Job Description

MMP Consultancy currently have an opportunity for a Regional Surveyor to join a housing associations covering Oxfordshire, Bournemouth and Brighton, as well as Bristol.

The role will be hybrid/agile working with you being on site 3 days a week and 2 days a week at home.

This will be a permanent position paying £50,000 P/A Plus Benefits.

The Role:

  • To lead on the responsive and planned maintenance service delivery in a designated region.

  • To be responsible for inspections of responsive repairs, damp, mould & condensation (DMC), complex & disrepair works and void works.

  • To consult and engage with residents, scheme staff, contractors, and other stakeholders.

  • To manage contractor performance.

  • To ensure that all works are carried out within regional, delivered on time, provide value for money and meet statutory regulations and compliance.

  • To support the delivery of capital and revenue reinvestment programmes and major projects, including cyclical maintenance programmes, refurbishment of acquired assets, onboarding new buildings, and managing termination dilapidations

  • To collect and update asset management data.

Job Purpose:

Responsive Repairs

  • Deliver an effective and efficient surveying service covering disrepairs, DMC, major/complex works, responsive repairs, HHSRS and void repairs.

  • Use the repairs management system to manage all responsive and void repairs, including raising works orders using a schedule of rates.

  • Prepare and carry out diagnostic inspections and surveys and provide accurate technical advice.

  • Ensure effective and efficient control on budgetary spend, ensuring revenue and capital spend are recorded accurately.

  • Review variations, invoices, and requests for payment from contractors, challenging and resolving submissions, where required.

  • Provide detailed reports on disrepair claims, Environmental Health Orders, complex and major repairs and complaint related repairs and these repair projects to an agreed outcome.

Contract Management

  • Build good working relationships with contractors and maintain effective liaison to ensure the responsive and planned maintenance service is delivered in line with industry standards, the regulatory framework and health & safety legislation.

  • Deliver robust management and administration of responsive, capital and revenue contracts, whilst ensuring a collaborative approach to delivery is established, to deliver a high-quality service, on time and to budget.

  • Lead/participate in regular contractor performance management meetings.

  • Monitor agreed performance indicators for contractors and initiate improvements, as required.

Planned and Cyclical Maintenance

  • Oversee responsive and planned maintenance programme budgets, ensuring there is no overspend and that we receive value for money.

  • Conduct full building surveys and prepare comprehensive and detailed reports, recommendations, and costed works specifications for ad hoc and minor works projects.

  • Carry our stock condition surveys and validation surveys.

  • Carry out surveys and draft detailed dilapidation reports with associated costs when it is being handed back to the freeholder and manage the delivery of any works required.

  • Draft schedule of condition reports with associated cost estimates for options appraisals and acquiring new buildings.

  • Deliver an effective customer-focussed technical service, ensuring residents receive excellent standards of customer care.

    Purpose Of The Role:

    The Building Safety Surveyor will manage the delivery of fire door surveys and compartmentation surveys and work with colleagues in IT and the Health and Safety to ensure my client understands the risks inherent in its buildings around fire.

    The Building Safety Surveyor will work closely in colleagues in the Health and Safety Team who will be undertaking Fire Risk Assessments to my clients portfolio.

    The Building Safety Surveyor will have training and sector recognised training, experience and competencies to undertake compartmentation surveys and fire door surveys to my clients homes.

    The Building Safety Surveyor will work closely with The Building Safety Team colleagues to ensure all budgets are met and my client can demonstrate value for money in the delivery of fire remediation works.

    The Building Safety Surveyor will ensure that projects are completed in the most efficient way in accordance with my clients performance specifications, current Fire Risk Assessment guidance and legislation, in order to achieve 100% Fire Risk Assessment action compliance.

    The role holder will ensure progress on all FRA works are captured and reported on a weekly basis to the Senior Building Safety Surveyor and there is a clear time line for the delivery of all fire remediation works.

    The Building Safety Surveyor will be responsible for ensuring effective relationships with Operations and Care Managers, meeting the requirements of Section 20 and resident consultation.

    The collaborative approach requires honesty, transparency and for the Building Safety Surveyor to display excellent performance management and organisational skills to expose and deal with problems forthrightly.

    The Building Safety Surveyor will ensure that the fire remediation works are delivered to meet all regulatory and statutory requirements.

    Key Accountabilities & Decision Making:

    Freedom to act: * Overall accountability and responsibility for delivery of all fire remediation projects on time and within agreed budgets to meet the requirements of Fire Risk Assessment surveys and compartmentation surveys to portfolio. * Ensure all my clients standing orders for the procurement and delivery of fire remediation works are met. * Undertake delivery of the Fire Door and Compartmentation survey programme that ensures optimum value for the customer and business.

    Nature of impact: * Work members of the property, procurement, finance, operation, care and health & safety teams to ensure the FRA programme is delivered within the agreed deadlines. * Ensure frequent inspections are undertaken to identify and address areas of non-compliance and poor workmanship resulting in first time QA (quality assurance) pass rate ensuring my clients FRA compliancy is achieved within the agreed parameters and timeframes * Understand performance, provide feedback and confront poor performance positively and collaboratively within the team, contractors, suppliers and all key stakeholders.

    Candidates from areas such as Hull, Yorkshire, Manchester, Liverpool, Sheffield, or Nottingham will be considered to cover an area geographically suitable for them. These are permanent positions with salaries based on candidates' level of experience and level of membership with the Building Control Register.

    Key Responsibilities:

    • Assessing submitted plans and building notices for compliance with Building Regulations 2010 and related legislation.

    Job Purpose:

    • To carry our surveys and property inspections, oversee the delivery of subcontracted repairs and ensure repairs are highlighted and completed in accordance with my clients standards and timeframes

    Role Responsibilities:

    • Carry out surveys to properties, including diagnosing the cause of complex faults and failures and post inspect works.
    • Prepare detailed specifications, and oversee contractors' delivery of works, managing quality, value and progress, all in line with contract terms.
    • Carry out Damp Mould and Condensation (DMC) inspections and provide solutions that align with ombudsman recommendations (AWAABs Law)Ensure that contractors deliver an excellent service and that customers are effectively consulted with and kept informed.
    • Ensure that services are provided in a way that keeps customers, colleagues and third parties safe, and complies with health and safety legislation and my clients H&S policies and procedures.
