Job Description

Title: Asset Data Manager
Rate: £63,000 Benefits
Location: London (Hybrid)

MMP Consultancy currently has an opportunity for an Asset Data Manager to join a Housing Association in London. This position is paying £63,000 Benefits. This would be a Hybrid role with 2 days per week in the office.

Job Purpose:

* To oversee the collection, planning and reporting of asset data and information within our clients business
* To maintain oversight of our asset plans, capturing, analysing and visualising our asset data using our asset appraisal model to promote informed decision-making.
* To model annual investment programmes that are cost-effective and support our clients strategic objectives, as well as developing our asset appraisal model to enhance strategic thinking around investment decisions.
* To actively contribute to the delivery of our clients Asset Management Strategy by engaging with stakeholders to continually improve and innovate our clients strategic asset approach, maximising the portfolio's success and value.
* To be the principal contact for the preparation of annual investment plans and disposal strategies.
* To develop a strategic approach to asset appraisal methodology.
* To co-ordinate all activities to maintain, update and verify the asset appraisal model.
* To lead on the appraisal of non-performing assets.
* To develop and implement asset quality standards.
* To support the implementation of projects and systems.
* To challenge and test current data systems and collection processes to ensure consistent, accessible and auditable data sources.

Data Management

* Update, monitor and manage our client asset management database/IT system.
* Develop and implement a long-term strategy for our client owned or managed stock, including working with stakeholders to develop a place-based approach to asset management, assessing the longer-term sustainability of our assets and identifying suitable interventions, including undertaking options appraisals.
* Ensure awareness of the condition of all owned or managed stock, to establish and maintain programmes of planned and cyclical maintenance works, in consultation with stakeholders.
* Ensure that detailed knowledge of our assets/full housing stock portfolio is collected, and that this information is fully utilised to inform any decisions on investment and options appraisal requirements.
* Ensure that stock condition data and programmes of planned and cyclical maintenance works are shared with stakeholders.
* Responsible for managing all asset management related data, so that it is accurate, up-to-date, appropriate and robust.
* Make recommendations on proposed work to improve component life cycle, produce efficiencies or savings, including recommending solutions to technical problems and implementing solutions.
* Create a clear process and carry out scheme option appraisals, making retain, remodel, regenerate, renew or disposal recommendations.
* Ensure the asset management information system/stock condition survey/environmental sustainability and other relevant databases and systems are accurate.
* Work with the Finance team to ensure data, including cost data, held on the Asset Management systems, is accurate and up to date and can be used for financial modelling.

Stock condition surveys
* Develop and deliver a rolling 5-year programme of stock condition surveys to inform our approach to asset management, ensuring that our client can evidence DHS compliance.
* Ensure that the risks found in the Housing Health & Safety Rating System (HHSRS) surveys are recorded, monitored, and implemented.
* Through the Regional Surveyors, collect regular stock condition data and update the asset management database.
* Liaise with the Asset Contracts Manager, Asset Delivery Manager and Compliance Manager to collect stock condition data from responsive repair and planned programmes of work to update the asset management database.
* To appoint and manage consultants to carry out regular audits of stock condition data.

Planned programmes of work
* Ensure that all investment requirements align with the development and implementation of the Asset Management Strategy and Business Plan.
* Create short, medium and long term planned and cyclical maintenance programmes of work and budgets.
* Liaise with the Asset Delivery Manager to programme annual planned and cyclical maintenance workstreams.
* Develop programmes of work to deliver our clients environmental and sustainability objectives.
* Ensure that peaks and troughs in investment plans/programmes are smoothed out and all planned maintenance projects are completed within budget.

Reporting
* Develop and produce regular reports on DHS and HHSRS compliance and EPC performance.
* Develop and produce regular reports on stock condition status.
* Develop and provide regular reports on short, medium and long term planned and cyclical maintenance programmes of work.
* Develop and provide ad hoc reports on portfolio management related performance indicators for the Board and Regulator.

    * Ensure all fire risk assessors are undertaking assessments on buildings for which they are suitably qualified and have the necessary relevant experience.
    * Contribute to monitoring existing processes and procedures and developing new ones to facilitate the management and control of fire risks.
    * To provide an expert technical point of contact and to all stakeholders and management on matters of fire safety and represent the technical expertise of the FST when required (e.g., meetings, communications, etc.).
    * Undertake suitable & sufficient Type 1 Fire Risk Assessments (HSFRA) in compliance with the Health and Safety at Work Act 1974, Management of Health and Safety at Work Regulations 1999 and the Regulatory Reform (Fire Safety) Order 2005 for the common parts of premises.

    MMP Consultancy currently have an opportunity for a Building Surveyor to join a housing association based out of Southwest London.

    This will be a temporary position paying £35 P/H Umbrella on a 6-9 Month contract.

    Job Purpose:

    • The Stock condition surveyor will carry out validation inspections of properties that have been included in my clients stock condition survey programme and asses the accuracy of information such remaining life of key components e.g. kitchens and bathrooms.

    The Role:

    • Carry out joint surveys with the Consultant's Surveyors to develop a consistent approach to assessing the condition of my clients stock.

    • Carry out HHSRS inspections and demonstrate an understanding of assessing the categories of risk.

    • Carry out stock condition surveys independently and upload results on my clients database.

    • Carry out adhoc surveys of properties as required and prepare reports with diagnosis of defect cause and recommend remedial action.

    • Prepare specifications/scope of works for small projects up to an estimated value of £100k that may include, but not limited to, damp & mold, building repairs, window renewals and security works.

    • Ensure projects meet all CDM and Health & Safety requirements from conception to completion.

    • Act as Contract Administrator to manage construction contractors with regards to performance, quality and cost.

    • Ensure works are carried out in accordance with the requirements of applications of Statutory Authorities.

    • Instruct and liaise consultants as necessary on more complex schemes.

    • Use technical knowledge and ability to assist the Asset Lead, Programme Manager and Sustainability Manager as required

    • Carry stock condition surveys and work with the existing consultants to promote consistency in the approach to collecting data.

    • Carry out property surveys as required and prepare reports recommending remedial action.

  • Capital Programme Service Manager

    MMP Consultancy is seeking a dynamic and experienced Capital Programmes Service Manager to lead the development and management a capital programme on behalf of a local authority based in Northwest London.

    The programme will be aimed at improving and maintaining the council's corporate buildings and land. The successful candidate will lead major construction projects, manage budgets, and ensure that the council's corporate objectives are met.

    The rate of pay is £400 - £475pd inside of IR35 via an umbrella company. Candidates will be required on site 2 days per week. This is a 6 month contract subject to extension.

    Key Responsibilities
    * Develop, secure funding, and manage the capital programme and associated budgets for the council's corporate buildings and land.
    * Provide strategic advice to the Head of Estate & Facilities Management on policy and strategy development.
    * Lead operational teams and coordinate the council's approach to capital projects, ensuring positive outcomes.

    What You'll Need:

    * Excellent communication skills, with the ability to work effectively with a wide range of stakeholders, including senior managers, elected members, and external partners.
