MMP Consultancy currently have an opportunity for a Damp, Mould & Disrepair Surveyor to join a housing association.

My client have stock across London and the South East.

This is a hybrid working role with 2-3 days working from home.

My client are offering a salary of £50,000p/a Benefits.

Role Purpose:

To contribute to the successful delivery and completion of damp, mould and disrepair works within a new dedicated team within the Assets department. To carry out your role efficiently and effectively, ensure property inspections and works are delivered to a high standard, meeting our service standards whilst providing excellent customer experience and high levels of customer satisfaction. Carry out property inspections, diagnose damp, mould and disrepair causes, specify remediation and repairs, and manage works through to completion. Ensuring these works are delivered to a consistently high standard, meeting our priority targets, and achieving high levels of customer satisfaction.

Role Impact Statement:

An operational focus and delivery of damp, mould and disrepair works. Complete the daily activities ensuring the provision of excellent standards and service to our residents. Seek to identify areas of the role that can be improved ensuring that the appropriate action to rectify is taken. Delivers day to day operational activity focused on internal and external customer management and overall team wellbeing. A leader of the future you will focus on outstanding operational performance constantly seeking improvement. You will role model best behaviours ensuring open and honest interaction with teams to develop trust and challenge when things aren't right.

Key Accountabilities:

  • To project manage damp, mould and disrepair works from inception through to completion including diagnosing, specifying; procuring and monitoring.
  • Ensure effective solutions for managing and reducing the causes of damp and mould are identified, which will include building repairs, installing mechanical ventilation and humidity control systems, and by providing clear advice to residents to help them understand the causes of damp and mould and behaviours that will reduce humidity in their homes.
  • Undertake contractor administration duties as required including reviewing Bills of Quantities, Schedules of Works, Specifications and all contract documentation, ensuring that these comply with the project brief and timescales, budget estimates, all relevant legislation, health and safety regulations and policies.
  • To effectively manage contractors, carrying out and managing the quality inspection process of works, including pre-start scoping, work in progress quality inspections and post inspection sign-offs.
  • Maintain CRM and systems recording progress of the works to ensure information is accurate and up to date, providing regular project updates to the senior management team.
  • Certifying contractor valuations and claims within this role's delegated authority limits, including interim and final account payment.
  • Work closely with our Resident Liaison Officer to ensure customers are informed of progress at all stages, the works offer excellent customer experience and high levels of customer satisfaction.
  • Demonstrate VFM in the delivery of damp, mould and disrepair work projects, providing strong contract management and delivery of programmes maximising quality and value to budget.
  • To ensure relevant KPI's and Service Standards are met/exceeded.
  • To work in collaboration with residents to improve the quality of their homes ensuring their views are incorporated where appropriate into the delivery of the work programmes and choice is offered where practical.
  • Carry out your duties in accordance with the relevant health and safety legislation and regulations. Managing and mitigating risks associated with Health and Safety and other Compliance issues.
  • Promote high standards of customer focus to my clients contractors and colleagues, through appropriate and accurate advice on contractual and technical matters.

list Building Surveyor

MMP Consultancy currently have an opportunity for a Building Surveyor to join a local authority based in North London.

This will be an interim position paying £41.90 P/Hour Umbrella on a 6-9 Month contract (36 hours per week) with the option to be extended.

Primary Job Function:

To deal with repair issue cases referred to them, diagnose the cause and arrange for works to be carried out. This will include the assessment of condensation cases and drafting reports for presentation tom the High Value Repair Panel

Role Duties:

* Carry out building inspections as necessary to diagnose the cause of building defects, raise work orders using National Housing Federation Schedule of Rates or specifications as appropriate.
* To prepare reports relating to condensation in compliance with the Condensation Protocol.
* To assist in the preparation of reports for senior managers, including those of a policy or strategic nature.
* To produce professional technical reports and present them to the High Value Repair Panel.
* To manage subsidence and structural failure cases in association with specialist external consultants.
* To assess alteration requests from tenants and leaseholders and complete paperwork in compliance with the process.
* To manage fire, flood or collision Insurance cases.
* To assist the Legal Disrepair and Diagnostics Manager in the development of policies and procedures relating tom the Repairs Service.

MMP Consultancy currently have an opportunity for a Capital Programme Contract Manager to join a local authority based in Somerset.

This will be an Interim position 6-9 months paying £433.25 P/Day Umbrella.

The Role:

  • Deliver Housing Capital Programme contracts ensuring the objectives, targets and priorities of the Council are achieved whilst remaining compliant within statutory regulations.
  • Provide high quality Housing Capital Programme service expertise to assist in the delivery of the Council's aims, objectives and operational planning.

Job Purpose:

  • Deliver Capital Programme contacts across the following areas of responsibility: 1. Provide effective contract management which delivers efficient Capital Programmes that are customer focused, deliver value for money and maintains properties to an appropriate standard.
  • Manage external contractors to deliver excellent performance at all times for all workstreams allocated to them.
  • Actively engage with residents in relation to projects and assist in continually improving resident satisfaction with service delivery.
  • Assist in procurement activities for Capital Programmes to be allocated to them.
  • Ensure accurate records are kept for all Capital Programmes allocated to them and that appropriate reporting systems are in place.
  • Respond to emergencies, on occasion during unsocial hours, and participate in a rota to provide response cover.
  • Contribute to operational risk management activities, within the remit of the post.
  • Actively participate in both corporate and post specific learning and development activities and to continually develop skills and abilities within the role.
  • Assist in setting clear standards and performance targets to all Capital Programmes allocated to them, and monitor and report on progress in meeting them.

MMP Consultancy currently have an opportunity for a Building Surveyor to join a local authority based in the West Midlands.

This will be an Interim position 3-6 months paying £30-£35 P/H Umbrella.

The Role:

  • The Building Surveyor will assist the Senior Building surveyors in the effective management and delivery of Building projects on Council managed properties including operation, non-operational buildings, investment land and buildings.

  • The Post holder will deliver safe and efficient working environment of Employees, clients, suppliers, contractors and members of the public.

  • The post holder will support the Council's aims in respect of revenue generating development, investment and acquisition.

  • To assist with surveys and the production of reports for other services and departments and team records.

Job Purpose:

  • To prepare detailed scheme designs with costing, through feasibility and programme delivery, to completion of projects. Specification of works including organisation of documents for tender / quotation and advising on appointment of contractors, designers and procurement routes. To include preparation of designs / drawings using AutoCAD.

  • Advise on the maintenance and supervision of the maintenance of building by providing technical support to Facilities Officers, determining the condition of existing buildings, identify and analysing defects including proposals for repair.

  • To assist the Senior Building Surveyor with the effectively manage of the Condition Survey data base. To carry out cyclical condition surveys of Public Buildings preparing condition reports and update database as works are completed and to assist in the preparation on planned maintenance programme.

  • To assist the Senior Building Surveyors and Technical Officers to deal with 'NatFed SOR's' accounting on construction projects and with interim and final accounts with contractors, suppliers and consultants including the resolution of contractual claims and settlement of contracts.

  • To assist the Surveyors & Senior Surveyors to prepare estimates, cost plans, bills of quantities, specifications and schedule of rates for planned maintenance, improvements, voids works and maintenance work.
  • To assist the Senior Building Surveyor and Technical Officers carry out financial checks on completed Repairs as required, and check compliance with RBC's policies and procedures.

  • To assist the Property Services Manager and Senior Building Surveyors to undertake analysis of the performance of suppliers and contractors during the contract stage and following contract completion. Check compliance with contract terms and conditions and legal and regulatory requirements.

  • To maintain excellent communication with customers and my clients staff and to ensure the highest possible standards of repairs and excellent customer service are achieved within set budget parameters.

  • To carry out pre and post inspections of void properties and capital and planned programmes.
  • To monitor and supervise contractors to ensure an effective and efficient delivery of work/contract

  • To prepare and present regular progress and performance of contracts following monthly contract meetings

  • Advise on Energy efficiency, environmental impact and sustainable construction

  • Instructing on the preservation and conservation of Historic buildings and structures

  • Dealing with planning applications and advising on property Legislation and building regulations

  • Assessing and designing buildings to meet the needs of people with disabilities

  • To prepare / collate and implement documentation to ensure works are undertaken in accordance with statutory regulations such as CDM, COSHH

  • To ensure compliance with all statutory requirements and respond quickly to actions arising from the Councils Legal Obligations.

  • To maintain an awareness and knowledge of changes in legislation that may affect schemes of work i.e. Health and Safety , Building Regulations, Asbestos Awareness , case Law
  • Undertake specific and non-routine administrative and clerical duties for collection of data, inspections as required.

  • To undertake such other duties commensurate with the experience of the post holder and the grading of the post, as determined by the Property Services Manager

MMP Consultancy currently have an opportunity for an Estates Surveyor to join a Local Authority based out of Hampshire.

This will be a temporary position paying £350 P/Day Umbrella on a 6-9 Month Contract.

The Role:

To be part of a team of Estates Surveyors supporting the Council in maintaining and enhancing the receipts and income from its property portfolio. To play a significant role in providing asset and estate management, development and regeneration, and valuation advice. To support in developing an environment where my client is chosen over other cities as a place to work and reside.

Job Purpose:

  • To maintain membership of RICS and adhere to all professional codes of conduct including taking responsibility for own Continuing Professional Conduct.
  • Support the Valuation and Estates Team Leader in providing professional advice on the Council's commercial investment and operational property portfolios including matters relating to leasing, acquisition, sale, valuation, property management and rationalisation.
  • Provide professional advice on the Council's residential property portfolio including matters relating to acquisition, sale (inc under Right to Buy, Leasehold enfranchisement and lease extensions under the Leasehold Reform and Housing Development Act 1993), and valuation.
  • Act as lead for estates related project having revenue implications of up to £50k p.a. or capital of up to £500k.
  • To provide a point of contact for many of the 2000 Council commercial property tenants.
  • To provide property and valuation support / advice to the Council project teams i.e. Regeneration, Housing, Highways or Education.
  • Support the delivery of a service supporting the Councils Growth agenda through improving revenue of its investment portfolio generating capital receipts through disposal of surplus assets, supporting regeneration schemes in providing new residential and commercial property (providing rates and Council tax) and achieve savings through rationalisation and efficient use of its operational stock.
  • Implement standard RICS best practice and procedures on all work and develop a culture of continuous improvement.
  • Ensure compliance with standard procedure in terms of file structures and database records, and to update as required.

Functional Responsibilities:

  • To mentor graduate surveyors undertaking APC and apprentices; ensuring they have the correct variety of experience to successfully complete their professional qualifications.
  • To undertake property valuations for capital accounting, rental, sale, development appraisals or for other statutory purposes.
  • To undertake the estate management of the investment and operational property portfolio, this includes monitoring income, compliance, insurance, and repair activities. Manage requests for alteration, assignments and sub lettings. Management of lease events including lease renewals and rent reviews.
  • To deliver effective asset management for the Council properties. Seeking opportunities to improve revenue streams to the investment portfolio, ensure the Council holds the right property to deliver its services, and manage land and buildings in a manner to support delivery of the regeneration opportunities.
  • To undertake property acquisitions for regeneration, investment operational or for strategic purposes. This may include the use of Compulsory Purchase Powers.
  • To undertake and negotiate property disposals. Agents may be instructed for this purpose in which case it will be necessary to manage the appointment. The scope can range from lettings, to sales of assets by private treaty or auction. Properties may be sold following a developer procurement process and development agreement. In all cases there will be responsibility of progressing the negotiations on the transaction and taking to legal completion.

MMP Consultancy currently have an opportunity for a Building Safety Manager to join a local authority based in Hampshire. This will be a permanent position paying £46,000 P/A Plus Benefits.

Job Purpose:

  • To take responsibility for coordination and management of all matters relating to structural and fire safety in in-scope buildings to meet current and forthcoming legislative requirements.
  • To deliver the regulatory requirements of the Building Safety Act and Fire Safety Act to provide an effective and efficient building safety service to my clients Higher Risk Buildings and ensure compliance with and implementing the required changes detailed in building safety legislation.
  • To oversee the safe management of SCC high-rise (and/or higher risk) residential buildings within the Housing Management building stock. (The council currently has 21 buildings over 18 metres & a number of high-risk buildings)
  • To oversee the implementation of controls in respect of structural and fire safety on a day-to-day basis.
  • To effectively manage safety within the designated in-scope blocks to which the role relates.
  • To ensure that controls are implemented in respect of building work carried out in the in-scope blocks to which the role relates.
  • To engage with colleagues who are responsible for managing projects undertaken within the in-scope buildings.
  • To assist with the development and implementation of Building Safety Cases being prepared by the fire safety team, and to ensure their effective maintenance and management post-implementation.
  • To manage resident engagement within high-rise and/or higher-risk in-scope buildings, particularly in ensuring that safety concerns are recorded, monitored, and dealt with appropriately.
