Job Description

MMP Consultancy currently have an opportunity for a Senior Development Manager to join a local authority based in Hammersmith. My client are paying a rate of £450-500p/d Umbrella.

This role will involve managing a small team of 2 staff and my client can offer 1-2 days p/w working from home.

Job Purpose:

The Regeneration & Development team delivers the council-led development programme including complex development and regeneration schemes, new housing supply, new community assets including schools and community facilities, deliver capital receipts and new income streams, and manage stakeholder and community relationships. The current programme will see 1,800 new homes and community infrastructure over the next 8 years and will continue to grow as new growth opportunities emerge.

The primary purpose of this post is to lead on the management and implementation of complex assets and growth projects; ensuring quality, innovation, best practice and efficiency in commissioning and delivery. The post holder will take development opportunities from the identification and inception stage, through appraisal and design development, to planning and transition to pre-construction and delivery.

To succeed in this role, the post holder must be an inclusive and dynamic leader who is able to influence stakeholders, communicate clearly and with a range of audiences, and bring colleagues and residents on the development journey to ensure positive outcomes.

Duties:

The key objectives are to create new housing, schools and community facilities, and capital receipts through the delivery of successful planning applications

  • To develop options for the physical development and regeneration of Council sites including large scale new-build housing and mixed-use developments (including schools and community facilities) incorporating high quality design, environmental and community safety standards

  • To work collaboratively with external partners to facilitate the delivery of large-scale development opportunities in the borough leveraging the Council's assets.

  • To procure development and regeneration projects, ensuring the highest standards of design, innovation, sustainability and construction best practice are achieved.

  • Manage project teams, including consultants and solicitors, to ensure individual projects are secured and internal procedures and policies are followed

  • Manage projects through the planning process, including negotiation of Section 106 agreements.

  • To liaise positively with other Council departments to ensure wider corporate objectives are incorporated into option appraisals and development briefs and to develop innovative ways of delivering the Council's Business Plan objectives.

  • To supervise co-production, engagement and consultation with residents on major development schemes, school communities and other groups as appropriate in liaison with the consultation and tenant participation teams.

  • To performance manage, monitor, and report on progress toward project milestones and physical and financial targets to Senior Managers and elected members

  • To be responsible for development financial modelling and progress through financial and development gateway processes from inception to planning and start on site, and to ensure successful handover of projects during pre-construction to the delivery phase

  • To draft corporate policy papers for consideration by Project Boards and will be required to oversee policy and strategy work-streams, and be capable of presenting at Director level.

  • Matrix management responsibility to oversee and coordinate the work of project teams which can include development managers, consultation staff, external consultants, agencies and developers ensuring compliance with development agreements and agreed development plans.

  • Senior Development Managers will have line management responsibility for team members. This could include Development Managers, Development Officers and/or Programme Officers.

  • To work in conjunction with the Council's Property Services Team and external valuation and marketing/sales advisers to maximise the physical and financial benefits accruing to the Council from redevelopment of land and assets.

  • To liaise with the Borough's Planning and Legal services on matters of tenancy, planning and development legislation and land law. To ensure that all proposals, and all appointments, comply with national and EU statutory and legislative requirements, and the Council's Standing Orders, Financial Regulations and other relevant procedures.

  • Ensure effective liaison with Residents, Members, Schools and community groups, Housing Management, Needs and Allocations, Housing Repairs, Home Ownership, Schools Property and Contracts, Community and Third sector team, Borough Valuers, Borough Solicitor and internal and external regeneration and funding agencies and partners.

  • Generally, to develop and maintain ongoing partnerships and take a flexible approach to meeting outcomes and empowering colleagues

  • Serve as a key member of the Growth team advancing the assets and growth strategy and new business development, identifying, and responding to "Growth" opportunities across the Borough on the Council's land and in partnership.

  • Post holders are required to work flexibly from Council offices, site, and consultant's offices as necessary. They will be expected to attend evening and weekend meetings as required and to work directly with members, residents and the public in consultation meetings and workshop and exhibition events. They will need to manage conflicting priorities and work to tight deadlines

  • The post holders will be required to visit dirty and noisy building sites and to wear personal protective equipment from time to time, although the job is predominantly office based, with regular visits to estates, schools and children's centres, and meetings in other offices

    Role Purpose

    To work within a team of project managers to undertake a technical Inspectors role for planned

    preventative maintenance (PPM) programme of works, and capital projects for LBHF housing residential and non-residential stock.

    To assist in the delivery of council designed PPM projects by ensuring site operations and construction works comply with relevant contract documents, Council requirements and all current legislation and are delivered to specification, on time and on budget.

    To work in a collaborative manner with LBHF's framework or separately appointed contractors.

    To work with all stakeholders to ensure the delivery of a customer focused service.

    Role Duties

    Consult with residents and customers regarding existing and future planned programmes of works and ensure that the contractors resident liaison function meets customer's needs in the preparation and delivery of maintenance works. To assist the project management to successfully deliver a PPM and Capital Works programmes, so that tight deadlines are "achieved whilst minimising disruption to residents. Record, monitor and report to Project Manager To work closely with relevant service areas' and stakeholders to ensure that the programmes of works do not impact on day to day services for residents: To carry out site visits and inspections to ensure compliance with the contract specification and drawings, adhere to current legislation and Council standards and policy. Ensure high quality of works and health and safety is adhere. To-attend site meetings.

    Provide professional advice and report if required to successfully deliver a PPM and Capital Works programmes. To prepare reports on progress, site activities and all other related issues. Ensure that all duties in respect of COM and future changes are fully met in relation to applicable one-off projects and ensure that partners are competent to carry out their responsibilities under CDM legislation

    Update relevant Quality Assurance systems/procedures/processes. Support the Project Manager in the provision of accurate information to Leasehold Services to enable statutory Section 20 consultation notices to be issued and liaise with them to prepare formal responses to all queries.

    Support the Project Manager in the provision of accurate cost data to Leasehold Services for service charge billing and investigate and prepare responses to queries of final invoices and preparation of information required to respond to Leasehold Valuation Tribunals where required. To work closely with the Project Manager to ensure that the budgetary targets for projects are met and regular reports are provided, together with managing changes to the project scope and agreement of financial changes. To ensure that agreed Council Policies, appropriate Standing Orders and Financial Regulations are followed in the performance of the duties of the post. Assist the Enforcement Officer in dealing with remedies to breaches of leaseholder and tenancy

    obligations in relation to building works.

    Contribute to the development of policy, practice, procedures and service planning for Asset Management and Property Services and participate in projects, working groups, service developments, audits and reviews as directed.

    Maintain own up to date knowledge of legislation, advances in technology and best practice relating to the functionality of this post and ensure that it is translated into action

    Build and maintain effective and productive working relationships with all internal and external stakeholders.

    Carry out other duties commensurate with their grade and directed by manager. To undertake any necessary training and development as deemed relevant to the duties and

    Managing Service Performance and Budgets

    Monitor and report on contractor's performance to the Project Manager to ensure that services meet

    performance, contractual compliance, quality and budgetary targets. Take corrective action if they fall out of target.

    Authorise and process requests for cost variations and ensure that all orders are processed in line with the Council's Standing Orders and Financial Regulations so that all expenditure is committed, tracked and monitored against target, actual and forecasted budgets.

    Provide information as required to colleagues to-support budgetary and performance monitoring, Health and Safety reporting, statutory and regulatory returns, audits and self-assessments.

    Attend meetings with tenants and leaseholders tq undertake pre-project consultation to ensure the needs, priorities and aspirations of residents are understood and involve customers in monitoring services so that customer feedback drives continuous service improvement.

    Prioritise and deal with all customer complaints and members enquiries in accordance with the Council's timescales and standards and aim to resolve them to the customer's satisfaction.
