MMP Consultancy currently have an opportunity for a Repairs/Voids Surveyor to join a housing association based in Hampshire

This will be a full-time permanent position paying £40,000-£44,000 P/A plus benefits.

You must hold a minimum of a HND qualification or equivalent.

The Role:

To provide technical surveying across a geographical portfolio of properties and contract management for a defined planned maintenance programme across the region. Contributing to the development and implementation of the vision, Corporate Strategy, culture and organisational effectiveness.

Job Purpose:

The portfolio of this role includes the following areas:

  • Planned maintenance delivery through external contractors
  • Minor works
  • Refurbishment works
  • Planned, repairs & void surveying
  • Health and Safety work such as fire safety programmes
  • Work to home owners, leaseholders and market rent customers

The Surveyors will have responsibility for providing surveying activities and contract administration duties for all maintenance services within their portfolio regions. Surveyors will be assigned major works and cyclical programmes to deliver and allocated a geographical patch that is aligned to a housing neighbourhood officer (where possible). They will be responsible for surveying any void properties, surveying repairs that have be requested by customers, post inspections, identifying all communal repairs and ensuring these are managed through to completion. Decisions made at this level include:

  1. Identify works require to a void to meet my clients lettable standard.
  2. Undertake domestic and commercial building surveys to provide advice on matters such as construction defects, disrepair and dilapidations.
  3. Produce detailed reports concerning findings including options for remedial solutions with cost estimates and proposals regarding safe methods of work.
  4. Provide advice to colleagues regarding legislative matters such Planning and Building Regulations approval etc.

This will be a temporary position paying £350 P/Day Umbrella on a 6-9 Month Contract.

The Role:

To be part of a team of Estates Surveyors supporting the Council in maintaining and enhancing the receipts and income from its property portfolio. To play a significant role in providing asset and estate management, development and regeneration, and valuation advice. To support in developing an environment where my client is chosen over other cities as a place to work and reside.

Job Purpose:

  • To maintain membership of RICS and adhere to all professional codes of conduct including taking responsibility for own Continuing Professional Conduct.
  • Support the Valuation and Estates Team Leader in providing professional advice on the Council's commercial investment and operational property portfolios including matters relating to leasing, acquisition, sale, valuation, property management and rationalisation.
  • Provide professional advice on the Council's residential property portfolio including matters relating to acquisition, sale (inc under Right to Buy, Leasehold enfranchisement and lease extensions under the Leasehold Reform and Housing Development Act 1993), and valuation.
  • Act as lead for estates related project having revenue implications of up to £50k p.a. or capital of up to £500k.
  • To provide a point of contact for many of the 2000 Council commercial property tenants.
  • To provide property and valuation support / advice to the Council project teams i.e. Regeneration, Housing, Highways or Education.
  • Support the delivery of a service supporting the Councils Growth agenda through improving revenue of its investment portfolio generating capital receipts through disposal of surplus assets, supporting regeneration schemes in providing new residential and commercial property (providing rates and Council tax) and achieve savings through rationalisation and efficient use of its operational stock.
  • Implement standard RICS best practice and procedures on all work and develop a culture of continuous improvement.
  • Ensure compliance with standard procedure in terms of file structures and database records, and to update as required.

Functional Responsibilities:

  • To mentor graduate surveyors undertaking APC and apprentices; ensuring they have the correct variety of experience to successfully complete their professional qualifications.
  • To undertake property valuations for capital accounting, rental, sale, development appraisals or for other statutory purposes.
  • To undertake the estate management of the investment and operational property portfolio, this includes monitoring income, compliance, insurance, and repair activities. Manage requests for alteration, assignments and sub lettings. Management of lease events including lease renewals and rent reviews.
  • To deliver effective asset management for the Council properties. Seeking opportunities to improve revenue streams to the investment portfolio, ensure the Council holds the right property to deliver its services, and manage land and buildings in a manner to support delivery of the regeneration opportunities.
  • To undertake property acquisitions for regeneration, investment operational or for strategic purposes. This may include the use of Compulsory Purchase Powers.
  • To undertake and negotiate property disposals. Agents may be instructed for this purpose in which case it will be necessary to manage the appointment. The scope can range from lettings, to sales of assets by private treaty or auction. Properties may be sold following a developer procurement process and development agreement. In all cases there will be responsibility of progressing the negotiations on the transaction and taking to legal completion.

MMP Consultancy currently have an opportunity for a Building Safety Manager to join a local authority based in Hampshire. This will be a permanent position paying £46,000 P/A Plus Benefits.

Job Purpose:

  • To take responsibility for coordination and management of all matters relating to structural and fire safety in in-scope buildings to meet current and forthcoming legislative requirements.
  • To deliver the regulatory requirements of the Building Safety Act and Fire Safety Act to provide an effective and efficient building safety service to my clients Higher Risk Buildings and ensure compliance with and implementing the required changes detailed in building safety legislation.
  • To oversee the safe management of SCC high-rise (and/or higher risk) residential buildings within the Housing Management building stock. (The council currently has 21 buildings over 18 metres & a number of high-risk buildings)
  • To oversee the implementation of controls in respect of structural and fire safety on a day-to-day basis.
  • To effectively manage safety within the designated in-scope blocks to which the role relates.
  • To ensure that controls are implemented in respect of building work carried out in the in-scope blocks to which the role relates.
  • To engage with colleagues who are responsible for managing projects undertaken within the in-scope buildings.
  • To assist with the development and implementation of Building Safety Cases being prepared by the fire safety team, and to ensure their effective maintenance and management post-implementation.

The Role:

  • Deliver Housing Capital Programme contracts ensuring the objectives, targets and priorities of the Council are achieved whilst remaining compliant within statutory regulations.
  • Provide high quality Housing Capital Programme service expertise to assist in the delivery of the Council's aims, objectives and operational planning.

Job Purpose:

  • Deliver Capital Programme contacts across the following areas of responsibility: 1. Provide effective contract management which delivers efficient Capital Programmes that are customer focused, deliver value for money and maintains properties to an appropriate standard.
  • Manage external contractors to deliver excellent performance at all times for all workstreams allocated to them.
