Job Description

MMP Consultancy currently have an opportunity for a Capital Projects Surveyor to join a local authority based in Esher, Surrey. This will be an interim position paying £55.95p/h Umbrella.

This role is a part time position with an expectation of 3 working days per week.

About The Role:

As a member of the Building Surveying Services section you will:

  • Deliver and manage major capital works contracts in line with contract specifications, agreed performance standards and ensure works are executed efficiently, with minimal disruption and with value for money.
  • Deliver pro-active, professional and customer-focussed surveying services, to ensure that the Council's land and property assets are fit for purpose and legally compliant.

Main Purpose Of Role:

  • Plan, co-ordinate, execute and manage delivery of specific capital and major works' projects, along with planned maintenance and repair programmes of work in conjunction with the Senior Building and Projects Manager
  • Deliver pro-active, professional and customer focused quality surveying services for all the Council's properties to ensure that the Council's land and property assets are fit for purpose.

Duties & Responsibilities:

  • Prepare cost estimates for works and services; provide cost information to assist in budget preparation.
  • Plan, procure, implement and manage specific projects and services to achieve delivery on time, within budget and to the expected standards of quality in compliance with legislation and good practice.
  • Ensure that activities are properly planned and co-ordinated to enable the Council to meet its statutory obligations.
  • Regularly monitor actual and forecast spend against allocated projects and jobs. Provide regular cost information for the purposes of departmental budget management and ensure that prompt corrective action is taken where necessary.
  • Liaise with other members of the AMPS surveying team to agree and plan solutions for projects procured and managed as part of the major works programme.
  • Undertake work in-progress inspections and post-inspections to ensure that the required quality standards are attained. Maintain records of inspections undertaken and ensure that any necessary corrective actions are carried out.
  • Establish and implement key performance indicators (KPI's) for each project. Ensure that contractors are managed effectively, monitor and report on progress and performance, and take prompt corrective action where appropriate.
  • Liaise and communicate effectively with colleagues, contractors and external stakeholders, to ensure that projects are properly co-ordinated and stakeholders are kept fully informed to minimise disruption.
  • Provide professional and technical building surveying advice to colleagues, building users and others.
  • Undertake a range of building surveying activities in support of AMPS services and objectives, including: inspections and surveys, defect analysis, feasibility studies, preparing reports and cost estimates, producing specifications, drawings and tender documents, obtaining licences and statutory consents, procurement of works, services and supplies, project management and contract administration.
  • Procure and manage consultants and other specialist advisors where appropriate.
  • Ensure that surveying activities and building works are carried out in accordance with all relevant legislation and Council policies.
  • Ensure that works, services and supplies are procured in accordance with the Council's procurement guidelines and standing orders.
  • Ensure that value for money is demonstrated in the procurement of works, supplies and services. Use effective procurement to achieve cost and efficiency savings.
  • Provide accurate and timely information to enable cost, quality and service performance to be measured.
  • Contribute to increasing energy efficiency of the Council's property assets by actively promoting a sustainable approach to building maintenance.
  • Contribute towards the production of AMPS teams Service Delivery Plan and in delivering the Council's vision, key developments corporate plan etc.
  • Participate as appropriate on corporate working groups.

list Fire Risk Assessor

MMP Consultancy are currently seeking a Fire Risk Assessor for a local authority based in South London on an interim three-month rolling contract, undertaking Risk Assessments to social housing properties. Min £350 per day (Inside IR35 - neg.)

Will require an on-site presence between office, site and home.

Key Duties:

  • Be responsible to the team manager and for day to day management of the health and safety of building projects, maintenance contracts and fire risk assessments across the borough.
  • The allocation of work to property services officers/supervisors or external contractors/sub-contractors. To be responsible or established standards of work, cost, allocated building maintenance, building construction or related works within the team.
  • Surveying or building experience preferably with some knowledge of the principles of Fire Safety in Purpose built blocks of flats.
  • Knowledge of BS 9999, Regulatory Reform (Fire Safety) 2005 and PAS 79.
  • Knowledge of contract law, statutory regulations, guidelines, British standards and their implementation in relation to refurbishment and maintenance contracts.
  • Ability to supervise and support a team of staff and contractors.
  • Ability to plan and manage work to implement programmes and meet targets set by the Team Manager.

Experience Required:

  • Qualified fire risk assessor
  • Need to be a member of IFE
  • Experience of working with complex social housing tenanted blocks
  • Willing to work with current team members and work with them to mentor them and share their experience
  • Expected to input on current FRA template and make improvements where necessary and work on improving processes/policies
  • Training will be provided as a minimum requirement to carry out fire risk assessments.

MMP Consultancy is currently seeking a Fire Building Surveyor (FRA) for an interim contract with a Public Sector organisation in Northamptonshire. £300 per day (Inside IR35).

Key areas of work will involve the assessment and delivery of Fire Risk works to social housing properties.

Key Duties:

* An experienced Building Surveyor is required to manage fire risk assessment (FRA) remedial works across a portfolio of 11,000 social housing properties.
* The role involves ensuring compliance with fire safety regulations, overseeing contractors, and delivering high-quality remedial works that enhance resident safety.
* Ensuring works are completed and evidenced to meet the relevant fire safety certification scheme for example FIRAS, Certifire etc.
* Contract Management of the supply chain under a JCT MT contract.
* The successful candidate will work closely with internal teams, external consultants, and contractors to ensure timely and cost-effective and robust solutions to deliver works to remedy FRA actions.

What you'll preferably to have:

Degree in Building Surveying, Fire Safety, or a related discipline
Fire safety-related qualifications (e.g., Level 3 Fire Risk Assessment, NEBOSH Fire Safety Certificate) are highly desirable.
Membership of the Institute of Fire Engineers or similar body
Chartered membership of RICS or CIOB (or working towards).

We are seeking a Building Safety Manager for a major landlord, the role will require someone who will take the lead on a patch of high-rise properties, make decisions based on the best practice and future proofing principles. Management of documentation, liaison with multiple internal teams and external contractors / consultants. Ensuring the compliance of all properties within the patch and any works are being managed appropriately.

Key Duties

  • Effectively contribute to the wider Building Safety team to provide ongoing support to colleagues and others through the sharing of knowledge, experience and skills.
  • Actively supervise the safe management of higher-risk residential buildings through an operational understanding of their construction, complexity, use, hazard profile and analysis of associated risk.
  • Implement and maintain effective controls in respect of structural and fire safety ensuring that all life safety systems are effectively managed and maintained.
  • Ensure that building safety information is current, available and in the required format to the London Fire Brigade and other regulatory, and professional agencies.
  • Ensure that the resident engagement strategy is in place, that it has been communicated and understood by residents and that it is effectively applied to ensure that any safety concerns are recorded, reported, monitored, and tracked to their appropriate completion.
  • Provide a frequent and visible presence within allocated buildings to offer professional, informed advice and support to residents, authorities, and other stakeholders on the fire safety strategy to ensure they are clearly defined, and understood as to responsibilities, decisions, and actions that individuals should an event occur.
  • Ensure that regular inspections and monitoring activities are conducted to understand how residents are using the building.

MMP Consultancy are seeking a Building Surveyor for a North London social housing organisation on an interim to permanent contract.

About the role

Expenses: Business-related parking and mileage are paid.

Contract: Rolling Contract (Covering Permanent)

Vehicle: Requires Use of a Vehicle with Full UK licence

Hours: 37.5 hours

Key Duties:

* Excellent knowledge of all aspects of repairs and maintenance services in housing, to include building regulations, legislation, health & safety, best practice, and Schedule of rate codes (SOR).

* HHSRS and General damp, structural and building diagnostic knowledge (minimum 5 years).

Damp works will be in scope with planned programme as separate Repairs team is looking after generic damp and mould queries and applications.

* Carry out inspections on their own to diagnose findings.

* Carry our daily re-booked inspections, report back, raise orders and issues work via own DLO or supply cains to suit findings.

* Manage the delivery of Planned repair works - identifying repairs, faults and issues , scoping and raising specifications, technical advice, monitoring progress on and off-site, raising orders and approving/rejecting variations on SOR codes, undertaking pre, mid and post-inspections, managing work in progress (WIP), expenditure and key performance indicators (KPIs) within agreed parameters.

* Prepare and provide specifications for quotations on works that sit outside of the current schedule of rate codes (SOR).

* Manage a team of sub-contractors and operatives, overseeing their performance, inspecting their work, and providing accurate technical advice to resolve day-to-day issues.

Key Duties:

  • Lead and project manage a portfolio of major capital investments works to Haringey council's housing stock, ensuring successful delivery and that contract conditions are complied with, that budgets and timetables are adhered, that high-quality standards and value for money are provided and that statutory, regulatory and Council requirements are always delivered.
  • Lead a team of project managers and consultants responsible for the delivery of a range of projects within the housing capital investment programme of up to £20m p.a. Provide effective leadership, support and motivation and ensure the team are recruited, trained, managed, appraised and developed in accordance with internal and statutory procedures in an effective and sensitive manner.
  • Accountable for the successful delivery of all projects within your portfolio, monitoring project performance through Key Performance Indicators (KPIs), project spend and other management and project information and prepare regular, ad-hoc and end of year reports for project and Asset Management teams, boards, senior managers and others and attend board and committee meetings as required.
  • Ensure high standards of project administration are always maintained, that comprehensive, accurate, up to date project documents are maintained to the required standards on all projects managed by the team including but not limited to project documentation, project budgets and project cash flow forecasts.
  • Lead on the development and delivery of all projects related resident engagement and communication plans, achieve high levels of resident satisfaction and attend resident meetings and liaise with individual residents ensuring that residents are kept fully always informed.
  • Proactively collaborate closely with colleagues across Housing and the Council, members, internal and external stakeholders to ensure a holistic approach to the delivery of works and services to residents and that the interests of the council and of residents are protected.
  • Ensure compliance with all regulatory and statutory requirements, contractual requirements, quality standards and Council governance policies, processes and procedures always and that there are robust monitoring and change control mechanisms are in place.
  • Manage and take responsibility for the resolution of members enquiries, complaints, ombudsman enquiries, freedom of information, data protection issues and leaseholder and tenant requests.
  • Ensure compliance with all leaseholder legislation, produce detailed Section 20 notices for the works that will be undertaken, ensure leaseholder consultation is effectively managed.
  • Lead on the contract management and procurement of works and services contracts to support the delivery of the Housing capital investment programme, implement a robust contract management framework and resolve any contractual and legal disputes and ensure value for money at all times.


Key Skills:

Project management - evaluate effectiveness of contracts and consultants used and make recommendations or changes as required.
Procurement - Use of tendering, framework and partnering contracts, framework consultants and full OJEU (where applicable) procedures and to lead groups to achieve efficiency and cost improvements.
Contract management - oversee contracts and procurement processes, ensuring all works are delivered in line with agreed terms and conditions. Manage Quality Control issues in consultation with sub consultants and make appropriate recommendations for change.
Budget control - develop and manage project budgets, ensuring cost-effective solutions and financial accountability.
Internal and external stakeholder engagement - liaise with residents, contractors, and other stakeholders to ensure clear communication and successful project outcomes. Lead/attend meetings with stakeholders as appropriate, preparing briefing notes, presentations or reports as appropriate.
Health and Safety - oversee health & safety compliance on all projects, implementing best practice and risk management strategies.
Reporting - provide regular updates and reports to senior management on project progress, risks, and performance.

Experience / Qualifications:

* Extensive knowledge of the capital projects industry within social housing.
* Building background with a suitable qualification or demonstrated experience.
* Communication skills that will enable consistent and quality communication between staff, contractors and potentially residents.
* Strong organisational skills to ensure that appointments are met, orders are raised, and work is scheduled efficiently.
* IT knowledge and experience, with demonstrated background in raising orders, checking repair order histories and basic skills in Microsoft packages.
* Use of appraisal system desirable.
