Development Delivery Manager

Job Description

MMP Consultancy currently has an opportunity for a Development Delivery Manager to join a Housing Association based in Bristol.

This will be an interim position paying £550 P/Day Umbrella on a 6-9 Month contract.

Job Purpose:

  • You'll deliver multiple projects ranging from standard Section 106 schemes through to large multi-tenure Joint Ventures, working closely with our contractor and developer partners to deliver these schemes.
  • You'll work closely and collaboratively with colleagues within the wider Development team, including the Commercial team and colleagues in the Housing teams, ensuring that projects are effectively managed in accordance with business objectives and approvals.
  • You'll be required to proactively manage construction projects, meet internal & external delivery targets, monitor and manage project delivery risks and to ensure that health & safety and build quality meets our high standards.

  • Be an integral part of the Development Delivery Team to ensure the team plays its role in delivering 50,000 new homes in 10 years in accordance with the business plan.

  • Deliver multiple projects within current development programmes already in delivery or in the pipeline

Role Responsibilities:

  • Be an integral part of a Development Delivery Team and contribute to the success of the delivery team meeting its objectives.
  • Work closely and collaboratively with colleagues in the Development Department, in the Directorate, the wider Commercial Company, and the Housing Association.
  • Ensure that projects are effectively managed in accordance with business objectives and scheme approval and accurately reflect costs, income, funding, programme and quality requirements to optimise the benefit to the Group and contribute to its core business

  • Build and maintain relationships with Local Authorities, Developer Partners and other key stakeholders. Represent the organisation at meetings/networking events to promote and raise the Group's profile as a developer of new homes.
  • Prepare Project Briefs, in liaison with the Commercial & Technical Team to brief and appoint architects and other external consultants required to successfully deliver the project. Review proposals submitted to ensure compliance with internal policies and business objectives as well as funders design, financial and contract criteria.
  • Manage the relationships with Solicitors, Consultants and Contractors/Developers appointed throughout the development process.
  • Take handover and deliver projects from the Partnerships , Land and Regeneration teams to enable new homes to be developed. Work with the Heads of Service and Regional Development Director's to ensure that new opportunities are promptly brought into contract and start on site is achieved.
  • Undertake project management duties on projects within agreed time, cost and quality constraints.
  • Effectively manage, monitor and control project budgets and ensure that programmes are delivered to time.
  • Manage projects to ensure that the quality of building construction meets our requirements.
  • Proactively manage projects to meet internal and external delivery targets and monitor and manage project delivery risks to ensure that agreed outcomes are maintained.
  • Ensure that our appointed Contractors/Developers are achieving and maintaining high standards of Health & Safety on site.

    • Ability to plan and manage work to implement programmes and meet targets set by the Team Manager.

    Experience Required:

    • Qualified fire risk assessor
    • Need to be a member of IFE
    • Experience of working with complex social housing tenanted blocks
    • Willing to work with current team members and work with them to mentor them and share their experience
    • Expected to input on current FRA template and make improvements where necessary and work on improving processes/policies
    • Training will be provided as a minimum requirement to carry out fire risk assessments.

    MMP Consultancy is currently seeking a Fire Building Surveyor (FRA) for an interim contract with a Public Sector organisation in Northamptonshire. £300 per day (Inside IR35).

    Key areas of work will involve the assessment and delivery of Fire Risk works to social housing properties.

    Key Duties:

    * An experienced Building Surveyor is required to manage fire risk assessment (FRA) remedial works across a portfolio of 11,000 social housing properties.
    * The role involves ensuring compliance with fire safety regulations, overseeing contractors, and delivering high-quality remedial works that enhance resident safety.
    * Ensuring works are completed and evidenced to meet the relevant fire safety certification scheme for example FIRAS, Certifire etc.
    * Contract Management of the supply chain under a JCT MT contract.
    * The successful candidate will work closely with internal teams, external consultants, and contractors to ensure timely and cost-effective and robust solutions to deliver works to remedy FRA actions.

    What you'll preferably to have:

    Degree in Building Surveying, Fire Safety, or a related discipline
    Fire safety-related qualifications (e.g., Level 3 Fire Risk Assessment, NEBOSH Fire Safety Certificate) are highly desirable.
    Membership of the Institute of Fire Engineers or similar body
    Chartered membership of RICS or CIOB (or working towards).

    Contract: Interim - Monday to Friday 35 hours per week

    We are seeking a Building Safety Manager for a major landlord, the role will require someone who will take the lead on a patch of high-rise properties, make decisions based on the best practice and future proofing principles. Management of documentation, liaison with multiple internal teams and external contractors / consultants. Ensuring the compliance of all properties within the patch and any works are being managed appropriately.

    Key Duties

    • Effectively contribute to the wider Building Safety team to provide ongoing support to colleagues and others through the sharing of knowledge, experience and skills.
    • Actively supervise the safe management of higher-risk residential buildings through an operational understanding of their construction, complexity, use, hazard profile and analysis of associated risk.
    • Implement and maintain effective controls in respect of structural and fire safety ensuring that all life safety systems are effectively managed and maintained.
    • Ensure that building safety information is current, available and in the required format to the London Fire Brigade and other regulatory, and professional agencies.
    • Ensure that the resident engagement strategy is in place, that it has been communicated and understood by residents and that it is effectively applied to ensure that any safety concerns are recorded, reported, monitored, and tracked to their appropriate completion.
    • Provide a frequent and visible presence within allocated buildings to offer professional, informed advice and support to residents, authorities, and other stakeholders on the fire safety strategy to ensure they are clearly defined, and understood as to responsibilities, decisions, and actions that individuals should an event occur.
    • Ensure that regular inspections and monitoring activities are conducted to understand how residents are using the building.
