MMP Consultancy currently have an opportunity for a M&E Compliance Lead to join a local authority based in Bristol

This will be a full time Interim position 6-9 Months paying £310 P/day Umbrella.

The Role:

Lead responsibility and technical expert for compliance across the Technical Service for gas, electrical, lifts and legionella ensuring resident safety. To oversee the repair, continuity, improvement and maintenance of all building services to our blocks of flats; the installing and servicing of domestic heating and hot water systems, and leading on innovative transition to new forms of heat and energy generation.

Job Purpose:

  • Lead teams to deliver all building and compliance services to meet outcomes required in Housing Investment Plans, and legal / regulatory standards.
  • Develop and implement delivery strategies and plans, commissioning services and contracts with partners, suppliers and council departments, managing change to meet new service requirements
  • Technical consultant lead for gas, electrical, legionella and lift compliance, driving compliance and safety across the service, accurate reporting through governance pathways
  • To provide confident leadership and clear management of significant and complex high-risk projects and/or programmes.

    This will be an interim position on a 6-9 Month paying £27 P/H Umbrella.

    Role Responsibilities:

    • You will be part of the repairs management team; previous management experience is not essential and you will be supported to develop your skills and gain managing experience using the 'Systems Thinking' methodology.

We maintain a varied housing stock including a diverse range of corporate, operational, commercial and community assets.

    • Repair projects that you may carry out and supervise include decorations to external and communal areas, cladding, fire upgrading work, window replacement, re-roofing, electrical work, extensions, and structural repairs. The value of individual projects you will be responsible for managing will be up to £50,000, although typically you will undertake schemes that will have a contract value of £15,000.

    • You will support and deputise for the Building Repairs Manager to ensure the building repairs team have capacity to effectively manage all demands received by utilising all the resources available including developing apprentices and surveyors.

    • You will manage apprentices and/or surveyors supporting the team to provide a repairs service including support management of day to day repairs, DFG works, GRA assets, complaints and legal claims,

    • You will liaise with customers and stakeholders regarding the repairs and maintenance service, investigating complaints and disrepair claims as appropriate. Stakeholders include residents, leaseholders, local councillors, building users and other section heads and you will have responsibility for managing the repairs service and developing relationships with specific delegated stakeholders.

    • You will manage the repairs and maintenance of the assets you are responsible for and ensure that we have accurate stock data information as appropriate.

    • You will assess the condition of the assets, use measures to assess the effectiveness of the service, identify planned maintenance projects and prioritise demands to inform planned programmes of work.

    This will be a permanent position paying £44,919 P/A Plus Car Benefits.

    Job Purpose:

    • To carry our surveys and property inspections, oversee the delivery of subcontracted repairs and ensure repairs are highlighted and completed in accordance with my clients standards and timeframes

    Role Responsibilities:

    • Carry out surveys to properties, including diagnosing the cause of complex faults and failures and post inspect works.
    • Prepare detailed specifications, and oversee contractors' delivery of works, managing quality, value and progress, all in line with contract terms.
    • Carry out Damp Mould and Condensation (DMC) inspections and provide solutions that align with ombudsman recommendations (AWAABs Law)Ensure that contractors deliver an excellent service and that customers are effectively consulted with and kept informed.
    • Ensure that services are provided in a way that keeps customers, colleagues and third parties safe, and complies with health and safety legislation and my clients H&S policies and procedures.
    • Ensure accurate recording and updating of my clients systems to ensure property information is up to date.
    • Provide weekly updates outlining the status of work in progress and preparations for future works.
    • Work collaboratively with other repairs surveyors, planning team, contract management team, customer liaison officers, etc. to ensure efficient ways of working are practiced and cross departmental cooperation results in improved service delivery.
    • Contribute to budget and programme management, ensuring that costs are in line with contractual pricing agreements and that any variances are escalated.
    • Ensure compliance with GDPR regulations when processing customer data.

    Contract: 3 Month Contract Rolling - Interim Contract (One Week Notice)

    About the role

    * Provide technical expertise on remediation for LBS colleagues and a team of fire risk assessors/contract management and as Client-Lead to outsourced Fire Risk Assessment contractors, FRAEW contractors, and Retrospective Fire Strategy Contractors.
    * Respond to fire safety remediation queries that the Fire Safety team receives internally and externally.
    * To assist the Fire Safety Manager in the technical and professional development of the fire safety team.
    * Ensure all fire risk assessors are undertaking assessments on buildings for which they are suitably qualified and have the necessary relevant experience.
    * Contribute to monitoring existing processes and procedures and developing new ones to facilitate the management and control of fire risks.
    * To provide an expert technical point of contact and to all stakeholders and management on matters of fire safety and represent the technical expertise of the FST when required (e.g., meetings, communications, etc.).
    * Undertake suitable & sufficient Type 1 Fire Risk Assessments (HSFRA) in compliance with the Health and Safety at Work Act 1974, Management of Health and Safety at Work Regulations 1999 and the Regulatory Reform (Fire Safety) Order 2005 for the common parts of premises.
