Job Description

MMP Consultancy currently have an opportunity for a Damp & Mould Surveyor to join a local authority in Westminster. My client is offering a 6-9 month interim contract which may get extended.

This will be a interim position paying £300p/d.

Role Purpose:

  • Work with the Area Repairs Manager (North West/South Central) to implement and develop effective systems to regularly inspect the external and communal parts of property, to identify any requirements for reactive repairs and cyclical maintenance, and to ensure the works required are carried out or programmed according to urgency and priority.
  • Work in collaboration with colleagues across Housing services to ensure a joint approach to improve quality and customer satisfaction for residents.
  • Support and manage a flexible approach to the deployment of resources within the Property Services Division to respond effectively to fluctuations in workload.
  • Highlight key investment needs and considerations to the Property Planning and Assets Team so that works can be appropriately planned in major works programmes.
  • Provide a high standard of technical support to the team. Manage the local delivery of the repairs term partnering contract to ensure compliance with contractual requirements. Work in collaboration and effectively with other teams within Housing services to deliver a seamless, holistic service to customers.
  • Health and Safety - ensure that the Councils Policy for managing the health and safety of residents, staff and contractors is fully implemented and documented. Provide expert knowledge on health and safety law applicable to the construction industry.
  • Provide strategic leadership within the Housing portfolio, contributing proactively to the collective leadership of the council, working collaboratively with Members, services, partners and stakeholders to deliver the council's objectives and priorities.
  • Ensure that all repairs in residents' homes are carried out to a high standard and the service is delivered in accordance with the contract.
  • Ensure that complaints are managed effectively and seek to resolve issues quickly. Ensure that defects which could give rise to claims of disrepair are resolved completely and fully documented.
  • Ensure that claims are made and processed for the cost of all works which fall within the scope of the Council's insurance policy. Ensure that all members of the team are aware of the terms of the policy.
  • Carry out post inspections of:
    • Building structure / furniture and fabric of the buildings
    • Resident in dwelling repairs (reactive and planned)
    • Communal areas o Estate and grounds
  • Inspections will be completed on Site Audit Pro or approved equivalent with photos and detailed diagnostics of the visit. Orders will then be raised on the system, managed and booked with the resident. Site reports and details of inspections will be provided to the resident within 3 working days of visits to the home and stored on our central system.
  • Manage and respond to requests for contract/cost variations each day, ensuring that any costs/changes are within Section20 limits (quantity, cost, scope) and where a request has to be rejected, giving an explanation and a required outcome, ensuring the response is made and recorded on Orchard within agreed SLA timeframe.
  • Manage payment approvals for contractors, up to a limit of £1,500 (per job above the PPR) and selecting jobs for post inspection and ensuring that jobs selected loop into the post-inspection process.
  • Manage cancellation requests received from the contractor, where request is refused provide full details of the reason for refusal.
  • Undertake pre-inspections. Before carrying out the appointment the postholder will contact the resident to confirm they are able to keep it . Following the inspection, complete and upload a Site Audit Pro and upload to SharePoint, and update visit details on Orchard.
  • Be responsible for proactively checking Orchard for orders raised that are insured perils. Ensuring claims are logged, monitored and progressed for the area e.g front door renewals.
  • Maintain Section 20 paperwork and insurance claims for pre and post inspections

Duties:

* Delivery of Voids service, being able to inspect properties and create specifications of works which is fit for purpose for tenants.
* Ensure contractor engagement and management in the delivery of works provided.
* Post inspection of works complete to guarantee a good quality of service.
* Deliver fit-for-purpose, safe, and good-quality properties to tenants on behalf of the social housing entity.
* Prioritise tenants with value for money and efficient delivery of work.
* Provide a defect-free period of at least 6 months after work.
* Manage the auditable and compliance information required, ensuring the system is completely updated and all invoices are paid when appropriate.
* Work with partners to set, coordinate, track, and ensure completion of voids with other services to get things done for the customer that meet or exceed customers' expectations.
* Dealing with unacceptable contractor performance ensuring all issues are remedied.
* Maintain up-to-date records and provide monthly statistical and qualitative information to the Voids and Maintenance Manager in respect of service performance indicators and progress against targets and budgets. Attending contractors' monitoring meetings as required to give performance feedback.
* Ensure records are kept up to date and information circulated to all relevant stakeholders including contractors, Lettings, Property Services, Housing Needs, Neighbourhood Services, Rent Accounting, Adaptations and Regeneration teams.

Desirable Qualifications

* HNC, HND, BTEC HND or higher, in a building discipline, or over 5 years of hands-on experience in related repairs surveying/ construction from a trade background.
* Relative experience of building maintenance in a local authority or other registered social landlord.
* Experience of working to strict deadlines within a busy multi-agency setting
* Experience in the management and administration of domestic building repairs
* Demonstrable experience of controlling costs expenditure of maintenance works

MMP Consultancy currently have an opportunity for a Contracts Manager (Voids) to join a local authority based in East Devon.

This will be a permanent position paying £41,418 - £48,474 per annum plus benefits

The Role:

  • The postholder will be responsible for managing reactive repairs team to ensure that my client provide the right repair at the right time, fix and stay fixed.

  • The postholder will be responsible for managing the integration and on-going management of the Councils Integrated Asset Management Contract.

  • The postholder will be responsible for ensuring that void properties are returned to standard, on time and within budget.

  • The post holder will be responsible for producing and monitoring KPI's, financial monitoring and control of works orders and will be the Contractors main point of contact.

  • The postholder is responsible for the management of a team of technical staff working on repairs and void works.

Job Purpose

  • Responsible for the day to day repair and maintenance of the Council's housing stock, including the management of staff and budgets.

  • To develop and maintain a partnership ethos and work with the Contractor to successfully deliver the Integrated Asset Management Contract.

  • Provide effective leadership and strong performance management of the Repairs and Voids Teams using service planning and measurement, the Performance Excellence Framework, regular one to ones and team meetings.

  • Lead the Maintenance Surveyors and work closely with the Property and Asset Manager to ensure the Property and Asset Team achieve its objectives, targets and performance measures.

  • Ensure that empty properties are brought up to our lettable/void standard within target times and that void and compliance procedures are followed.

  • Responsible for ensuring compliance matters relating to the Integrated Asset Management Contract across the stock are managed in line with current legislation together with the Compliance Officer to ensure the safety of tenants and their properties at all times.

  • Ensure we are leading good practice in relation to our approach to asbestos, gas safety, fire risks and all other areas of statutory compliance and safety across our stock.

  • To effectively monitor, manage and analyse the contract KPI's including cost control and undertake regular quality inspections. This involves identifying trends, liaising with the contractor and taking remedial action in the event of service failure.

  • To investigate and rectify complaints, both formal and informal regarding void and reactive repairs. Identify any learning outcomes and ensure any improvements to procedures are implemented.

  • To prepare, allocate, manage, monitor and record budgets and take remedial action where trends may indicate overspend.

  • To collate and analyse statistical information on Repairs, assess trends and works with the Asset Management Team on the future planned maintenance programme. Ensure data relating to replacement of property components is reported back to Assets in the correct way.

  • Ensure that repair jobs are properly recorded on the OpenHousing system, coded, ordered and invoices processed efficiently.

  • To work with the contractor in the development of an effective list of standardised components in conjunction with the Asset Management Team.

  • To work with the Property and Asset Management team to investigate, address and respond to complaints from tenant and leaseholders in accordance with the corporate complaints procedure. Also to deal with enquiries raised on behalf of residents from Cllrs.

  • To ensure that the repairs team oversee works in progress including variations to the costed scope of the work, standard of workmanship and materials and that work not covered in the original order is processed correctly in accordance with procedures relating to variations

  • Ensure the Council achieves value for money at all times and complies with Council Standing Orders and Financial Regulations. Maximise our procurement savings by ensuring contractors use materials and services provided through Advantage South West and/or other supply chain procurement arrangements.

MMP Consultancy currently have an opportunity for a Maintenance Surveyor to join a local authority based in East Devon.

This will be a permanent position paying £40,221 per annum plus benefits

The Role:

To provide the day-to-day repair service to tenants and maintain the Council's housing stock. To manage the day-to-day repair/void contracts and contractors to a high standard providing high quality repair services to the Council and tenant. To support the Senior Technical Officer and other technical staff in achieving the priorities and objectives of the Council.

Job Purpose:

  • Dealing with the reactive and planned property maintenance requirements of the Council's dwellings within a prescribed budget and aligned to the contract, and to ensure compliance with the current Decent Homes Standard.
  • Investigate repair requests, diagnose faults and complaints, commission repairs and supervise them through to completion. Carrying out pre and post inspections of repairs in line with the current contract requirements.
  • Establish appropriate effective working relationships with the current contractor/s which support and grow the partnership.
  • Provide a supportive technical duty surveyor function to the current contractor/s, and the contact centre team on a rota basis.
  • Undertake the preparation of condition surveys to enable the implementation of the planned and cyclical maintenance programmes.
  • To manage the quoted works and exclusion works elements of this contract to ensure value for money and accuracy of these works in line with the contract.
  • Processing/managing claims for payment in line with specific Contract terms, set limits, Statutory Regulations, procurement rules and the councils Standing Orders.
  • Monitoring contractors on site and reporting on performance issues while ensuring value for money.
  • Survey properties to identify, log and deal with the presence of asbestos based materials.
  • To be involved in regular operational meetings with the current term contractor in order to assess contract performance.
  • Check dwellings to ensure that the Council meets its legal responsibility in relation to Statutory Compliance in line with current Regulations, e.g., gas, electric, fire, legionella, solid fuel etc.
  • To support the void team where required in preparing work specifications within tight time schedules to meet performance indicators, including pre and post inspect void works, financial management of voids etc.
  • Ensure contractors work safely and within the current Health and Safety/CDM Requirements.
  • Determining those repairs which are the tenant's responsibility and implementing the Council's Recharge Procedure.
  • Assisting in the management of disrepair claims to include reviewing the matter, carrying out detail site inspections, preparing detail Reports and initiating repairs.
  • Assisting in the management of complaints to include acting as a point of contact, reviewing the matter, carrying out detail site inspections, preparing detail Reports and resolving all issues.
  • Help to update the Council's Stock Survey records held by the team, using existing property databases.
  • To help deal with general correspondence concerning property matters.
  • Assist in advancing tenant participation and involvement to ensure that tenants and leaseholders influence the management and maintenance of their homes.
  • Support the Council's approach to equalities and diversity ensuring that our services and policies identify, address and promote the needs of our diverse community. This includes the need for safety of children and other vulnerable people.
  • Take personal responsibility for the relevant aspects of the Council's Health and Safety Policy.
  • Ensure awareness and compliance with the Council's policies, Code of Conduct and Constitution.
