Job Description

MMP Consultancy currently have an opportunity for a Housing Service Programme Manager to join a Local Authority based in Hammersmith.

To work closely with the Director of Housing and Housing Department Management Team developing and delivering Council and Departmental priorities to help Housing Services to maximise its potential, delivering effectively and efficiently services.

This will be a temporary position paying £330 per day.

Role Purpose:

* Ensure the effective preparation and co-ordination of the Director of Housing and Housing Department Management Team responsibilities.
* Write and oversee preparation of reports, briefings and correspondence to a high standard, on a wide range of issues including on emerging significant issues for the Council, London and nationally.
* Develop and maintain good working relationships across the Housing Service and Economy Department and wider Council to ensure the effective and efficient running of the Department in line with Council policies and values.
* Develop and implement business strategy, planning and performance monitoring, budget oversight and monitoring, helping Housing and Economy Department to operate efficiently and effectively, and ensuring close alignment of Housing with the wider responsibilities of the Council. This includes working with corporate and departmental specialists on matters such as supporting the smooth running of Council processes and the development and agreement of tenders and contracts.
* To support the development and implementation of Director of Housing and Housing Department Management Team priorities, using insight and intelligence.
* To highlight to the Director of Housing and Assistant Director of HUB any areas on under performance or non-delivery of Council priorities.
* Ensure that matters referred to the Economy Strategic Director's office are dealt with effectively, sensitively and confidentially as required.
* Attend meetings, working parties, panels etc. in support of and/or on behalf of the Strategic Director.
* As advised by the Strategic Director, Director of Housing, Assistant Directors of Housing to liaise with Councillors, the Departmental Management Team (DMT), Council services and others to ensure effective co-ordination and communication of major issues and those affecting the Strategic Director's responsibilities.
* Help ensure that the culture of the Housing Service and Economy Department aligns with and reflects the Council's Values and People Strategy. Promote and support the Council's equalities, diversity and inclusion policies and objectives through all work.
* Other duties as appropriate to the seniority and responsibility of the post as directed by the Director of Housing or Departmental Management Team in Housing.
* Manage the Corporate Complaints Programme for Housing and support this process across Economy.

    * Co-ordinate and facilitate consultation with customers in relation to involving them in reviewing and improving services.
    * Deal with and resolve complaints and enquiries to prevent them escalating to the next stage.
    * Support the corporate complaints team in collating information. Carry out specialist investigations into complex and multi-service complaints and co-ordinate responses.
    * Monitor follow up works to ensure these are completed within agreed timescales to the satisfaction of the customer and that learning from complaints is embedded within the process.
    * Build effective relationships with customers and keep them informed on progress of their complaint/enquiry to assist in the resolution of formal or informal complaints and to ensure customer confidence in the complaints process is maintained.
    * Feed into lessons learnt and action we have taken to prevent further service failures and complaints
    * Award levels of compensation to be paid to customers in line with the relevant compensation policies.
    * Process these once approved and monitor the amount paid and reasons why across the Directorate.
    * Work with the line manager to help identify training, procedural and policy issues and ensure all new service managers know what is required from them in relation to dealing with complaints, Members and Ombudsman enquiries.

    Skills & Abilities:

    * Experience of working with residents to resolve complaints.
    * Experience of dealing with a diverse community client base and developing successful strategies for dispute resolution.
    * Ability to organise own workload successfully using time management skills.
    * Ability to manage, organise and co-ordinate a large caseload, and manage conflicting priorities.
    * Experience in setting up and maintaining accurate records on both hard copy and computer, including database/spreadsheet management.
    * Excellent verbal and written communication skills.
    * Able to present information clearly, systematically and accurately.
    * Ability to persuade and negotiate with all stakeholder to achieve desired outcomes.

    Main Responsibilities:
    * Manage a portfolio of service charge accounts, working to targets set by the Collections Manager
    * Monitor individual accounts, determining and taking appropriate action to ensure that account holders pay service charges in accordance with the obligations under the lease
    * Authorise and check payment plans
    * Maintain contact with account holders through letter, email, telephone, or face to face as appropriate
    * Advise the account holder on the legal and statutory basis of service charges as appropriate
    * Instruct court/ recovery action as necessary

    Key Knowledge & Experience:
    * Good knowledge of leasehold issues, including but not limited to service charges, repairs and maintenance responsibilities, current law and legislation

    * Experience in leasehold management and practice, or of arrears management
