Main Purpose of Job Provide a comprehensive, high quality, customer focused Service to the Council for the effective maintenance and improvement of the housing stock and local environment, with specific emphasis on responsibility for managing compliance and building safety matters to all Council properties and customers, the postholder will ensure all aspects of the Building Safety Act and other Health and Safety legislation is met within legal, financial, time and policy constraints.

Main Duties
*To be responsible for ensuring and reporting on compliance with UK Compliance Standards across all the Council's housing stock.
*To work with other M&C teams, Service Areas and Stakeholders to ensure all compliance inspections (not exhaustive) are carried out at the appropriate frequencies and in a timely manner, and where necessary, ensure all rectification actions are appropriately allocated and completed to a high standard and recorded as such to maintain a compliant and safe environment for all residents and visitors:
* Annual Gas Safety Inspections
* EICR Electrical Inspections to individual properties and Landlords supplies
* Fire alarm testing
* Emergency lighting checks
* Fire risk assessments
* Water Risk Assessments
* Legionella Inspections
* Lift Inspections
* Portable Appliance Testing
* Lightening Conductor Inspections
* RIDDOR reporting
* Asbestos Management
* Fire fighting equipment including AOV's, Sprinkler Systems and Dry Risers
* Near miss reporting

The successful candidate will have:
* Experience in a comparable environment.
* A degree qualification and/or membership of a relevant professional organisation.
* Experience of managing building safety and compliance as well as leading staff and contractors.
* Experience of business planning, change management and continuous improvement in a similar environment.

MMP Consultancy currently have an opportunity for a Building Surveyor to join a local authority based in the West Midlands.

This will be an Interim position 3-6 months paying £30-£35 P/H Umbrella.

The Role:

  • The Building Surveyor will assist the Senior Building surveyors in the effective management and delivery of Building projects on Council managed properties including operation, non-operational buildings, investment land and buildings.

  • The Post holder will deliver safe and efficient working environment of Employees, clients, suppliers, contractors and members of the public.

  • The post holder will support the Council's aims in respect of revenue generating development, investment and acquisition.

  • To assist with surveys and the production of reports for other services and departments and team records.

Job Purpose:

  • To prepare detailed scheme designs with costing, through feasibility and programme delivery, to completion of projects. Specification of works including organisation of documents for tender / quotation and advising on appointment of contractors, designers and procurement routes. To include preparation of designs / drawings using AutoCAD.

  • Advise on the maintenance and supervision of the maintenance of building by providing technical support to Facilities Officers, determining the condition of existing buildings, identify and analysing defects including proposals for repair.

  • To assist the Senior Building Surveyor with the effectively manage of the Condition Survey data base. To carry out cyclical condition surveys of Public Buildings preparing condition reports and update database as works are completed and to assist in the preparation on planned maintenance programme.

  • To assist the Senior Building Surveyors and Technical Officers to deal with 'NatFed SOR's' accounting on construction projects and with interim and final accounts with contractors, suppliers and consultants including the resolution of contractual claims and settlement of contracts.

  • To assist the Surveyors & Senior Surveyors to prepare estimates, cost plans, bills of quantities, specifications and schedule of rates for planned maintenance, improvements, voids works and maintenance work.
  • To assist the Senior Building Surveyor and Technical Officers carry out financial checks on completed Repairs as required, and check compliance with RBC's policies and procedures.

  • To assist the Property Services Manager and Senior Building Surveyors to undertake analysis of the performance of suppliers and contractors during the contract stage and following contract completion. Check compliance with contract terms and conditions and legal and regulatory requirements.

  • To maintain excellent communication with customers and my clients staff and to ensure the highest possible standards of repairs and excellent customer service are achieved within set budget parameters.

  • To carry out pre and post inspections of void properties and capital and planned programmes.

MMP Consultancy currently have an opportunity for an Estates Surveyor to join a Local Authority based out of Hampshire.

This will be a temporary position paying £350 P/Day Umbrella on a 6-9 Month Contract.

The Role:

To be part of a team of Estates Surveyors supporting the Council in maintaining and enhancing the receipts and income from its property portfolio. To play a significant role in providing asset and estate management, development and regeneration, and valuation advice. To support in developing an environment where my client is chosen over other cities as a place to work and reside.

Job Purpose:

  • To maintain membership of RICS and adhere to all professional codes of conduct including taking responsibility for own Continuing Professional Conduct.
  • Support the Valuation and Estates Team Leader in providing professional advice on the Council's commercial investment and operational property portfolios including matters relating to leasing, acquisition, sale, valuation, property management and rationalisation.
  • Provide professional advice on the Council's residential property portfolio including matters relating to acquisition, sale (inc under Right to Buy, Leasehold enfranchisement and lease extensions under the Leasehold Reform and Housing Development Act 1993), and valuation.
  • Act as lead for estates related project having revenue implications of up to £50k p.a. or capital of up to £500k.
  • To provide a point of contact for many of the 2000 Council commercial property tenants.
  • To provide property and valuation support / advice to the Council project teams i.e. Regeneration, Housing, Highways or Education.
  • Support the delivery of a service supporting the Councils Growth agenda through improving revenue of its investment portfolio generating capital receipts through disposal of surplus assets, supporting regeneration schemes in providing new residential and commercial property (providing rates and Council tax) and achieve savings through rationalisation and efficient use of its operational stock.
  • Implement standard RICS best practice and procedures on all work and develop a culture of continuous improvement.
  • Ensure compliance with standard procedure in terms of file structures and database records, and to update as required.

Functional Responsibilities:

  • To mentor graduate surveyors undertaking APC and apprentices; ensuring they have the correct variety of experience to successfully complete their professional qualifications.
  • To undertake property valuations for capital accounting, rental, sale, development appraisals or for other statutory purposes.
  • To undertake the estate management of the investment and operational property portfolio, this includes monitoring income, compliance, insurance, and repair activities. Manage requests for alteration, assignments and sub lettings. Management of lease events including lease renewals and rent reviews.
  • To deliver effective asset management for the Council properties. Seeking opportunities to improve revenue streams to the investment portfolio, ensure the Council holds the right property to deliver its services, and manage land and buildings in a manner to support delivery of the regeneration opportunities.
  • To undertake property acquisitions for regeneration, investment operational or for strategic purposes. This may include the use of Compulsory Purchase Powers.
  • To undertake and negotiate property disposals. Agents may be instructed for this purpose in which case it will be necessary to manage the appointment. The scope can range from lettings, to sales of assets by private treaty or auction. Properties may be sold following a developer procurement process and development agreement. In all cases there will be responsibility of progressing the negotiations on the transaction and taking to legal completion.
