Job Description

MMP Consultancy currently has an opportunity for a Surveying Project Manager to join a housing association based out of Bristol.

This will be a permanent position paying £46,856 P/A Plus Benefits

The Role:

  • The responsibilities will be varied and wide-ranging, with a primary focus toward Damp and Mould related projects. You will work closely with the Home Repairs Service to provide the full range of Building Surveying services project management support.
  • The role involves surveying customer homes and communal spaces. You will be working alongside our residents and leaseholders taking ownership of ensuring that repairs are managed end to end and to manage issues and complaints that arise before, during or after works

Job Purpose:

  • Ownership of larger Damp and Mould case, HSSRS cases as well as complex projects from inception to completion, ensuring that repairs are project managed to meet deadlines and within budget.
  • Surveying and Identifying building defects through, conducting the correct building pathology & testing.
  • From Initial triage of cases (particularly related to HSSRS) you will take ownership from Site visit through to completion of project.
  • Completing detailed reports and specification writing, for example to support section 20 notices and Damp and Mould /disrepair claims.
  • Although the role is focused on Damp and Mould there will be development opportunity to be involved with Procurement, tendering, organisation, and management of individual projects. For example, Insurance claims, fire damage, DFG's, Structural Movement and demolition work.
  • Mutual Exchange condition reports.
  • External Stake Holder engagement, for example with Local Authorities.
  • Project Managing to include preparation of plans, prebuild meeting construction phase oversight, maintaining value for money and budget control throughout the project.
  • Working with customers & internal departments to ensure that works are completed, and the customers are supported during the construction process.
  • Actively contributing to the day-to-day operational delivery of construction work, primarily stand-alone building projects.
  • Providing excellent customer service, building relationships with communities and promoting the organisation.
  • Supporting the repairs and empty homes delivery teams with technical knowledge.
  • Developing and carrying out quotations and tenders within procurement guidelines.
  • Working with the Safe Homes teams ensure that all subcontractors are working compliantly and to the required standards set out by the Health and Safety executive and my client.
  • To be responsible for creating a culture of excellence and continuous improvement with a focus on right first time.
  • Carrying out post work quality inspections ensuring the works are too standard, fit for purpose and value for money.
  • Working closely with other Managers within HRS to ensure the most appropriate resources are deployed to carry out works.
  • Upholding my clients internal control systems including Standing Orders, Financial Regulations and Data Protection as well as all relevant policies and procedures.

This will be a interim position on a 6-9 Month contract paying £49 P/H Umbrella.

Job Purpose:

The purpose of the role is to manage clients' applications for Disabled Facilities Grants, loans and repair grants, including designing and organising schemes ensuring the property meets the needs of individuals and the Decent Homes Standard.

Role Responsibilities:

  • Produce practical specifications, detailed drawings and schedules of work for extensions and other adaptations which contractors can work from to carry out the construction work. Ensuring compliance with Building Regulations, Planning Permission, listed building consent and good practice.

  • Obtain quotations and estimates from contractors and to scrutinise them and undertake a fair costings exercise for the proposed work.

  • Carry out interim and final inspections and to appraise unforeseen works where technical problems have been encountered and to negotiate with applicants and contractors in matters of dispute, and to make decisions for approved grants and loans. Checking of final accounts, invoices and defects liability.

The Role:

  • In this role as a Housing Surveyor you will work as part of our busy Repairs, Voids and Maintenance team, creating the best place to live for our residents by overseeing the Maintenance of my clients 5000 Council owned homes.

Job purpose:

  • This role is to inspect, and project manage the rectification of properties. You will carry out inspections of homes to prioritise repairs (major/minor), adaptation and improvement work.
  • As part of this Housing Surveyor role, you will be responsible for; The health, safety, and condition of council owned dwellings by identification through inspection of void properties, and analysis of defects leading to project managing cost effective works to time, quality and budget.
  • The planning, preparation, procurement, delivery and management of revenue and capital works programmes to time, budget and quality from inception to completion.
  • Management, administration, procurement and supervision of contractors delivering inspection, risk assessment, renovation, servicing and maintenance to council owned property.
  • Taking part as required in emergency planning. Carrying out surveys and inspections of council-owned property to diagnose repair defects and order effective remedial works.
  • Prepare strategies, reports, and feasibility studies into specific related subjects. Occasional desktop diagnosis of customer repair enquiries offering effective remedial works to reduce the number of site inspections of council owned property completed by colleagues.
  • Working with my clients Contractors, placing orders for remedial works to void properties, managing the works & monitoring from start to completion, revenue and capital budget monitoring, attending contractor meetings and occasionally supporting other teams with surveying tasks.
  • The role will be to ensure that on site delivery standards are high; achieving value for money and customer satisfaction and will involve extensive liaison with external contractors including budget management, design, agreement of specifications, procurement, contract administration, financial monitoring, Stock Condition / HHSRS surveys, building pathology and interaction with tenants and leaseholders.
  • You will be HND or degree qualified, or, alternatively have relevant experience in an appropriate profession.
  • You will have some experience of manging capital and revenue works ideally in a social housing environment, with an understanding of housing, procurement, project management and budget management.
  • The ideal person would be able to manage their own workloads, often to defined timescales, on a range of projects.

The Role:

  • Deliver Housing Capital Programme contracts ensuring the objectives, targets and priorities of the Council are achieved whilst remaining compliant within statutory regulations.
  • Provide high quality Housing Capital Programme service expertise to assist in the delivery of the Council's aims, objectives and operational planning.

Job Purpose:

  • Deliver Capital Programme contacts across the following areas of responsibility: 1. Provide effective contract management which delivers efficient Capital Programmes that are customer focused, deliver value for money and maintains properties to an appropriate standard.
  • Manage external contractors to deliver excellent performance at all times for all workstreams allocated to them.
  • Actively engage with residents in relation to projects and assist in continually improving resident satisfaction with service delivery.

Job Purpose:

  • To plan, prioritise and ensure delivery of planned and cyclical maintenance programmes and projects on all properties owned or managed by my client, including budgetary control, contract management, service coordination and administration to ensure that projects are delivered to the agreed standards and achieve the expected levels of customer satisfaction.
  • To support the Assets Investment Manager to check data and verify investment decisions to ensure all properties meet Decent Homes Standard

The Role:

  • Plan and produce annually, detailed assessments for each property within the designated programme / portfolio, to identify and prioritise the need for improvement works and ensure that the planned maintenance programme is updated accordingly and delivered in line with the Asset Management Strategy.
  • Ensure that all planned maintenance projects are managed within time and quality requirements, whilst being financially complete within budget by the end of January each year, including the management of planned maintenance tenders to ensure they are issued and assessed in advance of a new financial year.
  • Oversee the implementation, progress, completion, and monitoring of cyclical maintenance programmes, including the development of specifications, schedules, descriptions of works and other technical information.
  • Ensure that all contracts and other works are awarded properly, fairly, and equitably in line with the Procurement Policy and associated procedures.
  • Prepare programmes of service equipment visits and organise service contracts (excluding mechanical and electrical), inspect assets and review contractor servicing reports to identify and generate any follow-on orders for remedial works.
  • Maintain thorough arrangements for and records of contract management quality control and reporting of works and any remedial actions, including all expenditure authorisation monitoring and control.
  • Work with Finance to ensure service charges cover items reasonably foreseen as needing future replacement and have sufficient provisions available.

Role Purpose:

* Lead the M&E Team to ensure statutory compliance in the areas of Gas Servicing, Lift Maintenance, Asbestos, Electrical Testing, Air conditioning and extraction, drainage plant security & door entry and rooftop / high level communal space safety.
* Lead on damp and water ingress management across the portfolio including works and tenant management
* Play a strategic role in the Customer Services Directorate, proactively contributing to business planning, managing other areas of service to cover staff absence, service improvement, and achieving of high level of customer satisfaction with services

Key Responsibilities and Accountabilities

* The management of a range of Planned Mechanical and Electrical Works Contacts undertaking works such as , Gas Servicing, Lift Replacements, Air conditioning, ventilation upgrades , door entry systems, communal wiring and lighting upgrades, asbestos removal, fire safety equipment testing.
* Lead manager responsible for statutory compliance through managing maintenance and inspection contracts for Mechanical & Electrical services including Lift Maintenance, Asbestos, Communal and domestic Electrical Services, Door Entry
* Liaise with Customer Services to ensure all planned M&E works are conducted across the relevant premises, and health and safety risk assessments are carried out.
* Oversee activity around dampness and major water ingress activity, ensuring that processes are maintained, reporting is accurate and high risk activity has appropriate mitigation in place and is effectively managed.
* Attend Resident and Committee meetings and present reports on operational areas of responsibility. Ensure the reporting mechanisms on key performance indicators are carried out in accordance with agreed requirements.
* Ensure contractors are providing value for money by maintaining effective cost evaluation and quality assurance processes within the team.
* Contribute to development of the service including new policies and procedures and systems to support continuous improvement with written reports and presentations to senior managers and members providing advice and recommendations.
