MMP Consultancy currently have an opportunity for a M&E Manager to join a local authority based in Godalming, Surrey This will be an permanent position paying £51,410 - 55,400p/a Benefits.

My client are offering flexible working with an expectation of 2 days p/w in the offices.

Purpose Of The Role:

  • The overall purpose of the job role is to lead and manage the Mechanical & Electrical capital works including commercial pant rooms and electrical compliance within Housing Operations, managing the associated contractors or consultants to ensure adherence to all Health and Safety legislation to ensure homes and common areas are kept safe and in good repair.
  • Lead on the new Electrical and Gas contract mobilsation
  • Responsible for managing the Heating and Electrical contracts in terms of capital programme , including the electrical EICR compliance works ensuring the timely response of contractors and the completion of high quality works.
  • Review and lead on the strategy for the longer term gas boiler replacement strategy working with the Asset Team and Energy Efficiency Project Lead to support the priorities of having our homes achieving net carbon zero in the Borough by 2030.
  • Work closely and in co-ordination with the Compliance Manager with regards to contracts and programmed works
  • Review and lead on the strategy to replace properties with electrical storage heaters.
  • As part of the wider Property Service Team support the Operations Manager and Strategic Asset Manager and work in co-ordination with the Compliance Manager in the success of our repairs and maintenance service, creating excellent partnerships, leading a knowledgeable and customer focused team, working alongside colleagues across the Housing Operations service.

Main Duties & Accountabilities:

Operational Duties

  • Manage the delivery of domestic gas boiler replacement programme and plant room servicing and replacement programme
  • Manage the delivery of the domestic and commercial gas procurement contract tender to award in line with the Council's Contract Procurement Regulations
  • Manage the small number of plant room works for the Senior Living Schemes and communal properties
  • Manage the electrical "capital upgrade works" including major upgrades or whole house re-wiring programmes
  • Manage the non-domestic lift servicing and replacement programme
  • Assist with the Fire Alarm Replacement programme to our Senior Living Schemes
  • Manage the replacement programme of properties with electrical storage heating systems.

Liaise with the Asset Team with regards to Thermal comfort upgrade works in relation to heating requirements

  • Work in close co-ordination with the Compliance Manager and team to ensure compliance policies and procedures are regularly reviewed ensuring adherence with current regulations and legislation.
  • Overall responsibility of the capital heating projects and works.
  • Provide technical advice and support to Housing Operations colleagues to advise on the feasibility of M&E capital improvement works including Air Source Heat Pumps and other alternative heating technologies.
  • Challenge poor performance and develop remedial action plans to safeguard the Council and its residents where performance is failing, escalating issues and concerns to appropriate stakeholders.
  • Produce regular performance management reports to Management Board and Members
  • Ensure that all Compliance records are fed into the asset management system are updated ensuring data integrity.
  • Provide Out of Hours cover on a rolling rota basis with other Property Service Managers. (Optional)
  • Provide data and information to support the annual return of Tenant Satisfaction Measures for the Regulator of Social Housing

Contract Management:

  • Lead on all contract management duties including monitoring budgets against spend, performance management, contract delivery and progression to ensure best value for money and quality works.
  • Chair operational and strategic group meetings for all compliance owned contracts.
  • Monitor contractual terms and conditions for Compliance contracts and projects, working with contractors to resolve issues or escalating to Operations Manager as necessary.
  • Provide subject matter lead on legislation, ensuring updates or changes are reflected in the Council's policies and procedures in a timely manner.

Team Work and Communication:

  • Develop robust and effective stakeholder and supplier relationships, working closely with contractors to develop partnering arrangements.
  • Promote collaborative and cross functional team working in Property Services Team to meet operational targets and priorities
  • Ensure the Section 20 process of leaseholder management is adhered to and ensuring leaseholder communication completed.
  • Provide expertise advice and support to officers and managers across the Council on matters relating to Compliance.

Training and Development:

  • Identify and undertake training and development opportunities as required to ensure the available skills are in place to meet the business objectives, and to enable the achievement of potential
  • Ensure that the wider Property Services Team is appropriately trained in key compliance policies and activities to ensure adherence to Council policies, regulations and legislation.

Finance and Budgets:

  • Efficiently and effectively monitor and manage budgets for the -M&E Capital works
  • Contribute to your service area business plan to include priority projects, financial forecasts and expenditure review, providing regular updates to Head of Service.
  • Manage and advise on M&E Capital programmes, ensuring the Council meet Health and Safety obligations, whilst ensuring that programmes remain within budget.
  • Authorise invoice payments up to the delegated authority threshold of the post holder.

Areas Of Accountability:

  • Responsibility for adherence of compliance within plant rooms, domestic heating and electrical major upgrades , across the Council housing stock,
  • Ownership of all relevant Housing Health and Safety policies, procedures and management plans, to ensure that they are current, regularly reviewed and meet the required guidance, regulation and legislation.
  • Responsibility for the contract procurement for Domestic gas servicing and replacements to the value of £2 million (approximately) in line with Contract Procurement Regulations and Financial Regulations
  • Contract management duties including budget monitoring, performance management, contract delivery and progression to ensure value for money
  • Provide line manager support guidance and to ensure team are credible and focused on building a continuous professional development culture
  • Produce regular performance management reports to Corporate Management Board, Landlord Services Advisory Board, H&S Committee Overview and Scrutiny Committees and for Tenant Satisfaction Measures for the Regulator of Social Housing

Compliance Officer (Water Hygiene & Domestic Lifts)

MMP Consultancy currently have an opportunity for a Compliance Officer (Water Hygiene & Domestic Lifts) to join a local authority based in Surrey. This will be a full time permanent role paying £44,387p/a Benefits.

This will be a hybrid position with an expectation of 2 days p/w in the offices.

The successful candidate must hold the LCA 9010 Legionella qualification.

Principal Purpose Of The Role:

  • To manage Water Hygiene and Lift Maintenance (domestic) Compliance works inclusive of remedial works to support of to ensure compliance in line with the Regulations and council policy..
  • To manage information relating to Water Hygiene and Domestic Lift Maintenance contracts to ensure that the Council meets its Health and Safety Legal Requirements. The post holder will ensure that all data received by the Council is reviewed, actioned and correctly recorded in a timely manner to ensure that the performance of key contracts is monitored, and any issues are escalated to the Compliance Manager without delay.
  • Ensure that robust, accurate and well-maintained systems, processes and records are in place for all aspects of compliance for Water Hygiene and Lift Maintenance.
  • To ensure that the Council homes and common areas meet all required regulatory standards and internal policies to ensure the safety of our tenants and members of the public, through the planning control and delivery of periodic testing, servicing, maintenance and upgrade programmes of work.
  • Facilitate the day-to-day contract administration, communicating and meeting regularly with contractors to ensure they complete works to a high quality and deliver a cost effective service.
  • Deputize for the Compliance Manager when required to ensure prompt decision making and the smooth running of the team.
  • To implement non access processes and see through to completion, co-ordination with other relevant Officers and departments.

Main Duties & Accountabilites:

Operational Duties:

  • Manage the administration of the Water Hygiene and Lift maintenance servicing contract, duties to include ensuring an up to date record is kept for all properties liaising with other officers, including the Aids and Adaptations Surveyor regarding stair lifts/ through floor lifts. The post holder will liaise with the contractors, insurance companies and Housing Officers to ensure access.
  • Act as first point of contact for all Water Hygiene and Lift Maintenance compliance related incidents, completing initial risk assessments of circumstances taking into consideration the severity of potential risk and harm, making decisions and actions to mitigate risk and liability to the Council.
  • Manage Water Hygiene related incidents and project manage related mitigating works in conjunction with the contractors to a satisfactory outcome, monitor and review
  • Ensure that all required testing, servicing and inspection regimes are undertaken on time and in line with regulations and Council policy.
  • Oversee the completion of a programme of audits to give the Council assurance that works ordered and completed meet expected standards in terms of both quality and provide value for money.
  • Ensure that maintenance works and remedial works are delivered to the highest levels of health and safety standards.
  • Assist Compliance Manager with procurement required in line with the Council's Contract Procurement Rules and Financial Regulations.
  • Complete all Section 20 leasehold consultation requirements as required.
  • Produce monthly management information reports, compliance and KPI data to inform on performance and identify areas for service improvement.
  • Ensure that all compliance records and management systems are current and updated, ensuring adherence with data protection and GDPR requirements.
  • Work with Legal and Housing Management colleagues to utilise available powers to gain entry to difficult to access homes to complete essential inspection and/or works. This may involve making applications to and attendance at County or Magistrates Courts to give evidence.
  • Ensure that all compliance policies and processes are regularly reviewed are adhered to, working with the Compliance Manager to ensure they are reflective of our statutory regulations and are focused on the provision of continuous improvement to ensure the safety and security of our residents homes.
  • Attend meetings to represent the Council as required.

Contract Management:

  • Contact manage Water Hygiene and Lift Maintenance contractors, insurance companies and consultants including monitoring budgets against spend, performance management, contract delivery and progression and supervisory activities and to include the oversight of health and safety adherence.
  • Chair monthly operational meetings ensuring effective minutes and KPI information are completed
  • Monitor contractual terms and conditions for the projects responsible for and where issues arise escalate these to the Compliance Manager as necessary.
  • Day-to-day contact for contractors, working in partnership to ensure works are appropriately resourced, scheduled and communicated.

Dimensions Of The Compliance Teams Role:

  • Gas Safety Checks completed annually - circa 4000
  • Legionella Checks completed annually - circa 300 CHECK
  • Fire Risk Assessments (including reviews) completed annually - circa 300
  • Electrical Tests completed annually - currently circa 500

Areas Of Accountability:

  • Develop a strong understanding of the contracts you have responsibility for including budgetary oversight.
  • Develop knowledge of the Councils key Compliance Policies and Procedures
  • Manage and oversee work orders for cyclical inspections and remedial or upgrade works, under the supervision of the Compliance Manager
  • Achieve agreed objectives set with the Compliance Manager, with measurable success indicators

MMP Consultancy currently have an opportunity for a Building Surveyor to join a local authority based in the West Midlands.

This will be an Interim position 3-6 months paying £30-£35 P/H Umbrella.

The Role:

  • The Building Surveyor will assist the Senior Building surveyors in the effective management and delivery of Building projects on Council managed properties including operation, non-operational buildings, investment land and buildings.

  • The Post holder will deliver safe and efficient working environment of Employees, clients, suppliers, contractors and members of the public.

  • The post holder will support the Council's aims in respect of revenue generating development, investment and acquisition.

  • To assist with surveys and the production of reports for other services and departments and team records.

Job Purpose:

  • To prepare detailed scheme designs with costing, through feasibility and programme delivery, to completion of projects. Specification of works including organisation of documents for tender / quotation and advising on appointment of contractors, designers and procurement routes. To include preparation of designs / drawings using AutoCAD.

  • Advise on the maintenance and supervision of the maintenance of building by providing technical support to Facilities Officers, determining the condition of existing buildings, identify and analysing defects including proposals for repair.

  • To assist the Senior Building Surveyor with the effectively manage of the Condition Survey data base. To carry out cyclical condition surveys of Public Buildings preparing condition reports and update database as works are completed and to assist in the preparation on planned maintenance programme.

  • To assist the Senior Building Surveyors and Technical Officers to deal with 'NatFed SOR's' accounting on construction projects and with interim and final accounts with contractors, suppliers and consultants including the resolution of contractual claims and settlement of contracts.

  • To assist the Surveyors & Senior Surveyors to prepare estimates, cost plans, bills of quantities, specifications and schedule of rates for planned maintenance, improvements, voids works and maintenance work.
  • To assist the Senior Building Surveyor and Technical Officers carry out financial checks on completed Repairs as required, and check compliance with RBC's policies and procedures.

  • To assist the Property Services Manager and Senior Building Surveyors to undertake analysis of the performance of suppliers and contractors during the contract stage and following contract completion. Check compliance with contract terms and conditions and legal and regulatory requirements.

  • To maintain excellent communication with customers and my clients staff and to ensure the highest possible standards of repairs and excellent customer service are achieved within set budget parameters.

  • To carry out pre and post inspections of void properties and capital and planned programmes.
  • To monitor and supervise contractors to ensure an effective and efficient delivery of work/contract

This will be a temporary position paying £350 P/Day Umbrella on a 6-9 Month Contract.

The Role:

To be part of a team of Estates Surveyors supporting the Council in maintaining and enhancing the receipts and income from its property portfolio. To play a significant role in providing asset and estate management, development and regeneration, and valuation advice. To support in developing an environment where my client is chosen over other cities as a place to work and reside.

Job Purpose:

  • To maintain membership of RICS and adhere to all professional codes of conduct including taking responsibility for own Continuing Professional Conduct.
  • Support the Valuation and Estates Team Leader in providing professional advice on the Council's commercial investment and operational property portfolios including matters relating to leasing, acquisition, sale, valuation, property management and rationalisation.
  • Provide professional advice on the Council's residential property portfolio including matters relating to acquisition, sale (inc under Right to Buy, Leasehold enfranchisement and lease extensions under the Leasehold Reform and Housing Development Act 1993), and valuation.
  • Act as lead for estates related project having revenue implications of up to £50k p.a. or capital of up to £500k.
  • To provide a point of contact for many of the 2000 Council commercial property tenants.
  • To provide property and valuation support / advice to the Council project teams i.e. Regeneration, Housing, Highways or Education.
  • Support the delivery of a service supporting the Councils Growth agenda through improving revenue of its investment portfolio generating capital receipts through disposal of surplus assets, supporting regeneration schemes in providing new residential and commercial property (providing rates and Council tax) and achieve savings through rationalisation and efficient use of its operational stock.

Functional Responsibilities:

  • To mentor graduate surveyors undertaking APC and apprentices; ensuring they have the correct variety of experience to successfully complete their professional qualifications.
  • To undertake property valuations for capital accounting, rental, sale, development appraisals or for other statutory purposes.
  • To undertake the estate management of the investment and operational property portfolio, this includes monitoring income, compliance, insurance, and repair activities. Manage requests for alteration, assignments and sub lettings. Management of lease events including lease renewals and rent reviews.
  • To deliver effective asset management for the Council properties. Seeking opportunities to improve revenue streams to the investment portfolio, ensure the Council holds the right property to deliver its services, and manage land and buildings in a manner to support delivery of the regeneration opportunities.
  • To undertake property acquisitions for regeneration, investment operational or for strategic purposes. This may include the use of Compulsory Purchase Powers.

MMP Consultancy currently have an opportunity for a Building Surveyor to join a local authority based in North London.

This will be an interim position paying £41.90 P/Hour Umbrella on a 6-9 Month contract (36 hours per week) with the option to be extended.

Primary Job Function:

To deal with repair issue cases referred to them, diagnose the cause and arrange for works to be carried out. This will include the assessment of condensation cases and drafting reports for presentation tom the High Value Repair Panel

Role Duties:

* Carry out building inspections as necessary to diagnose the cause of building defects, raise work orders using National Housing Federation Schedule of Rates or specifications as appropriate.
* To prepare reports relating to condensation in compliance with the Condensation Protocol.
* To assist in the preparation of reports for senior managers, including those of a policy or strategic nature.
* To produce professional technical reports and present them to the High Value Repair Panel.
* To manage subsidence and structural failure cases in association with specialist external consultants.

MMP Consultancy currently have an opportunity for a Building Safety Manager to join a local authority based in Hampshire. This will be a permanent position paying £46,000 P/A Plus Benefits.

Job Purpose:

  • To take responsibility for coordination and management of all matters relating to structural and fire safety in in-scope buildings to meet current and forthcoming legislative requirements.
  • To deliver the regulatory requirements of the Building Safety Act and Fire Safety Act to provide an effective and efficient building safety service to my clients Higher Risk Buildings and ensure compliance with and implementing the required changes detailed in building safety legislation.
  • To oversee the safe management of SCC high-rise (and/or higher risk) residential buildings within the Housing Management building stock. (The council currently has 21 buildings over 18 metres & a number of high-risk buildings)
  • To oversee the implementation of controls in respect of structural and fire safety on a day-to-day basis.
  • To effectively manage safety within the designated in-scope blocks to which the role relates.
  • To ensure that controls are implemented in respect of building work carried out in the in-scope blocks to which the role relates.
  • To engage with colleagues who are responsible for managing projects undertaken within the in-scope buildings.
  • To assist with the development and implementation of Building Safety Cases being prepared by the fire safety team, and to ensure their effective maintenance and management post-implementation.
