annual compliance testing budget working with the Delivery teams. The budget will need to enable the required testing to be undertaken.

  • Explore and implement opportunities to reduce the cost of delivering the compliance function through different working practices or the use of technology.

The role will be hybrid/agile working with you being on site 3 days a week and 2 days a week at home.

The Role:

  • To lead on the responsive and planned maintenance service delivery in a designated region.

  • To be responsible for inspections of responsive repairs, damp, mould & condensation (DMC), complex & disrepair works and void works.

Job Purpose:

Responsive Repairs

  • Deliver an effective and efficient surveying service covering disrepairs, DMC, major/complex works, responsive repairs, HHSRS and void repairs.

  • Use the repairs management system to manage all responsive and void repairs, including raising works orders using a schedule of rates.

  • Prepare and carry out diagnostic inspections and surveys and provide accurate technical advice.

  • Ensure effective and efficient control on budgetary spend, ensuring revenue and capital spend are recorded accurately.

  • Review variations, invoices, and requests for payment from contractors, challenging and resolving submissions, where required.

  • Provide detailed reports on disrepair claims, Environmental Health Orders, complex and major repairs and complaint related repairs and these repair projects to an agreed outcome.

Contract Management

  • Build good working relationships with contractors and maintain effective liaison to ensure the responsive and planned maintenance service is delivered in line with industry standards, the regulatory framework and health & safety legislation.

  • Deliver robust management and administration of responsive, capital and revenue contracts, whilst ensuring a collaborative approach to delivery is established, to deliver a high-quality service, on time and to budget.

  • Lead/participate in regular contractor performance management meetings.

  • Monitor agreed performance indicators for contractors and initiate improvements, as required.

Planned and Cyclical Maintenance

  • Oversee responsive and planned maintenance programme budgets, ensuring there is no overspend and that we receive value for money.

  • Conduct full building surveys and prepare comprehensive and detailed reports, recommendations, and costed works specifications for ad hoc and minor works projects.

  • Carry our stock condition surveys and validation surveys.

  • Carry out surveys and draft detailed dilapidation reports with associated costs when it is being handed back to the freeholder and manage the delivery of any works required.

  • Draft schedule of condition reports with associated cost estimates for options appraisals and acquiring new buildings.

  • Deliver an effective customer-focussed technical service, ensuring residents receive excellent standards of customer care.
