Senior Development Manager

Up to £500 per day Umbrella

MMP Consultancy currently have an opportunity for a Senior Development Manager to join a local authority based in West London. This will be a interim position paying £500p/d Umbrella.

This role will require 1-2 days p/w working in the offices.

ROLE DESCRIPTION

The objective of the Development team is to implement the Assets and Growth Strategy, delivering complex development and regeneration schemes, new housing supply, new community assets including schools and community facilities, deliver capital receipts and new income streams, and manage stakeholder and community relationships.

The primary purpose of this post is to lead on the co-ordination, management and implementation of one or more complex assets and growth projects, ensuring quality, innovation, best practice and efficiency in commissioning and delivery. The post holder will take development from planning approval and transition to pre-construction and delivery, to completion and handover. The post holder will deputise for the Head of Development and provide specialist professional advice and support to Development Managers across the team.

You will need to:

  • To act as lead client in complex projects and ensure the successful delivery of mixed tenure schemes in terms of time, cost and quality.
  • The key objectives are to create new housing, schools and community facilities, and capital receipts through the delivery of successful planning applications.
  • To develop options for the physical development and regeneration of Council sites including large scale new-build housing and mixed-use developments (including schools and community facilities) incorporating high quality design, environmental and community safety standards.
  • To procure development and regeneration projects, ensuring the highest standards of design, innovation, sustainability and construction best practice are achieved.
  • Manage integrated project teams, including consultants and solicitors, to ensure individual projects are secured and internal procedures and policies are followed.
  • Manage projects through the planning process, including negotiation of Section 106 agreements.
  • To advise on all aspects of procurement and delivery of new build development, property projects and implementing appropriate procurement and contract strategies, working with clients to define needs to ensure that they meet their business aims and objectives, leading on value planning and risk management exercises.
  • To advise on the whole life costs of designing, building, operating, maintaining, decommissioning and, where appropriate, funding new build development programmes.
  • To be responsible for delegated budgets, and the planning and control of a programme of projects ensuring that all aspects of cost, time, quality, safety and change control are effectively monitored and managed.
  • Regularly visit sites to undertake inspections of works and establish standards of quality on site.
  • Maintain the highest standards of health, safety and environmental management, and ensure projects comply with the client's responsibilities under health and safety regulations.
  • To lead on project risk management exercises, preparing gateway information as required and alerting senior leadership team to risks to project budget, programme and other projected outputs.

  • To liaise with other Council departments to ensure wider corporate objectives are incorporated into option appraisals and development briefs and to develop innovative ways of delivering on Council's Business Plan Objetcives/priorities.
  • To supervise consultation with residents on major estate regeneration schemes, school communities and other groups as appropriate in liaison with the consultation and tenant participation teams.
  • To performance manage, monitor, and report on progress toward project milestones and physical and financial targets to Senior Managers and elected members.
  • To be responsible for development financial modelling and progress through financial and development gateway processes from inception to planning and start on site, and to ensure successful handover of projects during pre-construction to the delivery phase.
  • To draft corporate policy papers for consideration by Project Boards and will be required to oversee policy and strategy work-streams, and be capable of presenting at Director level.
  • Matrix management responsibility to oversee and coordinate the work of project teams which can include development managers, consultation staff, external consultants, agencies, and developers ensuring compliance with development agreements and agreed development plans.
  • Have line management responsibility for one or two team members: this could include Development Managers, Consultation and Engagement Officers, Decant Officers and/or Programme Officers.
  • To work in conjunction with the Council's Property Service's Team and external valuation and marketing/sales advisers to maximise the physical and financial benefits accruing to the Council from redevelopment of land and assets.
  • To liaise with the Borough's Planning and Legal services on matters of tenancy, planning and development legislation and land law. To ensure that all proposals, and all appointments, comply with national and EU statutory and legislative requirements, and the Council's Standing Orders, Financial Regulations, and other relevant procedures.
  • Ensure effective liaison with Residents, Members, Schools and community groups, Housing Management, Needs and Allocations, Housing Repairs, Home Ownership, Schools Property and Contracts, Community and Third sector team, Borough Valuers, Borough Solicitor and internal and external regeneration and funding agencies and partners.
  • Serve as a key member of the Growth team advancing the assets and growth strategy and new business development, identifying, and responding to "Growth" opportunities across the Borough on the Council's land and in partnership.
  • Post holders are required to work flexibly from Council offices, site, and consultant's offices as necessary. They will be expected to attend evening and weekend meetings as required and to work directly with members, residents and the public in consultation meetings and workshop and exhibition events. They will need to manage conflicting priorities and work to tight deadlines.

Fire Safety Surveyor

Up to £351.56 per day Umbrella

MMP Consultancy currently have an opportunity for a Fire Safety Surveyor to join a local authority based in Hammersmith, West London. This will be a interim position paying £351.56p/d Umbrella.

Job Purpose:

To provide fire safety surveying expertise, support and advice to ensure my clients housing stock is inspected, managed and maintained in accordance with the Regulatory Reform (Fire Safety) Order 2005 and any other appropriate Health and Safety Legislation.

Key Duties:

  • Provide specialist professional and technical advice and reports on all matters within the functionality of the service, including undertaking the role of professional or expert witness at hearings, adjudications and legal proceedings etc.
  • Undertake and produce Fire Risk Assessments (FRAs) for my clients housing stock and tenant meeting rooms, identifying all fire related risks and raise orders to repair and maintenance contractors to remedy risks and rectify identified minor breaches.
  • Prepare a programme of FRA inspections in accordance with the regulatory reform order taking account of appropriate risk of different stock archetypes.
  • Undertake desk top reviews of Fire Risk assessments at planned intervals as per policy requirements
  • Undertake quality assurance of specialist contractors undertaking FRA's
  • Monitor Repairs and Maintenance contractor's work, inspect completed works and ensure standards are to the highest quality. Follow up unacceptable performance with contractors to ensure issues are remedied.
  • Identify technical solutions and develop planned programmes of Fire Safety Works in accordance with the Asset Management Strategy.
  • Prepare specifications of works for one off projects as required to ensure that my client is fully compliant with current statutory Health & Safety and Fire regulations.
  • Work closely with the Planned and Capital Team and post inspect quality of work undertaken during planned programmes.
  • Undertake regular random inspections within the housing stock to ensure that fire safety signage and communal areas are free of rubbish or tenants possessions.
  • Work with the London Fire Brigade's inspector responsible for auditing Fire Risk Assessments. Undertake joint inspections on selected buildings, identify remedies, monitor works and produce reports on the results to the Health and Safety Manager.
  • Deal with enforcement notices issued by the London Fire Brigade, organising remedial works and prepare formal responses to the fire brigade.
  • Provide advice to and audit/inspect repair and maintenance contractor's works so that approved materials and products are used across the stock.
  • Provide advice and training to Repair and Maintenance contractors to ensure that necessary compartmentalisation works are identified and undertaken during voids
  • Provide advice and training to colleagues in HRD and other housing management partners on Fire Safety Management
  • Prepare and give presentations to tenants and leaseholders on fire safety and prepare articles and advice on fire safety for inclusion within HRD's resident's newsletters.
  • Meet with vulnerable tenants to provide them with advice on fire safety.
  • Assist the Health and Safety manager in developing, reviewing and maintaining Fire Safety strategies, policies and a HRD Fire Safety database.
  • Ensure that Fire Information boxes contain up to date information.
  • Prepare reports on fire safety as and when required.
  • Prioritise and deal with all customer complaints and members enquiries in accordance with the Council's timescales and standards and aim to resolve them to the customer's satisfaction.
  • Build and maintain effective and productive working relationships with internal and external stakeholders.
  • Maintain own up to date knowledge of legislation, advances in technology and best practice relating to the functionality of this post and ensure that it is translated into action.
  • Contribute to the development of policy, practice, procedures and service planning for Asset Management and Property Services and participate in projects, working groups, service developments, audits and reviews as directed.
  • Carry out other duties commensurate with their grade and directed by manager.

Job Overview:

The Fire Safety Manager reports to the Head of Compliance and Building Safety and works within the compliance team. This role is principally responsible for ensuring that the organisation improves compliance relating to fire safety and implementing associated legislation, recommendations, and best practice.

The post holder will be primarily responsible for the delivery, management and implementation of the Fire Management Plan, Operational Guidance and Fire Safety related policies which form my clients Fire Risk Management strategy.

This role will be responsible for the delivery of the Fire Risk Assessment programme and to ensure that the organisation remains compliant in its fire safety duties as a landlord.

They will manage the process of pre and post inspections to support the Head of Compliance and Building Safety with the quality of products and service to all compliance and specialised service contracts delivering statutory and regulatory activity.

The Fire Safety Manager will lead with Building Safety Cases and reports. They will develop and implement where necessary, ensuring their effective maintenance and management post-implementation.

The Fire Safety Manager will ensure good financial management of allocated budgets and provide periodic reports on actual and forecast spend.

Main Accountabilities:

Operational

  • Responsible for the day-to-day delivery and management of my clients Fire Risk Management Strategy.
  • Responsible for the Fire Risk Assessment programme and to ensure that the organisation remains compliant in its fire safety duties as a landlord. This includes the interpretation, analysis and programming of fire precaution works which emanate.
  • Review all fire remedial actions and provide technical specifications and engineering solutions to ensure compliance which represents value for money.
  • Provide up to date information on fire safety related KPI's and provide commentary in weekly compliance meetings.
  • To regularly review building safety case reports and associated management plans to ensure buildings are safe.
  • Act as the lead on the delivery of the fire safety work programmes and ensure that all works are completed within agreed timescales and KPI's to the required standard and quality.
  • Manage and coordinate the audits of Fire risk inspections and Fire remedial works and address any contractor underperformance.
  • To support the organisation with training and ensure that any regulatory or legislative changes are impact assessed and where policy and procedure changes are required this is implemented within any advised timeframes.

Building Safety

  • Act as lead within the Property Services Team for Building Safety Cases and to successfully develop and implement where necessary, ensuring their effective maintenance and management post-implementation.
  • Review and update the Building Safety Case as required ensuring that it is valid and up to date, working with other teams within the department to ensure that this is completed.

Contract Management

  • Make visits to site to monitor contractor performance against key performance indicators and to validate servicing and remedial works being undertaken to ensure that they are of a high standard.
  • Deputise for the Head of Compliance and Building Safety when required and lead contract management meetings.

Role Duties

Reporting to the Senior Quantity Surveyors, the Quantity Surveyor is responsible for providing quantity surveying and commercial services for the Capital Programme team to ensure Tasks and the Term Programme are delivered to budget.

Job Purpose:

Working to the Senior Buildings and Projects Manager plan and manage delivery of specific projects and contracts to meet the required objectives for time, quality and value for money. Ensure that repairs and improvements are planned and executed efficiently with minimum disruption and provide value for money. To deliver pro-active professional and customer focussed surveying services to ensure that my clients assets are fit for purpose and legally compliant. Provide an excellent reactive maintenance services across the whole of the property portfolio.

Objectives:

  • Prepare cost estimates for works and services; provide cost information to assist in budget preparation
  • Plan, procure and manage specific contracts and services for the routine maintenance of our property asset base within budget and with legislation and good practices.
  • Ensure allocated service request area actioned promptly and work orders are raised as appropriate. Ensure that responsive tasks are fully resolved, and service users are kept informed
  • Regularly monitor actual and forecast spend against allocated projects and jobs.
