Job Description
MMP Consultancy are currently seeking a Project Manager/Quantity Surveyor for a Local Authority in North West London on a contract basis paying £350/day Umbrella.
Job Purpose:
* As a member of the Housing Asset Management Team, contribute towards achievement of the services aims and objectives as contained in the Smarter Housing Plan.
* To act as lead professional in all aspects of inspections, design and building contract procurement of works commissioned for the section and to provide expert professional and technical advice in all matters relating to the building stock in a customer focussed manner.
* To act as Project Manager for planned maintenance and improvement projects as assigned, providing a professional and efficient service, ensuring that works are carried out within the agreed constraints of time, budget, quality and performance and in compliance with statutory legislation, building regulations, health and safety policies and financial regulations.
* This role also requires the Project Manager to take budgetary control for projects in the region of £2m to £3m. As well as managing assigned projects the role will also require the individual to take on all aspects relating to quantity surveying/cost consultancy. This will require the individual to advise on procurement routes, procure the work, prepare estimates and bills of quantities, analyse costs and maintain cost control.
Job Context:
* Managing the budgets of and delivering the Decent Homes improvement and other major repairs/improvement programmes
* On occasions delivering minor works alongside major works projects
* Maintaining an up to date information system on stock condition
* Surveying and inspecting properties
* Development of Strategies and Policies relating to Asset Management

Key Skills:

Procurement - Use of tendering, framework and partnering contracts, framework consultants and full OJEU (where applicable) procedures and to lead groups to achieve efficiency and cost improvements.
Contract management - oversee contracts and procurement processes, ensuring all works are delivered in line with agreed terms and conditions. Manage Quality Control issues in consultation with sub consultants and make appropriate recommendations for change.
Budget control - develop and manage project budgets, ensuring cost-effective solutions and financial accountability.
Budget control - ensure internal and external funding sources for projects are identified and manage the project budget and other financial resources associated with the project.
Internal and external stakeholder engagement - liaise with residents, contractors, and other stakeholders to ensure clear communication and successful project outcomes. Lead/attend meetings with stakeholders as appropriate, preparing briefing notes, presentations or reports as appropriate.
Health and Safety - oversee health & safety compliance on all projects, implementing best practice and risk management strategies.
Reporting - provide regular updates and reports to senior management on project progress, risks, and performance.
Experience / Qualifications:
* Extensive knowledge of the repairs industry within social housing.
* Building background with a suitable qualification or demonstrated experience.
* Communication skills that will enable consistent and quality communication between staff, contractors and potentially residents.
* Strong organisational skills to ensure that appointments are met, orders are raised, and work is scheduled efficiently.
* IT knowledge and experience, with demonstrated background in raising orders, checking repair order histories and basic skills in Microsoft packages.
* Use of appraisal system desirable.

Voids Surveyor
MMP Consultancy is currently sourcing for Voids Surveyor for an initial interim contract with a Public-Sector organisation in Northwest London.
Working within social housing to manage Voids duties including Minor and Major works. Holding high standards of quality, time and value for money.
Title: Voids Surveyor
Salary: £35 per hour - Inside IR35
Location: Northwest London
Contract: Rolling Contract
Duties:
- Delivery of Voids service, being able to pre inspect properties and create specification of works which is fit for purpose for tenants.
- Ensure contractor engagement and management in the delivery of works provided.
- Post inspection of works complete to guarantee a good quality of service.
- Deliver fit-for-purpose, safe and good quality properties to tenants on behalf of the social housing entity.
- Prioritise tenants with value for money and efficiency delivery of works.
- Provide defect-free period of at least 6 months after works.
- Manage the auditable and compliance information required, ensuring the system is completely updated and all invoices are paid when appropriate.
- Work with partners to set, coordinate, track and ensure completion of voids with other services to get things done for the customer which meet or exceed customers' expectations.
- Dealing with unacceptable contractor performance ensuring all issues are remedied.
- Maintain up to date records and provide monthly statistical and qualitative information to the Voids and Maintenance Manager in respect of service performance indicators and progress against targets and budgets. Attending contractors' monitoring meetings as required to give performance feedback.
- Ensure records are kept up to date and information circulated to all relevant stakeholders including contractors, Lettings, Property Services, Housing Needs, Neighbourhood Services, Rent Accounting, Adaptations and Regeneration teams.
Desirable Qualifications
- HNC, HND, BTEC HND or higher, in a building discipline, or over 5 years hands on experience of related repairs surveying/ construction from a trade background.
- Relative experience of building maintenance in a local authority or other registered social landlord.
- Experience of working to strict deadlines within a busy multi agency setting
- Experience in the management and administration of domestic building repairs

Job Purpose:
To be responsible for a specific work stream within the Asset Management team, providing a professional housing surveying service for the repair, maintenance, improvement and re-servicing of council owned, managed and leased stock in accordance with our clients policies and procedures, providing an effective responsive repair, planned maintenance and project management service for the organisation.
Key Accountabilities:
- The post holder reports to the either the Major Works & Voids Manager or the Disrepair & Special Projects Manager.
- The post holder, depending on the team speciality, will be responsible for special projects, disrepair, estate improvement, asbestos management and minor works OR reactive and planned repairs, voids and fire damage.
- The post holder will take the lead in areas for which the team is responsible and will include coaching other members of the team.
- The post holder may be required to work evenings, weekends and occasional public holidays, in order to ensure consultation and service requirements are met.
Key Tasks:
Key tasks and accountabilities are intended to be a guide to the range and level Qf work expected of the 'post holder. - 2012.
- To affect the leaks procedure, including liaising with the Legal Section to initiate enforcement action.
- To assist with the contract documentation for invitations to tender, examine tenders and recommend contractors for appointment, using expert knowledge.
- To act as client in relation to technical consultants, challenging practices and costs where necessary
- To prepare project programmes, structural reports, feasibility studies, scheme specifications and tenders for capital and revenue programme schemes, including environmental works. To manage small project teams that involves other stakeholders within the council.
