MMP Consultancy are looking to recruit a Contracts Officer working with a Local Authority in North West London.

Duties:

  • To support and co-ordinate the Property Services teams, ensuring that all aspects of the service are delivered within target and compliance with the statutory and regulatory obligations of the Client.
  • To provide high levels of technical administrative support, ensuring robust systems are developed and maintained to deliver all aspects of work with information readily available to relevant staff.
  • Ensure that a comprehensive and high-quality administrative function is provided to support the Property Services Team, which is effectively and efficiently provided with flexibility to ensure continuity of service delivery.
  • Support the maintenance of asset management data and customer/stakeholder engagement for the effective delivery of the investment, repairs, servicing and cyclical programmes.
  • Ensure that comprehensive records are maintained and retained to support the monitoring of performance and expenditure.
  • Manage all documentation and preparations required to take legal actions to enforce tenancy and leasehold agreements for all Property Services issues including gas forced entries and planned works.
  • Manage the entire forced entry process in line with housing and leasehold legislation.
  • To work in conjunction with the managers to ensure the work of the Property Services team is carried out in an effective, efficient and economical way, reflecting the requirements of the performance standards to provide best value outcomes to its customers and other stakeholders.
  • Manage and monitor the performance and quality of processes and the outputs and outcomes of the Property Services Team and its contractors and consultants, providing regular reports upon the findings.

MMP Consultancy are looking to recruit a Homelessness Prevention Officer on a Temporary basis for a Local Authority based in North West London.

Duties:

  • Managing a caseload of people who are currently experiencing a housing crisis and provide a service that seeks to minimise the duration of that crisis.
  • Understanding the complex, multiple needs as well as strengths of those individuals and develop trusting, non-dependent relationships to improve their confidence and motivation to progress towards their next step in housing.
  • Empowering individuals to find their own solution to their housing crisis, drawing on the assistance provided by the Housing Options Team.
  • Create individual Personal Housing Plans (PHPs) for everyone in housing need to sustain existing accommodation and/or find new housing, taking account of their personal circumstances and keep the plan under review.
  • Carry out all agreed actions in the PHP that the Council is to take in a timely manner and update the plans promptly.
  • Helping people to understand the rented housing market, keeping up-to-date with Local Housing Allowance, benefit changes, and opportunities.
  • Providing some support for individuals through the resettlement process when moving to a new home.
  • Helping tenants with preparing defence forms for section 21 and other relevant court proceedings

Key Responsibilities:

  • Manage tenancies across all tenures to provide excellent tailored services that sustain tenancies and make best use of our homes.
  • Tailor new customers relationships according to need, maintaining the most appropriate ongoing contact with customers to enable them to understand and fulfil the expectations of their tenancy agreement.
  • Make the best use of our homes by supporting customers to be in the right home whether through use of registers, mutual exchanges, transfers, decants and under-occupation.
  • Help customers to understand their responsibilities as tenants and how to sustain their tenancy.
  • Build safe communities with proactive and consistent service delivery to reduce and respond to reports of anti-social behaviour, hate crime, domestic abuse, safeguarding and other tenancy breaches.
  • Undertake appropriate activities to prepare cases for legal action and deliver successful outcomes on legal cases for the organisation.

£22.15 - £28.13 per hour

MMP Consultancy are looking to recruit a Recovery Officer on a Temporary basis for a Local Authority based in West London.

Duties:

  • To support the Council Tax and NNDR Debt Managers in providing an efficient enforcement and recovery service for the authority.
  • Update, investigate and reconcile Council Tax & NNDR accounts and take appropriate further recovery action where necessary in line with section guidelines to maximise revenue for the authority and ensure that targets are met within the department.
  • Promote and implement the Council's Policies, particularly in relation to service provision and with due regard to customer care.
  • Effectively utilise such IT systems as required during the course of duties.
  • Interrogate and update appropriate systems and procedures in assisting to achieve Divisional and Council objectives and make sure the section meets its procedural obligations.
  • Liaise and action information/enquiries from other sections, departments and outside agencies as necessary (e.g. DWP, collection agencies, employers and citizen's advice bureau), including maintaining accurate records of debt with external collection agencies and to allocate and process payment schedules and raise invoices as necessary.
  • Process and log all cases returned uncollected by the Enforcement Agencies and take appropriate action as defined by procedures and the Enforcement Agents reports.
  • Deal with enquiries in relation to cases at Enforcement Agent stage and liaise directly with the Enforcement agencies and debtor.
  • Undertake system checks using Experian or other Council systems as appropriate for the purpose of tracing, closed account procedures, credit checks and identifying possible fraud.
  • Prepare paperwork for committal, charging orders, applications to set aside etc in line with sectional guidelines.
  • Deal with correspondence, telephone, e-mail and counter enquiries accurately and effectively as appropriate and within the departments target.


Knowledge and Skills:

  • IRRV qualification desirable, you must have experience within the council tax & business rates sector and a good understanding of the relevant legislation.
  • Experience of the Academy system for council tax and NNDR (business rates)
  • Able to use Word, outlook and excel spread sheets.

Job purpose
This key role will help ensure the Group continues to meet its obligations for mechanical and electrical standards as part of its building safety obligations and keep residents safe.

Reporting to the Planned and Cyclical Programme Manager, develop and deliver mechanical and electrical works programmes as part of the Group 5 Year Investment Plan.

To manage procurement, contract management and delivery of all mechanical and electrical programmes as required, either through direct management of contractors or through specialist consultants

To manage all mechanical and electrical contractors and contracts ensuring best practice in contract management and a clear procurement strategy in place going forward.

To provide advice and assistance to the Head of Property and or Property Managers on mechanical and electrical matters as may arise from cyclical or responsive maintenance works.

To work as part of the Property and Places Team to ensure the service provides a high-quality property management service that meets all statutory and regulatory obligations and achieves high levels of resident satisfaction.

To prepare reports, programme and cash-flow forecasts for internal meetings, and work with the Planned and Cyclical Manager to support the preparation of reports for Board Committees and Board commensurate with the duties and responsibilities of the role.

To be an ambassador for The Group and demonstrate the values of the organisation both internally and to external stakeholders.
