MMP Consultancy currently have an opportunity for a Senior Procurement Officer (Generalist) to join a local authority based in Kingston.

To focus on the delivery of various contracts for the Corporate & Communities directorate. You will develop and implement innovative approaches to supply arrangements that minimise costs and commercial risk, and deliver cashable savings, whilst at the same time enhancing

This will be a permanent position paying equivalent to 41K - 46K per annum.

Role Purpose:

* Managing the procurement process for high value/ risk contracts/ procurements
* Liaising with internal stakeholders to establish procurement requirements
* Conducting market research and producing analysis
* Managing end to end tendering process
* Leading on the preparations of the tender documentation
* Liaising with suppliers and drafting contract documentation
* Providing advice and support regarding the governance process within the context of the Council's Contract regulations and Public procurement legislation
* Supporting learning and development of the commissioning community in Kingston
* Maintaining the Council's commissioning and procurement guidance materials and templates
* Managing the procurement governance/gateway process to ensure timely and informed commercial decisions
* Contribute to/lead development of strategic gateway reports and briefings for Senior Managers and the Commissioning Governance Board
* Manages end to end procurement activity and applies project management approach in managing the timelines, risks and challenges to the procurement activities.
* Proactively assesses and manages procurements risk
* Ensures the procurement projects are delivered on time and meet outcome expectations

Skills & Abilities:

* Excellent knowledge of commissioning and procurement best practice
* Proven commercial skills and procurement experience in a public sector environment
* Substantial understanding of Public Sector procurement regulations and experience of managing procurement over PCR threshold
* Excellent knowledge of Public Contracts Regulations (PCR 2015)
* Educated to Degree level or equivalent, relevant experience.
* Professional Qualification - Management
* Professional Qualification - CIPS
* Commissioning and Procurement in a local authority setting or equivalent.
* Evidence of developing effective strategy and leading commissioning and procurement process
* Significant experience and evidence of delivery of procurement that achieves value for money/ savings/ efficiencies for the contracting authorities

    * Formal apprenticeship or craft trained equivalent.
    * Have an understanding of Legionnaires Disease and its control.
    * Is conversant with LPHW and LP Steam Heating Systems.
    * To have knowledge of BMES system
    * Driving License

    MMP Consultancy are looking for a Neighbourhood / ASB Officer to join a fantastic Housing Association in South London.

    * Provide a responsive and pro-active tenancy management service, including succession, and mutual exchanges, and requests relating to the tenancy across all tenure types.
    * Investigate and resolve tenancy breaches in line with the Association's procedures and where appropriate work in partnership with other agencies and colleagues.
    * Ensure estates and communal areas are managed to a high standard and in conjunction with other colleagues, set up, monitor and manage contracts for estate cleaning, grounds maintenance and communal repairs and liaise with property services teams as required.
    * Undertake estate inspections with residents, ensuring the reporting of any repairs, and completion of arising tenancy and estate management actions. This includes carrying out Fire Risk Assessment reviews.
    * Lead on the management of any homeownership units within the patch, including liaison with
    * Rents and Revenue Team, Property Services and Leasehold Officer. This includes support of statutory consultation, and responding to enquires arising from stair-casing and resales process.

    MMP Consultancy are currently seeking an Assistant Commercial Manager to work a permanent contract with a public sector housing organisation in London.

    Flexible working can be applied but will require office work from two locations.

    Key Duties
    * Reporting to two Senior Commercial Managers, covering patches of the organisation, the key duties will include multi million pound litigation and non-litigation contract disputes.

    * Contract values from £1 million to £45 million on current case load.

    * Allowing for up to 25 cases at a time the Assistant Commercial Manager will be responsible for looking at all contractual documents to establish the legitimacy and entitlement to certain claims or disputes.

    * Look at correspondence paperwork to support any claim being made.

    * Piece together financial losses, provocation and delay analysis.

    * Looking at all works information from design / drawings to on site.

    * May look to manage smaller claims from beginning to end on their own initiative.

    * Have a wide construction knowledge and deep analytical mind, inquisitive and meticulous in detail. Commercial knowledge and ability to communicate across multiple teams and stakeholders.

    * Once disputes have been resolved additional assistance with other areas of the commercial team and procurement.

    * Be part of a team of circa 8.

    Salary: Circa. £61,339 £5,000 car allowance (Neg.)

    Location: Central London 2/3 days with travel to a second office required on occasion.
