Job Description

MMP Consultancy currently have an opportunity for a Building Safety Manager to join a local authority based in Berkshire. This will be a permanent position paying £62,000 - 68,000 (Inclusive of market supplement) plus benefits.

This role will involve flexible/hybrid working with a minimum expectation of being in the offices 2 days p/w.

Job Purpose:

  • To assist the Compliance Manager and Surveying team in ensuring all medium/high rise buildings and construction work undertaken by RBC are safe and compliant with regulations
  • To monitor, track and deliver key compliance works with regard to the Fire Safety and Building Safety Bill for my clients High Rise stock.

Service Provisions:

  • The Post holder will assist the Compliance Manager with managing the Principal Accountable Person function, under the Building Safety Bill.
  • Preparing the organisation for new and upcoming changes in fire safety
  • Responsible for coordination and overseeing all construction and service related works to the 7 Highrise blocks and carry out the duties of an accountable person with regard to these blocks.
  • Reviews and ensure all H&S files for all high and medium-rise building are in place or developed. Produces an in-depth manual for publication regarding all services and structural issues identified for high rise buildings, similar to a H&S file.
  • Attend month managers meetings to feedback on the current position, raise concerns and seek resolutions.
  • Responsible for ensuring KPI's for the buildings are 100% compliant and taking action to remedy if non-compliant. To develop monitor and report on KPI's and compliance issues.
  • Pays particular attention to risks associated with being a landlord and ensures that there are individual risk plans for each block, on these areas: fire, water, gas electricity and asbestos and legionella. Carry out risk assessments, identify compliance issues and provide solutions.
  • Responsible for ensuring any outstanding works or issues regarding services to the blocks are reported and resolved imminently. Ensures all high-rise blocks of flats FRA actions are completed.
  • Provide and be responsible for robust project level Construction Design Management (CDM) risk assessments and associated plans for all Property Maintenance, Reinvestment and Mechanical & Electrical projects relating to these blocks.
  • Carry out regular site inspections/audits Visiting each high-rise block at least bi-monthly.
  • Organises quarterly resident meetings to ensure residents are fully informed on risks, services and any impending works or outstanding actions and provide a single point of contact to all residents living in the high-rise blocks.
  • Meet regularly with the compliance team in order to update the team on any outstanding fire safety issues that remain unresolved.
  • Builds relationships with relevant contractors and customers to ensure H&S risks to blocks are tailored for each individual site.
  • Facilitates a project to ensure floor plans for each block are either obtained or drawn.
  • Coherent knowledge of fire safety, asbestos register, legionella risk, electrical safety and gas safety issues.
  • Responsible to tendering construction work including individual contracts relating to the Highrise blocks.
  • The negotiate and let framework agreements/partnering contracts for buildings are services to the high-rise blocks.
  • To formulate and produce policy documents where required.
  • Developing and implementing fire safety inspection and audit programmes on complex buildings.
  • Advising on improvements and projects the occur within the exciting and complex stock supported by a collaborative and knowledgeable workforce.
  • Maintaining and operating information management systems to facilitate safe management of the buildings.
  • Maintaining and managing the safety case for the buildings to that the risks are proactively identified, and mitigating measures put in place and maintenance.
  • Identifying and ensuring the necessary and appropriate building remediation is undertaken to ensure that the conditions set out in building registration certificate are met.
  • Reporting mandatory occurrences the Building Safety Regulator.

    This role has been created to support the Housing Assets Compliance Team in delivering Asbestos & Legionella regulatory compliance and its remedial actions with expected outcomes to ensure housing buildings are safe and compliant with the Control of Asbestos Regulations 2012 & Water Safety - The control of legionella bacteria in water systems ACOP L8, as a part of the Council's strategic objectives.

    This will be a 12 Month FTC position paying £42,000 with the option to go permanent at the end.

    The Role:

    The primary function of the role is to provide a responsive repair and void surveying service for My Client

    To ensure that all My Clients owned and managed properties are maintained to the highest possible standards and that all statutory and regulatory requirements are met.

    To ensure staff, residents, leaseholders, managing agencies and property owners are provided with a high standard of service.

    Job Purpose:

    • To undertake the management of responsive repairs including taking corrective action where necessary and report regularly to the Contract Manager on progress.
    • To analyse and assess building defects, provide remedial proposals and prepare specifications for remedial repairs.
    • To ensure that specifications are up to date and meet current legislative standards.
    • To obtain where necessary quotations and estimates, in accordance with our procurement procedures.
