Senior Compliance Officer (Fire)

MMP Consultancy currently have an opportunity for a Senior Compliance Officer (Fire) to join a local authority based in Godalming, Surrey.

My client are offering a salary range of £45,573 - £48,836p/a Benefits.

Purpose Of The Role:

  • The Housing Services authoritive person for all aspects of fire safety and prevention.
  • Identify and document both current and potential strategic and operational fire risks, continually review, fire strategy, policy and processes to reduce, or eliminate these risks
  • Plan and manage project works that arise from Fire Risk Assessments including fire door replacements programmes and compartmental projects both in Senior Living Schemes, communal areas and general housing stock
  • Manage the Compliance Officer (Fire) Supporting them to lead on the FRA's, Fire Door Inspections and communal fire safety works and complete actions as required.

Main Duties:

  • Manage the delivery of fire safety works on time, within budget and to high quality standards.
  • To be responsible for all aspects of contract management and administration including day to day oversight of work in progress, building robust relationships with our contractors and consultants to deliver high-quality cost-effective works
  • Work with specialist consultants and contractors to provide detailed fire related specifications of work in order to deliver work packages of remedial and investment schemes
  • Provide professional technical support and expertise on fire risk and safety, not only to colleagues in Property Services, but the wider Housing and Council services
  • Provide guidance, support and when relevant complete fire safety checks and measures for the senior living and communal living schemes
  • Liaise with professional bodies and stakeholders such as the Fire Service or Building control to ensure adherence to all regulations and legislation is current.
  • Offer support and advice to our residents and leaseholders on fire safety or assist in the resolution of complex issues.
  • Design and deliver in house training for staff, contractors and consultants on fire safety in order to support the delivery of an improved fire safety culture.
  • Undertake procurement required in line with the Council's Contract Procurement Rules and Financial Regulations.
  • Produce regular management information reports and KPI data to inform on performance and identify areas for service improvement.
  • Ensure that all compliance records and management systems are current and updated, ensuring adherence with data protection and GDPR requirements.
  • Liaise closely with Service Improvement Data Officer and Housing Assets to ensure information is provided to central Asset Management Systems and compliance Software where applicable
  • Attend meetings to represent the Council as required.

Contract Management

  • Lead on all contract management duties including monitoring budgets against spend, performance management, contract delivery and progression to ensure best value for money and quality works.
  • Manage associated specialist consultants and external contract administration to ensure quality audit, sign off and certification
  • Chair operational and strategic group meetings for all owned contracts.
  • Monitor contractual terms and conditions for contracts and projects, working with contractors to resolve issues or escalating to Compliance Manger as necessary.
  • Provide subject matter lead on legislation, ensuring updates or changes are reflected in the Council's policies and procedures in a timely manner

Areas of Accountability:

  • Ensure policies, procedures and management plans are regularly reviewed and updated to ensure meet best practice and regulation/legislation.
  • Produce remedial works actions plans to manage and mitigate risks highlighted in Fire Risk Assessments
  • Manage the delivery of schemes of work to ensure that the are within budget, on time and of a high quality standard * Undertake contract administration and contract management
  • Provide technical expertise advice and assurance in the area of fire safety

Property Surveyor

Up to £300 per day Umbrella

MMP Consultancy currently have an opportunity for a Property Surveyor to join a local authority in Westminster. My client is offering a 6-9 month interim contract which may get extended.

This will be a interim position paying £300p/d.

Role Purpose:

  • Work with the Area Repairs Manager (North West/South Central) to implement and develop effective systems to regularly inspect the external and communal parts of property, to identify any requirements for reactive repairs and cyclical maintenance, and to ensure the works required are carried out or programmed according to urgency and priority.
  • Work in collaboration with colleagues across Housing services to ensure a joint approach to improve quality and customer satisfaction for residents.
  • Support and manage a flexible approach to the deployment of resources within the Property Services Division to respond effectively to fluctuations in workload.
  • Highlight key investment needs and considerations to the Property Planning and Assets Team so that works can be appropriately planned in major works programmes.
  • Provide a high standard of technical support to the team. Manage the local delivery of the repairs term partnering contract to ensure compliance with contractual requirements. Work in collaboration and effectively with other teams within Housing services to deliver a seamless, holistic service to customers.
  • Health and Safety - ensure that the Councils Policy for managing the health and safety of residents, staff and contractors is fully implemented and documented. Provide expert knowledge on health and safety law applicable to the construction industry.
  • Provide strategic leadership within the Housing portfolio, contributing proactively to the collective leadership of the council, working collaboratively with Members, services, partners and stakeholders to deliver the council's objectives and priorities.
  • Ensure that all repairs in residents' homes are carried out to a high standard and the service is delivered in accordance with the contract.
  • Ensure that complaints are managed effectively and seek to resolve issues quickly. Ensure that defects which could give rise to claims of disrepair are resolved completely and fully documented.
  • Ensure that claims are made and processed for the cost of all works which fall within the scope of the Council's insurance policy. Ensure that all members of the team are aware of the terms of the policy.
  • Carry out post inspections of:
    • Building structure / furniture and fabric of the buildings
    • Resident in dwelling repairs (reactive and planned)
    • Communal areas o Estate and grounds
  • Inspections will be completed on Site Audit Pro or approved equivalent with photos and detailed diagnostics of the visit. Orders will then be raised on the system, managed and booked with the resident. Site reports and details of inspections will be provided to the resident within 3 working days of visits to the home and stored on our central system.
  • Manage and respond to requests for contract/cost variations each day, ensuring that any costs/changes are within Section20 limits (quantity, cost, scope) and where a request has to be rejected, giving an explanation and a required outcome, ensuring the response is made and recorded on Orchard within agreed SLA timeframe.
  • Manage payment approvals for contractors, up to a limit of £1,500 (per job above the PPR) and selecting jobs for post inspection and ensuring that jobs selected loop into the post-inspection process.
  • Manage cancellation requests received from the contractor, where request is refused provide full details of the reason for refusal.
  • Undertake pre-inspections. Before carrying out the appointment the postholder will contact the resident to confirm they are able to keep it . Following the inspection, complete and upload a Site Audit Pro and upload to SharePoint, and update visit details on Orchard.
  • Be responsible for proactively checking Orchard for orders raised that are insured perils. Ensuring claims are logged, monitored and progressed for the area e.g front door renewals.
  • Maintain Section 20 paperwork and insurance claims for pre and post inspections

Building Surveyor

Up to £379.80 per day Umbrella

MMP Consultancy currently have an opportunity for a Building Surveyor to join a local authority based in Westminster.

My client are offering a day rate of £379.80p/d Umbrella.

Working location- Onsite/Office some Hybrid.

Behind Every Door is a Council initiative to get to know our tenants and buildings better. As part of the initiative, a Stock Condition Survey will start in May 2024 which means that surveyors (Savills) will be visiting properties to assess the condition of the property and what works need to be undertaken within each property and block. The Behind Every Door Surveyor will manage this process and also the repairs process (Axis Europe) that follows repairs identified by the surveys. 100% of sheltered tenants and 100% of tenants living in buildings registered with the Building Safety Regulator (13 high rise currently) will be visited and 30% of other properties as part of an archetype survey. All blocks and communal areas will be visited. Investment plans will then be drawn up based on the condition surveys. The responsibilities of the Behind Every Door Surveyors is as follows:

Instruct and manage the surveying and repairs contractors with the Behind Every Door lead

Manage inspections to be undertaken by the surveying contractor and responding to organisational needs

Manage the workload and output of both the surveying and repairs contractors

Manage contractor meetings of both the surveying contractor and the repairs contractor

Create monitoring and performance reports to monitor surveying and repairs performance

Assess works on completion and make payments to contractors

Undertake post inspections and manage the post inspection system, including visiting sites to inspect completed works, specifying or respecifying works as necessary, and identifying further works as required - Undertake visits with surveying contractor and undertaking joint surveys of homes, communal areas, and external aspects of blocks, including specifying works and delegating works to contractors

Undertake monthly reconciliations of activity and costs

Authorising payments to repairs contractor for responsive repairs

Respond to resident and contractor queries

Review feedback from resident satisfaction surveys and take corrective and preventive action

Undertake other tasks as requested by the Behind Every Door lead officer

What we are looking to achieve:

A high quality repairs service from our repairs contractor from repair report to post inspection and payment. Support for the Behind Every Door project.

Experience Required:

Experience of managing surveying and repairing contracts and contractors

Experience of managing contract meetings

Experience of managing repairs performance using KPI's and cost measures

Experience of undertaking repair post inspections and other surveying duties as necessary

Experience of responding to resident and contractor queries

Knowledge and experience (preferably) of the Building Safety Act 2022

Skills

Advanced user of MRI Housing (Orchard) with ability to operate the system proficiently including the manual input repairs, monitor progress to completion, manage Applications for Payment, set up and make payments to contactors through the system, or equivalent system

Ability to undertake detailed reconciliations of repairs activity and costs

Ability to take feedback and improve systems and performance

Good numerical, verbal and written communications skills

Qualifications

Your responsibilities

  • Customer Service Excellence: Represent my client by delivering exceptional customer service, managing complaints, and ensuring a positive experience for all residents within the relevant service areas.

  • Inspection and Specification: Assist in the inspection of my clients properties to scope and specify fire improvement works in alignment with block fire risk assessments, Fire Safety Standards, and framework contracts.
  • Project Monitoring: Continuously monitor and inspect fire improvement works, ensuring they meet the specified standards, use certified materials, and are completed to a high quality.
  • Health and Safety Compliance: Conduct Health and Safety checks during site inspections to ensure that both statutory and my clients requirements are upheld by contractor operatives and work practices.
  • Fire Remediation Support: Provide support to the Fire Remediation Team in inspecting and coordinating fire remediation projects when required.
  • Post-Work Inspections: Carry out post-work inspections to facilitate the handover of completed projects for monthly valuations.
  • Financial Management: Review and authorise work variations within your delegated authority, or escalate them to the Senior FIW Project Manager. Maintain meticulous records of all variations on the Keystone Planned Maintenance module, ensuring value for money through effective financial control.
  • Keystone Maintenance: Ensure that the Keystone Planned Maintenance module is actively used for the management and tracking of all fire improvement works, and update it following the completion of each project.
  • Contractor Collaboration: Work closely with my clients Housing's fire works and maintenance contractors to develop and deliver high-quality services.

The position is primarily site-based, with occasional office attendance at the Ealing Gateway office.

My client are offering an hourly rate of £40p/h Umbrella.

Role Purpose:

  • Develop effective working relationships with colleagues and external agencies
  • Support the delivery of the planned, cyclical and maintenance programmes and services and Asset Management Strategy.
  • Work proactively with residents and colleagues to ascertain programme priorities and service needs
  • Play a key role in developing customer expectations and other key stakeholders involvement in a programme of projects.
  • Understand, analyse and act upon all aspects of customer feedback and performance relating to your programme delivery through the use of available management information reporting tools

MMP Consultancy currently have an opportunity for a Clerk of Works to join a housing association based in West London. This will be a interim position paying £350p/d.

This role will be predominantly site based. My client have housing stock near Latimer Road, West London.

Job Overview:

To act as an impartial, independent inspector. You will be responsible for ensuring that work is carried out to my clients standards, specification and schedule. You will ensure the correct materials are used, that the workmanship is of a high quality.

Main Accountabilities:

  • Review contract documentation including drawings, specifications and contract conditions.
  • Advise upon the practical implications of implementing the designs and draw attention to any areas for improvement.
  • Inspect construction works for compliance with contract documentation, contract instructions and good practice.
  • Inspect construction works for compliance with statutory regulations e.g. Building Regulations, CDM Regulations, Health and Safety at Work Act and Control of Asbestos Regulations.
  • Keep appropriate records of conditions and progress on site. Ensure that such records are comprehensive and well-structured to assist with the administration of the contract.
  • Provide a weekly written report to the Project Manager and other members of the project team as directed.
  • Liaise with residents and resident groups to address any areas of dissatisfaction for example by recording concerns about site cleanliness and advising the contractor of the remedial measures required.
  • Carry out inspections to record any defects which become apparent after the completion of works and pass those records to the appropriate person as identified within the contract.
  • Ensure that the highest standards of probity are maintained through compliance with Financial Standing Orders and that any discrepancies are reported to the Head of Asset Investment.
