Job Description

MMP Consultancy currently have an opportunity for a Property Surveyor to join a local authority based out of Central London.

This will be a full time Interim position 6-9 months paying £300 P/Day Umbrella.

Job Purpose:

  • Work with the Area Repairs Manager (North West/South Central) to implement and develop effective systems to regularly inspect the external and communal parts of property, to identify any requirements for reactive repairs and cyclical maintenance, and to ensure the works required are carried out or programmed according to urgency and priority.
  • Work in collaboration with colleagues across Housing services to ensure a joint approach to improve quality and customer satisfaction for residents.
  • Support and manage a flexible approach to the deployment of resources within the Property Services Division to respond effectively to fluctuations in workload.
  • Highlight key investment needs and considerations to the Property Planning and Assets Team so that works can be appropriately planned in major works programmes.
  • Provide a high standard of technical support to the team. Manage the local delivery of the repairs term partnering contract to ensure compliance with contractual requirements. Work in collaboration and effectively with other teams within Housing services to deliver a seamless, holistic service to customers.
  • Health and Safety - ensure that the Councils Policy for managing the health and safety of residents, staff and contractors is fully implemented and documented. Provide expert knowledge on health and safety law applicable to the construction industry.
  • Provide strategic leadership within the Housing portfolio, contributing proactively to the collective leadership of the council, working collaboratively with Members, services, partners and stakeholders to deliver the council's objectives and priorities.
  • Ensure that all repairs in residents' homes are carried out to a high standard and the service is delivered in accordance with the contract.
  • Ensure that complaints are managed effectively and seek to resolve issues quickly. Ensure that defects which could give rise to claims of disrepair are resolved completely and fully documented.
  • Ensure that claims are made and processed for the cost of all works which fall within the scope of the Council's insurance policy. Ensure that all members of the team are aware of the terms of the policy.
  • Carry out post inspections of:
    • Building structure / furniture and fabric of the buildings
    • Resident in dwelling repairs (reactive and planned)
    • Communal areas o Estate and grounds
  • Inspections will be completed on Site Audit Pro or approved equivalent with photos and detailed diagnostics of the visit. Orders will then be raised on the system, managed and booked with the resident. Site reports and details of inspections will be provided to the resident within 3 working days of visits to the home and stored on our central system.
  • Manage and respond to requests for contract/cost variations each day, ensuring that any costs/changes are within Section20 limits (quantity, cost, scope) and where a request has to be rejected, giving an explanation and a required outcome, ensuring the response is made and recorded on Orchard within agreed SLA timeframe.
  • Manage payment approvals for contractors, up to a limit of £1,500 (per job above the PPR) and selecting jobs for post inspection and ensuring that jobs selected loop into the post-inspection process.
  • Manage cancellation requests received from the contractor, where request is refused provide full details of the reason for refusal.
  • Undertake pre-inspections. Before carrying out the appointment the postholder will contact the resident to confirm they are able to keep it . Following the inspection, complete and upload a Site Audit Pro and upload to SharePoint, and update visit details on Orchard.
  • Be responsible for proactively checking Orchard for orders raised that are insured perils. Ensuring claims are logged, monitored and progressed for the area e.g front door renewals.
  • Maintain Section 20 paperwork and insurance claims for pre and post inspections.

    My client have stock across London & Surrey.

    This is a hybrid working role with 2-3 days out doing inspections and the rest working from home.

    My client are offering a package of £53,000p/a Benefits.

    Role Purpose:

    To contribute to the successful delivery and completion of damp, mould and disrepair works within a new dedicated team within the Assets department. To carry out your role efficiently and effectively, ensure property inspections and works are delivered to a high standard, meeting our service standards whilst providing excellent customer experience and high levels of customer satisfaction. Carry out property inspections, diagnose damp, mould and disrepair causes, specify remediation and repairs, and manage works through to completion. Ensuring these works are delivered to a consistently high standard, meeting our priority targets, and achieving high levels of customer satisfaction.

    MMP Consultancy currently has an opportunity for an Asset Data Manager to join a Housing Association in London. This position is paying £63,000 Benefits. This would be a Hybrid role with 2 days per week in the office.

    Job Purpose:

    * To oversee the collection, planning and reporting of asset data and information within our clients business
    * To maintain oversight of our asset plans, capturing, analysing and visualising our asset data using our asset appraisal model to promote informed decision-making.
    * To model annual investment programmes that are cost-effective and support our clients strategic objectives, as well as developing our asset appraisal model to enhance strategic thinking around investment decisions.
    * To actively contribute to the delivery of our clients Asset Management Strategy by engaging with stakeholders to continually improve and innovate our clients strategic asset approach, maximising the portfolio's success and value.

    * Ensure that the risks found in the Housing Health & Safety Rating System (HHSRS) surveys are recorded, monitored, and implemented.
    * Through the Regional Surveyors, collect regular stock condition data and update the asset management database.
    * Liaise with the Asset Contracts Manager, Asset Delivery Manager and Compliance Manager to collect stock condition data from responsive repair and planned programmes of work to update the asset management database.
    * To appoint and manage consultants to carry out regular audits of stock condition data.

    Planned programmes of work
    * Ensure that all investment requirements align with the development and implementation of the Asset Management Strategy and Business Plan.
    * Create short, medium and long term planned and cyclical maintenance programmes of work and budgets.
    * Liaise with the Asset Delivery Manager to programme annual planned and cyclical maintenance workstreams.
    * Develop programmes of work to deliver our clients environmental and sustainability objectives.
    * Ensure that peaks and troughs in investment plans/programmes are smoothed out and all planned maintenance projects are completed within budget.

    Reporting
    * Develop and produce regular reports on DHS and HHSRS compliance and EPC performance.
    * Develop and produce regular reports on stock condition status.
    * Develop and provide regular reports on short, medium and long term planned and cyclical maintenance programmes of work.
    * Develop and provide ad hoc reports on portfolio management related performance indicators for the Board and Regulator.
